1.Welcome address by JUSE and Introduction to World Quality Alliance by Mr.W.Kaerkes

MrMasamiMita opened the meeting on behalf of JUSE and welcomed any initiative which could keep good relations and ease mutual developments.

MrWolfgangKaerkes gave an introduction recalling that onSeptember 13, 2002 an alliance between present organizations designed to improve relationships in order to intensify the global commitment to quality principles and their application in all segments of societywas made .‘We are taking the opportunity of ICQ 2005 to meet again and to address the important question of the evolution of the Quality Movement. A global world needs a global answer’.

2.Presentation of ASQ on their view on the evolution of Quality and the evolution of ASQ

MrPaulBorawski presented the situation on behalf of ASQ (see attached document). The main question is how do we attune Quality with Business needs of the 21st Century?

3.Presentation of EOQ

MrKaerkes presented the view of EOQ (see documentattached ). There is a need to work together to meet new challenges of the society, to develop new domains such as transformation, sustainability and others and to address not only economy but also politicians and media.

4.Presentation of JUSE

MrHitoshiKamikubo presented the view of JUSE (see document attached). As a conclusion the following propositions were made: Research and development of New Tools, Expansion of Application Fields of TQM and Appropriate Suggestion to ISO/IAF

5Presentation from ANQ

MrChih-HanWang presented the status of ANQ (see documentattached ) and brought his strong support to any common action.

6Presentation of IAQ

Mr Marcos Bertin mentioned the important work done by IAQ in Corporate Governance and his willingness to share this work with a the network.

MrTitoConti recalled the difficulties in which Quality stands and the need to go to the root causes. IAQ can bring help with its family of project.

7Open discussion on what might be done together to transform the Quality Movement to meet the needs of our evolving world.

Among the different points discussed we mentioned the following:

- We observe a decrease in the quality of products and services in different western countries.

- There are less Quality experts reporting to the CEOs

- Speed and strong competitiveness have made continuous improvement less valuable.

- The number of Quality experts is diminishing specifically in young people

- There is no joint presentation of companies and academics at our conferences

8Action plan and conclusion

There is a strong willingness to continue the cooperation leading to projects and action plans.

It was agreed to have ANQ as new member of the World Quality Alliance.

It was agreed to have for each organisation a representative who could speed up the relations. The representatives are:

ANQ: MrChih-HanWang

ASQ: PaulBorawski

EOQ: Bertrand Jouslin de Noray

IAQ: Spencer Hutcens

JUSE: IchiroKotsuka

The time did not allow going deeper in the action plan. Nevertheless the possible fields of projects could be the following:

1)Quality Security and environment :

a)How to speak with one voice at the world level

b)How to adapt Quality to globalisation

c)How to answer the needs of today’s CEOs

2)Transformation (new field of action of Quality and change Management)

3)Gather world experienced leaders to explore direction in which to go to increase the likelihood that quality will reach its full potential in society.

The group has decided to meet during the next two congresses in Milwaukee and in Belgium at the occasion of EOQ50th anniversary in May. It would be highly desireable to have outcomes from Alliance efforts to share at both meetings – although time is very short.
