Two members of the general public attended the meeting:

The Parish Councillors used this opportunity to ask Mr M Willets some questions in relation to:
·  Planning applications and receiving retrospective planning applications.
·  Issues with potholes in the village.
·  Brambles encroaching onto Highways.
·  Anti-social behaviour and the need for out of hours contact details.

1.  CHAIRMANS REMARKS:
The Chairman welcomed all councillors and members of the public to the April 2013 Parish Council meeting. The Chairman thanked Mr Mark Williets for attending the open session and giving the Parish Council the opportunity to voice some of their concerns.

4.  Approval of Minutes OF monthly meeting held on WEDNESDAY 6TH MARCH 2013.
Approval of March 2013 Parish Council Meeting minutes proposed by Mrs V Cross seconded by Mr B Harper. Seven voted in favour one voted against. Mr R Poore voted against owing to a paucity of information in his opinion.
5.  CLERKS REPORT
5.1  Request to purchase an external hard drive.
·  1 TB Seagate Portable Hard Drive (£59.00 plus £4.99 delivery) is available from Currys. Proposed by Mr P Cupit and seconded by Mrs P Bosworth that the Clerk has permission to purchase an external hard drive up to the value of £65. Agreed unanimously.
5.2  Update on Waste Cart for Litter Collector.
·  The Litter Collector Mr Brothwell has sourced a suitable trolley to use which will be available at the end of May 2013.
5.3  SKDC Cleaning Grant update.
·  The Cleaning Grant received in the last financial year was received on 29/04/2012. Therefore council would expect to receive this year’s grant at the end of April 2013.
5.4  Reply from Mark Heaton regarding Reedings Road potholes
·  Clerk to reply to Mr Heaton thanking him for his letter and informing him that the Parish Council now believe that there are significant structural issues to road.
5.5  Update on expenses mileage charge
·  It was proposed by Mrs P Bosworth that we increase the current mileage claim to 45pence per mile and an additional 5 pence per mile when carrying a passenger seconded by Mr P Cupit. Seven voted in favour and one voted against...
5.1  Sign updated Standing Orders
·  Proposed by Mr R Poore and seconded by Mr P Cupit that the updated Standing Orders should be signed. Standing Orders to be circulated by email and a copy to be printed and presented to each councillor at the May 2013 Parish Council Meeting. / Clerk

7.2.  Update on Barrowby News bank account and funds transfer.
There has been a delay in the opening of the Barrowby News bank account, however it is still the intention to transfer funds once the bank account available.
8.  REPORTS
8.1  Reading Room
8.1.1  Reading Room Group Report.
Mr R Poore proposed that the Reading Room Group should look at the gas and electric contracts and come back to council with recommendations in relation to switching gas/electric suppliers.
8.1.2  Notice board/village notices.
Reading Room Group to talk to the SKDC Conservation Officer regarding the erection of a noticeboard outside of the Reading Room, and that the RRG should come to the next Parish Council meeting with a proposal.
8.1.3  Internet access/installation charge
Reading Room Group to come to next meeting with recommendation and prices.
8.1.4  Update on motor for clock tower
Mr P Cupit currently looking into options regarding the replacement of a motor to synchronise all faces of the clock tower.
8.2  Pavilion
8.2.1  Pavilion Report.
The Business rate increase is 15% + VAT each year for the next 3 years. It was agreed that this increase would be paid out of financial contingency.
8.2.2  Car park resurfacing
It was agreed in principle that the car park of the Pavilion should be tarmacked from the 2nd to 3rd gate subject to a detailed specification which will be written by the Pavilion Committee. The Pavilion Committee will come back to next meeting with a specification and quotation for the work. Details of the proposed improvement works should be displayed in the village notice board inviting local contractors to tender for the work.
Parish Councillors will meet on Tuesday 7th May at 6pm at the Lowfields prior to the next Parish Council meeting to review the access road.
8.2.3  Storage
The Pavilion Committee will obtain 3 quotes and recommendations from contractors for works on the changing room to improve storage at the Pavilion. This information will be presented to the Parish Council at the next meeting.
8.3  Playgrounds
8.3.1  Playground Improvements Working Party.
Mr P Cupit and Miss R McAuley (Clerk) to meet with SKDC to discuss potential styles for playground equipment.
Mr R Cross to organise a site visit with Mr Paul Milne of SKDC to discuss the idea of selling land on Adam Stiles and investing revenue on play equipment within the village.
8.4  Burial Ground
8.4.1  Burial Ground Working Party Report.
The specification of the cremation monument is to be produced for quotes.
8.4.2  Sign Burial Ground documentation
Documentation to be printed by Chairman and signed.
8.4.3  Update from Linnells from last meeting
Mr P Cupit to meet with Linnells with reference to access at the Burial Ground.
8.4.4  Letter from Mr Swallow ref gravestone
Mr R Poore to send Carole Fisher contact details to the Clerk to forward to Mr Swallow.
8.5  Allotments
8.5.1  Car park works update – to be provided at the next Parish Council meeting.
8.6  Village Green
8.6.1  Update of village green registration application – Clerk to chase David Clark at LCC.
8.6.2  Quotation and information regarding bollards – To be reviewed once the village green has been registered.
8.6.3  Request for a sign advising no unauthorised vehicular access to The Village Green - Chairman to contact SKDC with reference to potential signage options for the village green.
8.7  Health & Safety
8.7.1  Review Health and Safety structure
Mr P Cupit to collate all Health and Safety Inspection reports to produce at the next meeting for everyone to view. Parish Councillors are asked to send completed Health and Safety reports to Mr P Cupit by the 25th of each month.
8.8  Staffing Committee/Training
8.8.1  Feedback from meeting held on 28/03/2013.
8.8.2  Cilca Training Course for Parish Clerk - cost approximately £400.00
It was proposed by Mr P Cupit and seconded by Mr B Inglis that the Parish Council supports the Clerk by funding training to the estimated value of £519.00. This was agreed unanimously.
8.2.3  Councillor Training Reports
Mr P Cupit had attended an HMRC training course which included an update on the operation of PAYE in real time (RTI) which the council is now operating to. / RRG

9.  FUTURE EVENTS
No future events were discussed.
10.  CORRESPONDENCE
10.1  Review potential Parish Council actions from the BIG report –to be reviewed at the next Parish Council meeting.
10.2  LCR Spring Publication- Clerk to display in the Reading Room for Councillors to collect.
10.3  Request for a letter to LCC Highways regarding the damage to the green verge alongside the pedestrian footpath in Rectory Lane.
Mr R Poore to draft a letter to send to Clerk to top and tail to send.
10.4  Best Kept Village Competition – confirm entry and fee required.
Proposal to enter large village category. £20 entry fee proposed Mr R Poore and seconded by Mrs V Cross, agreed unanimously. Clerk and Mr B Inglis to complete form.
10.5  Approve future meeting dates for 2013/14 – Future meeting dates approval proposed by Mr R Poore and seconded by Mrs V Cross and agreed unanimously.
10.6  Update on village community building – Mr R Cross to give update at the next meeting.
