In Attendance: Cllr Michael Cousins (Chair), Cllr Graham Knight, Cllr Sue Lane, Cllr Andrew Lee, Cllr Virginia Roberts, Cllr Jonathan Webb.

P/465/07/16 APOLOGIES FOR ABSENCE: none
P/466/07/16. DECLARATION OF INTERESTS – To receive any disclosure by members of personal interests in matters on the Agenda, the nature of the interest and whether the member regards the interest as personal or pecuniary under the terms of the Code of Members Conduct.
P/467/07/16. MINUTES OF THEMEETING HELDON 27th JUNE 2016(previously distributed) were confirmed and signed as a true record.
P/468/07/16. NEW PLANNING APPLICATIONS:
WD/2016/1357/F LARKSPUR, HOREBEECH LANE, HORAM, TN21 0HR. Proposed improvement to, and widening of, existing driveway to accommodate two cars: application unanimously recommended for approval. HPC made the following comments with regard to their decision:
- It was considered that the generation of two parking spaces could improve parking issues in Horebeech Lane.
- HPC noted the proposed construction details of the new driveway area and that part of the area will remain as garden.
- Should WDC approve the application HPC would ask that the application be conditioned to re-instate the public grass verge.
WD/2016/1491/O LAND TO REAR OF BRICKELLS FARM HOUSE, CHIDDINGLY ROAD, HORAM TN21 0LJ. Outline application for two houses: application unanimously recommended for refusal. HPC made the following comments with regard to their comments:
- There are concerns over foul drainage and whether the existing public sewer system is adequate to cope with the proposed development.
- HPC considered that the proposed provision of separate driveways was inadequate and should WDC be minded to approve the application HPC would request that the access should be a shared crossover to minimise access onto Chiddingly Road.
- It was agreed that should the application be approved, HPC would request that the County Archaeologists be asked to carry out a programme of works in order to explain how the proposed development can successfully fit within the historic farmstead.
- HPC were of the opinion that the proposed application for two houses was an overdevelopment of the site, which they were unable to support. Should WDC be minded to refuse the application, HPC would be receptive to a new application for a single dwelling, subject to the above relevant conditions being met.
WD/2016/1486/F LAND ADJACENT TO 2 DUNSMORE COTTAGE, MAYNARDS GREEN ROAD, MAYNARDS GREEN, HORAM TN21 0BU. Erection of new detached dwelling: application recommended for refusal by four votes against and two abstentions. HPC made the following comments with regard to their decision:
- HPC considered that the proposed development would lead to increased traffic hazards by reason of inadequate visibility at the junction with the B2203.
- The proposed new detached dwelling would represent an over-development of a constrained site, which would be out of keeping with the character of the locality, and existing dwellings in the locality.
- HPC felt that the design of the proposed development was not in keeping with neighbouring properties and would suffer from a lack of amenity space.
- HPC noted that an earlier application (WD/2014/1698/0) had been refused outline planning permission because of highways concerns and overdevelopment site issues.
