It was brought to the attention of the Parish Council that a verbal complaint has been received from a parent of a Barrowby Primary School child that whilst walking from the Pavilion to Low Road that the child had suffered a scratch to the face due to a protruding branch. The Parish Clerk is to write to Mr and Mrs Cornish at The Red House, Low Road, Barrowby and Mr Taylor, Tamaral, Low Road, Barrowby to inform them of the complaint. / Clerk

1.  CHAIRMAN’S REMARKS:
The Chairman welcomed all councillors to the November 2013 Parish Council meeting. The Chairman commented that all of the Reading Room clock faces are now in sync and read the same correct time; he thanked all those involved.

8  REPORTS
8.1  Reading Room
8.1.1  Report from the Reading Room Group.
8.1.2  Progress report on the work in the Reading Room roof void.
·  Works have now been completed.
8.1.3  To consider the proposed programme of remedial works to the Reading Room and the likely cost.
(as per report from Mr P Cupit).
·  Following a visit from LE Fletcher it has become apparent that the windows are in the most urgent in needing replacing. The Reading Room Group to engage with the SKDC conservation officer and planning officer for their view on the replacing of windows and doors. Mr P Cupit to also be involved.
8.1.4  To consider the recommendations of the electrician with regards to the siting and appropriateness of the emergency lighting in the Reading Room and the likely cost of any alterations.
8.1.5  To consider the desirability of lighting the Reading Room clock tower and the likely cost.
·  External lighting of the clock tower, small LED uplighters in white quoted at £256.38 supply and installed multi coloured lights would be an additional £50. It was agreed not to progress this idea any further at present.
8.2  Pavilion
8.2.1  Report from the Pavilion Committee.
The Pavilion Committee is due to meet on Thursday 7th November 2013.
·  Speed humps have been installed along the access road to the Pavilion.
·  The Pavilion Committee requested a meeting with Mr P Cupit and Mr R Cross to discuss the access road to the Pavilion and the possibility of tarmacking it. Mr R Cross requested that the Pavilion Committee investigate the possibility of having the rubber granules replaced and monitor their movement over the winter. The Pavilion Committee will contact SKDC for their thoughts on an alternative solution to the rubber granules.
8.3  Playgrounds
8.3.1  To consider the quotation for the repair of the soft play surface adjacent to the roundabout on the village green.
·  Two quotes have been received for the repair of the soft play surfaces £1748.00 and £1485.00. To be discussed further at the budget meeting on 11/11/2013.
8.4  Burial Ground
8.4.1  To consider the desirability of maintaining future burial records using an electronic system and the likely cost thereof.
·  Clerk to investigate (hard copy book) G F Shaw grants of exclusive right of burial as we now have 10 years lease rather than 100 years. Clerk to ask for feedback from the LALC forum on who uses electronic format and who uses hard copy books.
8.4.2  To consider the quotations for the erection of a soil store in the Burial Ground and award a contract for the works to be completed.
·  One quotation has been received. A formal specification is to be put out to tender and we will await more quotations. Mr D Markham will pass on the specification to the Gardeners’ Association enabling them to quote.
8.4.3  To consider the quotations for the removal of moles in the Burial Ground and the infestation of cluster flies in the Reading Room.
·  Pestforce quotation received for the removal of moles £100.00 and flies £130.00. If both jobs are carried out at the same time this will be discounted to £200.00. Proposed by Mr R Cross and seconded by Mr M Sutton that subject to Public Liability Insurance we will instruct Pestforce to carry out the work. Agreed unanimously. Mr P Cupit to liaise with the Caretaker to ensure that the Reading Room is vacant.
8.4.4  To consider the desirability of repairs to the Burial Ground footpath and the creation of a non-slip pavement surface and its likely cost.
·  Mr R Cross and Mr R Poore to buy some cold tar and carry out remedial works to cracks.
8.5  Allotments
8.5.1  Report from Allotment Association.
8.5.2  Discuss the partial removal of the hedge at the top of the allotment, and the need for the installation of fencing.
·  It was proposed by Mrs V Cross that the Barrowby Gardeners’ Association should be asked to submit a formal letter to the Parish Council requesting fencing and planting to fill the gap on the perimeter of the allotments, seconded by Mr M Sutton and agreed unanimously.
8.5.3  To consider the correspondence from the Barrowby Gardener’s Association with regards to the Allotment car park surface. At this point Mr P Cupit, Mr D Markham and Mr R Poore left the meeting.
·  A quotation was received for remedial works to the allotment car park. It was suggested that another two quotes are to be sought to the same specification as the LAC Groundwork’s quotation. It was also suggested that we request a visit from Derek Kendall (our Health and Safety Adviser) to assess the car park.
8.6  Health & Safety
8.6.1  Review of Health and Safety inspection reports.
·  Health and Safety reports have been received for the Village Green, Lowfields and the Rectory Lane Area.
8.7  Staffing Committee/Training.
8.7.1  Update on ICCM training course on “Burial Process Control and Compliance”
·  The ICCM Course on Burial Process Control and Compliance was cancelled due to lack of interest. ICCM are also running a course titled “Grants of Exclusive Rights of Burial and Transfers” at Chelmsford on 12/11/2013. It was proposed that Mr P Cupit should attend this course instead. Proposed by Mr B Inglis, seconded by Mr R Poore and agreed unanimously
8.7.2  The Staffing Committee will be holding an annual review and informal appraisal with the Caretaker tomorrow.
8.7.3  Clerk to forward first aid certificates to Mr R Poore, Mrs P Bosworth and Mrs S Harper.
9  FUTURE EVENTS
9.1  Update on plans for Christmas Event 2013 from working party.
·  Update by Mr R Cross from the Barrowby School headmaster re school choir participation - Mr R Cross to follow up further.
·  Update by Mr P Cupit from P E Hempstead re trailer. – PE Hempstead has agreed to supply a trailer for the Christmas event.
·  Update by Clerk on the cost of a Santa outfit. – A Santa suit has been sourced at Angels Fancy Dress (www.fancydress.com). The cost of the Suit is £84.99, Santa sack £13.99 and white gloves £6.99. It was proposed by Mr P Cupit that we proceed with the purchase. Seconded by Mr R Poore and agreed unanimously.
9.2  2014/2015 Budget meeting Monday 11th November at 7pm at the Reading Room. / R Cross
10  CORRESPONDENCE
10.1  Letter received from Mr Stocker regarding lease of pony paddock.
·  Clerk to write to Mr Stocker confirming receipt of his letter and notice period.
10.2  Feedback from Mark Heaton meeting.
10.3  Update on the possibility of purchasing a Defibrillator, including cost and preferred positioning.
Mrs V Cross shared her research with the Council; the Heartbeat trust provides defibrillators at a cost of £2000 each. Mrs V Cross is still awaiting further information from EMAS and will bring this along to the December meeting. / Clerk
