CONSTITUTION OF

THE CYCLONE DRILL TEAM

ARTICLE I

NAME

The name of this organization shall be the Cyclone Drill Team at Iowa State University.

ARTICLE II

PURPOSE

The purpose of the Cyclone Drill Team is to develop leadership, confidence and close order drill expertisewhile promoting camaraderie and esprit-de-corps among members of the Cyclone Drill Team.Instructional and performance activities are affirmatively directed toward development ofindividual member improvement, resulting in a skilled performance group. Each student must be cognizant of the time commitment and individual dedication demanded instriving for personal improvement and teamwork through responsibility and discipline.Students are exposed to teaching, practice, and performance opportunities that result inthe development of responsibility, self-respect, and that encourage honest effort instriving for excellence. These opportunities also develop character, teamwork, and unit pride by emphasizing the maintenance of highstandards.

ARTICLE III

MEMBERS

  1. Membership categories shall be the following:

-Active or full membership shall be composed entirely of faculty, students, and staff

-Inactive members shall be composed of alumni and honorary members, however, inactive members may not be allowed to vote or hold office

  1. In order to be admitted to the Cyclone Drill Team, a prospective member must satisfy the following requirements:

-College or Scholarship Midshipman, Officer Candidate, or participant in the Marine Enlisted Commissioning Programin the Iowa State University Naval Reserve Officer Training Corps

-Possess a 2.5 or higher cumulative and term GPA

-Meet Iowa State University Naval Reserve Officer Training Corps

enrollment requirement by maintaining at least 12 semester credit hours or 15 semester credit hours if enrolled in a NROTC class

-Maintain a high level of physical fitness

  1. An Excellent Low or higher for Navy Option Midshipmen
  1. A score of 240 or higher on the PFT for Marine Option Midshipmen

-Be determined eligible for Cyclone Drill Team participation by ISU NROTCUnit Staff

  1. In order to maintain an active member of the Cyclone Drill Team, a member must :

-Abide by all rules and regulations asoutlined by the University Student Policies and the NROTC Battalion MidshipmanHandbook.

-Attend all practices and meetings

  1. Absences may be excused if the Staff is notified 48 hours in advance and the reason of absence is acceptable
  1. Three consecutive unexcused absences will automatically trigger the removal process

ARTICLE IV

OFFICERS

All executive powers of the Cyclone Drill Team shall be vested in a President, Vice-President, Treasurer, Fundraising Coordinator and Events Coordinator

Officers shall be elected by majority in a general election of Cyclone Drill Team members with approval of the Advisor.If a candidate fails to receive a majority of votes, a runoff election will be held between the top two candidates.

Officers will be elected in the first meeting of the month of September each academic year. The term of office will be one full year. All officers shall comprise the Staff of the Cyclone Drill Team. The Staff shall meet in addition to regular meetings. The Staff shall appoint committees as necessary to fulfill goals

  1. Eligibility

-Have a minimum cumulative grade point average (GPA) as stated below and meet that minimum GPA in the semester immediately prior to the election/appointment, the semester of election/appointment and semesters during the term of office. For all students the minimum GPA is 2.50. In order for this provision to be met, at least six hours (half-time credits)must have been taken for the semester under consideration.

-Be in good standing with the university and enrolled full time (twelve or more credit hours), as an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office.

-Be ineligible to hold an office should the student fail to maintain the requirements as prescribed above.

  1. Duties and Powers of Officers

-President

Shall preside over all meetings of the Cyclone Drill Team, supervise and coordinate the actions of the Staff

Will finalize all plans presented by the Events Coordinator

Is responsible for the training, efficiency, discipline, administration and welfare of the Cyclone Drill Team

Will ensure the faculty advisor is informed of all events and activities of the Cyclone Drill Team

Will lead Platoon Basic Drill at all competitions the Cyclone Drill Team participates in

Shall act as Risk Management Officer

Is responsible for everything the Cyclone Drill Team does, or fails to do

-Vice President

Shall carry out all duties assigned by the President

Will maintain accountability for all Cyclone Drill team Members

Will lead Squad Basic Drill at all competitions the Cyclone Drill Team participates in

Shall assist the President in all aspects of supervision and control of the Cyclone Drill Team

Will assume command of the Cyclone Drill Team in the absence of the President

-Treasurer

Shall be responsible for the maintenance of chapter funds and

Shall present statements describing the financial status of the Cyclone Drill Team at each meeting

Gain and maintain University certification as an organization treasurer

-Fundraising Coordinator

Designs yearlong fundraising strategy

Coordinates and executes all fundraising events

Gives a weekly report on all fundraising to the Treasurer

-Events Coordinator

Creates travel plans for all events

Handles all competition registration paperwork

Gives a weekly report on status of operations to the Vice President

  1. The advisor of the Cyclone Drill Team shall be a member of theISUNROTC Unit Staff

-The advisor will have a vote

-The advisor will be appointed by the Unit staff

-Advisors must sign all financial transactions and University approval forms (including Activity Forms) for events.

  1. Removal from Office

-A member of the group must make a motion for impeachment

-A second member must then second the motion

-Any member, or involved party, wishing to speak on the matter will be heard

-A vote will then be taken among the voting members of the group. A two-thirds majority and Advisor approval is needed in order to remove a member from office. At this point, a replacement election will be held to fill the vacancy. The former officer will remain a member.

  1. Removal of a member

-Procedure for the removal of a member from the group will be the same as that for an officer

-Upon removal of a member, said member will be banned from attending further meetings of the Cyclone Drill Team or participating in its activities

ARTICLE V

MEETINGS AND PRACTICES

  1. Cyclone Drill Team will abide by Iowa State University rules and regulations, State and Federal Laws.
  1. Meeting Order of Business

-Introduction of anyone new at the meeting, and all related business

-Planning of activities the Cyclone Drill Team is engaged in at that period of time

-Any special presentation, usually given by the president, advisor, or a special guest

-Floor will be opened up for business any member wishes to bring up

-Floor will be opened up for special business which needs to be conducted, such as voting on a new member, or impeachment

-Meeting will be dismissed

  1. Proper military courtesies will be observed at all times
  1. A quorum shall consist of fifty percent of the active membership
  1. Practices will be held once a week according to members academic schedules

-Attendance is mandatory

-Will last between one and three hours

-Practice may be held more than once a week, in the month prior to a competition, at the discretion of the Staff

ARTICLE VI

FINANCES

  1. The Cyclone Drill Team will not collect dues from its members
  1. All funds required for Cyclone Drill Team activities will be raised by:

-Cyclone Drill Team fundraising activities

-Matching Funds from ISU NROTC up to $1000 each semester

-Funding requests to the Student Body Government

  1. All monies belonging to this organization shall be deposited and disbursed through a bank accountestablished for this organization at the Campus Organizations Accounting Office. All funds must be deposited within 48 hours aftercollection
  1. The Adviser and Treasurer must approve and sign each expenditure before payment

ARTICLE VII

AMENDMENT AND RATIFICATION

  1. This constitution may be amended and subsequently ratified at any time
  1. Amendmentsmust be proposed in writing at a formal organization meeting.Members will be given oneweek to consider amendments.
  1. Amendments will be ratified with the approval of the President, Vice President, Treasurer and Advisor and a majority of the membership, not counting abstainers.
  1. Ratified amendments to this Constitution must be submitted to the Student Activities Center

within ten days

ARTICLE VIII

NON-DISCRIMINATION CLAUSE

The Cyclone Drill Team does not discriminate on the basis of race, color, age, religion, national origin, sexual orientation, gender identity, sex, marital status, handicap/disability, or veteran status.
