MINUTES OF ST. PAUL WITHOUT MALMESBURY PARISH COUNCIL

HELD ON 17TH MAY 2011 AT 7.30 PM

The Chairman warmly welcomed all to our Annual General Meeting.

Apologies were received from Councillor Pym and Councillor Barton.

60/11 APPOINTMENT OF CHAIRMAN

Nominations were requested for the position of Chairman. Councillor Gaye proposed that Councillor Henderson be re-elected. This was seconded by

Councillor Vincent Councillor Henderson said he would be pleased and happy to continue and accepted this position.

61/11 - APPONTMENT OF VICE CHAIRMAN

Nominations were requested for the position as Vice Chairman. Councillor Budgen proposed that Councillor Hatherell be re-elected. This was seconded by Councillor

Merriman. Councillor Hatherell said he would be happy to accept this position.

62/11 - OUTSIDE BODIES

AREA BOARD - Councillor Gaye proposed Councillor Lee be re-nominated

This was seconded by Councillor Merriman. Councillor Lee said he would be happy to continue with this position.

BURIAL COMMITTEE - Councillor Henderson, Councillor Lee and Councillor Merriman all agreed to continue as our representatives on the Burial Committee.

PATIENTS GROUP - Councillor Vincent agreed to continue as Representative

for the Patients Group.

PLANNING COMMITTEE - Councillor Budgen agreed to continue as our

Planning Officer.

HIGHWAYS AND SAFETY - Councillor Hatherell agreed to continue as our

Highway Officer.

FOOTPATH WARDEN - It is hoped Councillor Pym will continue to act as our

Footpath Warden.

PLAYGROUND REPRESENTATIVE - Councillor Gaye said he was happy to continue with this position. Councillor Merriman said he would be happy to assist.+

TREE WARDENS - It was agreed we are very happy for Mrs. Clogg and Mrs. Staff

to continue as our Tree Wardens.

POND WORKING GROUP - Councillor Ingham, Councillor Payne and Councillor

Hatherell are happy to continue to assist in the maintenance and upkeep of the Pond at

Corston. The Pond Working Party is organised by Ms Ann Skinner to whom we are greatly indebted for her knowledge of nature and wildlife. A letter of thanks will be sent to Ms. Ann Skinner.

63/11 - MEETINGS DATES FOR THE COMING YEAR

Meeting dates have been arranged for the third Thursday of every month

with the exception of August - when there will only be a Meeting if there is an

emergency matter that requires attention.

For the Annual Village Meeting the venue will be decided nearer the date.

64/11 - OPEN FORUM

Councillor Hatherell reported that the Reading Rom Committee are looking for one more Trustee. It is hoped to draw up a 5 Year Plan to include a Kitchen Area and Parking Area. Councillor Hatherell said that the rateable fees were still a concern but thanks to Councillor Thomson had been greatly reduced.

65/11 - PARISH COUNCIL WEBSITE

Councillor Lee requested an Agenda item dedicated to the Parish Website.

Councillor Budgen mentioned that the Residents Association have set up a new Website and that he would make inquiries about the possibility and costs for

our Parish. Councillor Merriman asked that the Neighbourhood Watch details

could be included.

66/11 - POLICE INPUT

P. C. Humphries sends his apologies for this Meeting but a Newsletter has been distributed and will be positioned on the Notice Boards.

67/11 - CHAIRMAN’S ANNOUNCEMENTS

The Chairman said he was pleased to inform the Council that Margo Panting

has a new baby daughter called Catherine and we all send best wishes,

68/11 - THE LIGHT SURVEY

The Chairman has had 850 flyers printed and these will be delivered to households

throughout the Parish.

69/11 - MR. HUSSEY - SPEEDWATCH

We understand that there is one team of 6 trained at present and another 6 people are to be trained. Councillor Hatherell offered to look into the cost of a Meeting being held at the Reading Room and agreed to be Parish Council funded.

70/11 - ASH TREE IN MILBOURNE

Mrs. Clogg our Tree Warden has made inquiries concerning the 2nd Ash Tree in Milbourne and has been informed that this tree will remain as it is not diseased.

71/11 - VACANCY ON OUR COUNCIL

Mr. Watling of Wiltshire Council has been notified that we now have a vacancy and Election Notices will be prepared.

72/11 - TEA AND TALK - MIRANDA GILMOUR

There are to be Tea and Talk Sessions on 23rd May and 6th June for any persons wishing to attend.

73/11 - RODBOURNE ROAD EMBANKMENT

The Clerk will contact Mr. Bevan of Wiltshire Council and request a Condition Survey that should have been undertaken prior to the works being undertaken that has

caused the bad state of this road.

74/11 - TOWN COUNCIL LETTER

We have received a letter of apologies from the Mayor regarding our dismay at

‘Secret Meetings’ being held when Parish Council matters have been discussed by the

Town Council with the exclusion of our Parish Council.

75/11 - TREASURERS REPORT

Councillor Ingham gave details of our Current and Savings Account balances.

The audit has been prepared in Income and Expenditure format and the figures have balanced. The paperwork has been handed to Councillor Ingham for the External

Auditor to look over.

76/11 - NOTICE BOARDS

The Notice Boards have now been delivered to Tim Inwards and paid for and will shortly be sited.

77/11 - AON INSURANCE POLICY RENEWAL CHARGES

Councillor Ingham has studied our Policy and it was agreed that the premium is very high. It was suggested that we delete the second part of the policy whereby Bus Shelters, Play Equipment, Notice Boards and the Phone Box. It was agreed that the Clerk’s Office Equipment also be reduced to a total of £1,000. The

First part of the schedule as recommended by WALCO will remain as before. The Clerk will contact AON with these amendments and a new premium will be requested.

78/11 - FINANCIAL RESPONSIBLE OFFICER

Councillor Ingham was thanked greatly for all his hard works and nominated by

Councillor Budgen to be re-appointed. This was seconded by Councillor Merriman.

CHEQUES - Were approved and signed and will be listed at the next Meeting.

79/11 - SUSTRANS

The Chairman reported that there is a little more positive hope on the landowner agreeing to sell the necessary land. The Area Board will further discuss this.

It has been confirmed that Redrow Homes will not ‘claw back’ the allocated £25,000.

80/11 - ALLOTMENTS ON THE SWINDON ROAD

The Clerk will contact Martin Rae of Sherston Parish Council and ask his advice on procedures for Allotments.

81/11 - NEIGHBOURHOOD WATCH

Councillor Merriman reported that their had been a poor response regarding the

Neighbourhood watch in Milbourne. It was agreed Councillor Gaye, Councillor

Merriman and the Chairman would arrange a future meeting.

82/11 - HIGHWAYS

Councillor Hatherell will chase the repair for the gate at Blicks Hill.

The Parish Steward will undertake 5 days work each month. Matters requiring attention are :

. Overgrown bushes on the Swindon Road pavement area

Trees on overgrown on the pavement at Corston

The footpath by the Pond at Burton hill needs defining.

There is much foliage overgrowth by the Corston Phone Box

Burton Hill path is untidy and the signs require cleaning

These mattes will be reported by Councillor Hatherell.

83/11 - PLAYGROUND INCIDENT

We have heard from Mr. Hussey that his son was accidentally injured whilst playing at the Play Field in Corston. ROSPA have made recommendations and suggestions about some of the older play equipment. Willis Brothers have agreed to look at repairing the picnic bench and the see-saw. Councillor Hatherell suggested that we remove any equipment that is considered hazardous. The Chairman extended grateful thanks to Councillor Gaye.

We are still awaiting for the paperwork to be completed by Wiltshire Council for

the new amended Lease for the Reading Room Play Field as arranged and agreed

by Councillor Thomson Councillor Gaye asked as to whether the Parish Council has agreed to the Terms of Reference. The Chairman replied that it is a lengthy document and will be studied fully.

Councillor Ingham asked for assurance that the £1,000 allocated will be designated for the Corston Play Field

Councillor Ingham proposed we increase the amount allocated to £1,500 this proposal was seconded by Councillor Gaye.

84/11 - AREA BOARD - SHERSTON

It was heard that there were many young people present at the Meeting.

There were proposals for funding presentations. There is an amount of capital available from the sale of the former YMCA building in Malmesbury.

There is a Meeting on June 29th at the Town Hall and detailed Minutes are available on line.

The Meeting closed at 8.55 pm.

The date of the next Meeting is on 16th June 2011.
