281:Matters arising from the minutes.

Item 271: County Cllr. Harries advised that the Bridge repair works would take another three weeks to complete. Cllr. Bevan reported that there had been no improvement to parking in front of traffic calming, there is even a caravan there some days and the junction with Heol Las Fawr was worse with visibility for cars exiting the junction having little or no visibility of on-coming traffic. 272 no report on CefnCoed, public meeting scheduled for 5th February.

282:Police Report. Typed report provided as PCSO not in attendance state that there had been a total of 10 occurrences 2 crimes – 1 x domestic assault & 1 Malicious communications. 8 non-crime 2 x highway disruption, 2 x RTC, 1 x Police generation, 3 x concern for safety. Clerk advised that the PC was yet to be appointed as soon as confirmation received invitation would be extended to attend the Monthly Council Meeting. County Cllr. Harris advised a decision imminent. It was raised that a works van is parking in the bus stop at Pen y Bont obscuring view for drivers and residents wishing to catch the bus. Clerk to email PCSO.

283:County Councillor Harris. Report provided prior to meeting County Cllr. Harris advised Council of the following updates:

  • Regarding the Star – this is now being treated as an enforcement issue.
  • Litter on the Main Road – not acceptable, promised work had not been completed as the van required to undertake the litter pick not available, this is being chased daily.
  • Traffic calming measure work/replacement to island by Gradon, work scheduled to start in April – this should alleviate parking there.

Councillor Harris was asked to take the following items forward:

  • Pot hole before the cattle grid on the road to Ystradgynlais to be reported for repair.

Cllr. Evans suggested that an appeal to residents to pick the litter up from around their own properties be added to the County Councillor newsletter, it was felt that this was not necessary as a number of residents, who would be willing to do this, had signed up to complete litter picks in their area and have been provided with the necessary equipment and insurance.

Cllr. Evans had received a request from a resident regarding the placing of a litter bin at the junction with Treforgan Road and Main Road. There is no budget at this time and felt that a better place for a bin, should funds become available, would be adjacent to the nearby bench seat.

Cllr. Evans requested that a bus shelter be provided at the bus stop on the junction with Treforgan Road. It is unlikely to happen again due to budget but it was noted how many residents use that stop to catch the bus to Brecon and how exposed to the elements it is for the children waiting for the school buses.

Cllr. Evans reported that a number of residents had brought to his attention that the large coping stones from the top of the bridge at Treforgan had been removed clarity requested as to why this had happened. – County Councillor Harris will respond directly to Cllr. Evans.

Cllr Evans requested that the Council look at the trees leaning into the Road and obstructing the BT cables at Llwyn.

284:To receive a report from any Member concerning meetings at which he or she represented the Council. Sexton, Cllr Michael reported that he had spoken to residents regarding the placing of lights onto the graves at the Cemetery, and removed some prior to being able to speak with the family, as the placing of these items is contrary to the Council policy. Clerk to forward letter template that was provided by Lynne cemeteries officer at NPT which can be used to send to the residents. Cllr. Wood will visit and inspect Maes-y-Hendre cemetery with Sexton.

285:Planning applications:P2017/1162 details attached – No observations.

286:Bank reconciliationpayment authorisations. Resolved that the payments account for December and January be signed off and the following payments made:

Full listing to be provided on Thursday books with accountant for pre- audit inspection.

287:Personnel report & Councillor training.

Expression of gratitude to Cllr Lewis for his work in producing the updated employee handbook, employee contracts and amended duties. Clerk to produce and bind booklets prior to issue at meeting with employees. Clerk to extend congratulations to Rhiannon who is expecting her third child due in June this year. Maternity cover to be decided.

2 places to be booked on the One Voice Training module 17 – making effective grant applications.

2 places on module 4 – understanding the law.

288:Association report. New sub committee formed consisting of Cllrs. Hart, Wood, Michael and Clerk. Sub-committee meeting to be called to discuss all aspects and set up of Association. Full financial analysis to be available by Mid April so we can undertake a full review of hire and pricing. National exercise referral scheme are looking to set up two sessions a week, and new class ‘Men’s sheds’ starting 3rd week February. Authority sought to reduce the price quoted of £120 to NPT Youth services for transition day booking. It was agreed that a reduced price of £100 could be charged. Annual Gym service completed and certificate obtained. Annual boiler service completed. PAT testing to be undertaken in February. TV Licence renewed, energy provider switched, NPT waste transfer agreed. Charities commission annual online certification completed. It was agreed following a successful event last year that we would again do the decorated Christmas trees in the Hall with advent calendars but expand out to all who may be interested in the Community rather then limit to Community Centre holders date set for Friday 30th November. WW1 wars over a nations tribute’ celebration organising committee being pulled together to arrange, all formalities completed with registration, so far confirmed Mr. A. Thomas, Mr Ian and Mrs Pearl Davies, Vicar Liz Rees & Mr Leyshon (History Class) still to confirm Ms M. Teague Head at Creunant Primary & Heidi. Volunteers requested.

289:Communication strategy and working together. Clerk reported that the website needs updating and we need to look at responsibilities around monitoring and use of social media. The facebook page becoming increasingly popular and a lot of interest received with regards to booking and classes. Prices provided for printed leaflets advertising what’s on and a Chairman’s report suggested. All require further investigation and resource on hold at this time to be looked at in conjunction with Association sub-committee.

289:Correspondence. Three email require attention Clerk to respond on behalf of the Council where possible.

The Council was formally thanked for providing the Christmas decorations at St. Margarets Church by Vicar L. Rees and at Saron Chapel by Leader R. Locke.

290:Any other business. Cllr Michael advised that the Council would shortly be receiving formal correspondence form the Rugby Club as they are going to Incorporate and permission would be required. Clerk confirmed that letter had been sent to Mr. Rinaldi requesting meeting to discuss lease and associated issues.

There was no further business and meeting closed at 8pm

Cllr Sian Harris report 25 January 2017

 Information - regarding the house and property attached to the National Schools building. I

have spoken to the house owner, who has now started to clear the land around the area

and continue work on the house. This is with a view to moving in before April 2018. I asked

him who owned the National Schools building and he had recently negotiated and

purchased that building as well. When he moves in, in April the old National School building

will be a restoration project. Good news.

 Leaves, have been cleared on the walkway from The Crescent to Stella’s. Several

complaints from elderly villagers.

 Two drains have been cleared at the bottom of Lewis Road. They were full of black silt

when I took a look. Water was pooling, have asked residents to let me know if any further

problems. Checked with Sian Phillips, Sunday night with the bad rain, and no pooling water.

Result. One drain is scheduled to have maintenance on it as it is broken.

 Litter- the litter issue on the road out of Crynant is now getting out of hand. I have

telephoned the council who promised to make a start last week but this has not happened.

The issue being the safety sign with the big arrow that they have on the back of the truck

has been taken from the old truck and is ready to be placed on a new truck. The new truck

is not ready yet. The council made the mistake of telling me where the truck was being

built. So I went to take a look. Spoke to the owner who says it will take another two weeks

to fit the signage on the truck after he finishes adapting the truck. I will email every day

until this truck is on the road.

 Signage – sign on railway bridge to Brynawel has been changed to state 12’9’’. Now both

signs, one at the start of the turning and one on the bridge are reading the same.

 Anti-social incidents at Woodland Road – two girls knocking doors at all times of the day

asking for a lift to Ystradgynlais. Asked James to call and have a word, advised residents to

be vigilant and report any incidents to Tai Tarian and 101. This matter seems to have

stopped at the moment, but residents are logging all incidents for housing officer.

 Need to do something about dog poo? I litter picked around Treforgan and the block

yesterday, Saturday, and I was ashamed and disgusted by the amount of dog poo. Any

ideas? Dog fouling exercise carried out in the area of The Crescent, nobody was caught.

However, one resident was given a warning letter after a photo of a dog roaming was

presented to my- self. I haven’t had any complaints from residents about this dog since the

letter was issued.

 Speed assessments have been carried out on the Common, all okay. More to follow.

 Water pooling and a drainage issue School Road, short term issue fixed, looking to do

something with the drain to stop if happening again.

 The Star – it is not an environmental issue as there is no sign of rodents etc or anything that

could attract them. I am now chasing this up with street scene officers for the eye sore

issue.

 No entry sign by the bottom of School Road, opposite SWFT, not sure if it had been hit by a

car, but it was bent and the post was coming out of the ground. Fixed the next day for me.

 Railway wall – iron-bridge going out of Crynant. Work due to be done in January – will

chase this up.

 Bridge in Treforgan- work scheduled for two weeks – will be a bit longer, minimum

disruption and it is looking lovely, so happy with result.
