MINUTES OF BURTON-BY-LINCOLN ANNUAL COUNCIL MEETING HELD ON TUESDAY 14th JULY 2015 AT BURTON ESTATES CLUB AT 7.30 PM

PUBLIC QUESTION TIME

One question from a Member of the public, did the Council know what the road works were for at the top of Main Street.

The Clerk had not been informed of any works and would contact highways but Cllr North believed that is was telecommunication works.

117/15 DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND ANY DISPENSATIONS THAT MAY ARISE

Non Pecuniary Interests: Cllrs Bell (also a trustee), Vine and Copeland as members of the Burton Estate Club. Cllr Vine as Director of the BW Leaseholders Company, Cllrs Vine, Cllr Marriott as member of the Burton Waters Residents Association Cllr Marriott, and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company. Cllr Hepburn is a non-stipendiary assistant curate in the Diocese of Lincoln; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

118/15 MINUTES OF PREVIOUS MEETING OF TUESDAY 13th May 2015

It was proposed by Cllr Vine and seconded by Cllr Bell to accept the minutes of the last meeting. It was RESOLVED to accept the minutes as a true copy of the meeting. All in favour

119/15 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS AND POLICE

There were no reports as apologies had been sent

Police report that there were 10 thefts, 3 burglaries, 3 criminal damage, 3 transport and 1 concern for welfare in the Gainsborough South area.

The report will be put up on the website.

120/15 CLERKS REPORT INCLUDING MATTERS ARISING

Cllr North announced that the Clerk has resigned her position due to her personal circumstances changing but will stay until the November meeting to give the Council time to recruit another Clerk. This will be an item for discussion at the September meeting.

Cllr Hepburn has had a report of a highways representative looking at the overhanging yew hedges as there have been complaints.

The new sign for Middle Street has been ordered by West Lindsey District Council and will be replaced when it has been received.

The new green dog bin has been put in place.

Clerk has sent the VAT claim in to the HRMC

The Audit has been returned from Grant Thornton and the Notification of Conclusion of the Audit has been placed on the notice boards.

The last page of the Red Accounts book has been completed, taking into considertion the Clerk lists the financial information monthly and also has a computer record it was decided not to continue with recording this information in an Accounts book as this was duplicating work.

was RESOLVED to accept, all in favour.

122/15 TO AGREE NEW SIGNATORIES FOR LLOYDS BANK

Due to the recent election two of the Council’s signatories are no longer on the Council

It was proposed by Cllr North that herself and Cllr Hepburn be added as signatories, seconded by Cllr Vine, it was RESOLVED to accept this proposal all in favour Clerk to sort the paperwork for signing for the next meeting.

123/15 TO AGREE PETTY CASH FOR CLERK

It was proposed by Cllr North and seconded by Cllr Vine for the Clerk to draw £20 petty cash from the bank RESOLVED to accept this proposal all in favour

124/15 TO AGREE THE WAY FORWARD FOR THE COUNCIL REGARDING NEIGHBOURHOOD PLAN OR PARISH PLAN

Cllr North proposed that a working group be set up by Cllr Platts for Burton Village and Cllr Vine for Burton Waters to look at the current Parish Plan so see what information could be used for revised parish plan or a neighbourhood plan. Following this a public consultation would take place, for residents to decide if they wanted a plan for Burton.

It was proposed by Cllr North and seconded by Cllr Vine for Cllr North to speak to Cllr Platts.

125/15 TO AGREE TO PURCHASE A NEW NOTICE BOARD FOR BURTON VILLAGE

Clerk has obtained two quotations for £845.16 and £1312.67.

Cllr Cotton and Cllr Brockway have offered £300 each from their Cllr Initiative fund which leaves a balance of £245.16 to be paid by the Parish Council. It was proposed by Cllr Vine and seconded by Cllr North for the Clerk to confirm with Cllrs Cotton and Brockway and to complete the grant forms when the money has been confirmed to order the new sign at a cost of £845.16 RESOLVED to accept this proposal all in favour.

126/15 TO DISCUSS LITTER ON MIDDLE STREET AND FEN LANE

There is a litter problem which is mainly caused by litter being thrown from cars.

Clerk to look into whether the probation service could supply a team of people to litter pick.

Clerk to ask West Lindsey if they have a policy on litter picking.

127/15 TO DISCUSS UPKEEP OF GRASS VERGES

The problem is mainly at the top of Main Street by the traffic lights. Highways have recently cut the grass but not the brambles and nettles.

Clerk to check with Came and Co Insurance Company to see if volunteers could maintain the area.

128/15 PLANNING MATTERS

131665 20 Apartments at Site C Burton Waters – Comments to WL 15/08/2014 Council objected due to size of development, not keeping in with rest of development, flat roof not in context with Burton Waters. 133148 Planning Application for Burton Hathow School for proposed assembly Hall building – Council were concerned with more traffic attending the school during performances etc in an area where they receive a lot of complaints of parents exceeding the speed limit of 30 MPH and request that the speed limit could be reduced to 20 MPH.

Cllr North advised the Council that a planning inspectorate officer has been assigned to the Solar Farm applications and will be attending a site visit on the 4th August at 10am.

BURTON WATERS AND ODDER

It was proposed by Cllr Vine and seconded by Cllr Bell to accept the road names proposed by Metier Group the developer for the park home development at Burton Waters. It was RESOLVED all in favour Clerk to inform the developer and West Lindsey

Clerk has received an e mail from Cllr Brockway concerning the sewage problems at the A57 Odder. Nigel Periam and the Environment Agency have had another site visit and saw no signs of a leakage from the septic tank. They spoke to a number of tenants who do not appear to have any problems and therefore they are not taking any further action at this time.

130/15 HIGHWAYS AND ROAD SAFETY

Smiley Sid was put out by Saxilby PCSO’s and proved to slow the traffic down, Clerk to request that it is put out again in the other direction from Lincoln to Middle Street.

The Lincolnshire Road Safety Partnership will complete surveys of Main Street and Middle Street in August, Due to this being school holidays the Clerk was asked to change this survey to September and Cllrs North and Platts would like to have a site visit with the officers that attend.

Alan Brown from Highways as reported that the scheme to reduce Fen Lane to a single carriageway with passing places is scheduled to be funded this financial year. This scheme will treat the full length of Fen Lane and will address all the resurfacing problems that have been reported.

131/15 TO DISCUSS WAYS OF COMMUNICATING WITH THE PARISH

Cllr North suggested a leaflet to be delivered to each resident within the Parish covering the following information:-

Names and contact details of Councillors

Dates of meetings

Info where notices and information about the PC can be found i.e. notice boards and website.

The location of the notice boards

Clerk to produce a leaflet for Council approval.

It was proposed by Cllr North and seconded by Cllr Vine for the Clerk to have a budget of £250 for the 600 leaflets required. It was RESOLVED all in favour.

The date of the next meeting being the 15th September is not suitable for many of the Councillors so the meeting has been changed to the 29th September. Clerk to inform the Council and change the date on the website.
