In Attendance: Cllr Michael Cousins (Chair), Cllr Graham Knight, Cllr Virginia Roberts, Cllr Jonathan Webb

P/361/09/15. APOLOGIES FOR ABSENCEwere received from Cllr A Lock, District Cllr S Stedman and accepted by those present.

P/362/09/15. DECLARATION OF INTERESTS – none.

P/363/09/15. MINUTES OF THEEXTRA ORDINARY MEETING HELDON 9th September 2015(previously distributed) were confirmed and signed as a true record.

P/364/09/15. NEW PLANNING APPLICATIONS:

  • WD/2015/1546/F SPARROWS DEN, HOREBEECH LANE, HORAM, HEATHFIELD TN21 0HR. Proposed side extension to replace smaller existing extension. Application unanimously recommended for approval. HPC made the following comments with regard to their decision:
  • Should WDC be minded to approve the application HPC would request that the hedge adjacent to the neighbouring property be retained.
  • HPC considered that the proposed extension appeared to improve the living accommodation, making in more in keeping with modern living.
  • The proposed design of the extension appeared to balance the dwelling and was in keeping with the surroundings of the site.
  • WD/2015/1975/F TREGANTLE, HANGING BIRCH LANE, HORAM TN21 0BH. Enclosed porch. Application unanimously recommended for approval. HPC made the following comments with regard to their decision:
  • HPC agreed with the applicant’s comments that the proposed new porch would improve the insulation of the hall and increase the amount of light into the hall.
  • HPC considered that the proposed porch extension would improve the external visual appearance of the dwelling.
  • It was noted that the existing porch was infested with woodworm.

P/365/09/15. APPLICATIONS APPROVED:

  • WD/2015/1492/F DEWPONDS, NETTLESWORTH LANE, VINES CROSS, HORAM, TN21 9AS. Single storey rear extension and two new roof lights to rear elevation: noted

P/366/09/15. CORRESPONDENCE RECEIVED:

Application No: WD/2015/1465/F –UNIT 5, TUBWELL NURSERIES,TUBWELL LANE, MAYNARDS GREEN TN21 0BY: due for consideration by Members of the WDC Planning Committee South on 17 September 2015: noted

P/367/09/15. WDC ENFORCEMENT MATTERS FOR INFORMATION: nothing new to report

P/368/09/15. FORMER MERRYDOWN SITE: some activity has been seen on the site.

P/369/09/15. REPORT FROM PARISH PANEL MEETING – SEPTEMBER 7TH (notes previously circulated): see attached report. It was noted that Horam’s allocation of 100 homes related to the previous Wealden Plan. The new Wealden Plan will include a higher allocation.

P/370/09/15. REPORT FROM DISTRICT COUNCILLOR ON WDC PLANNING MATTERS: unable to attend.

P/371/09/15. INFORMATION FOR/FROM COUNCILLORS (for noting or inclusion on future agendas)

  • Wealden Plan to be included in both Planning and Full Council Agenda (September 12th and 14th respectively)
