MINUTES OF ST. PAUL MALMESBURY WITHOUT PARISH COUNCIL

The Chairman warmly welcomed all to the Meeting.

108/11 - OPEN FORUM

Councillor Hatherell repeated his concerns on illegal unauthorised signs sited in or Parish. Councillor Pym suggested we contact the people advertising their products and advise that they are not permissible and ask then to remove them. Councillor

Hatherell agreed he would do this.

The Chestnut tree by the Corston War Memorial has been trimmed back.

Councillor Lee inquired as to whether the Corston resident has read the Play Field Report - The Chairman replied that he had been offered an evening time to read the report at the Clerk’s home - but as yet had not finalised a date..

110/11 - POLICE INPUT

P.C. Humphries was welcomed by the Chairman and spoke of a bogus incident involving a person undertaking door to door Charity collecting. He advised all to be vigilant.

P. C. Humphries issued the Council with the updated Malmesbury Neighbourhood Policing Team leaflets which will be enlarged and sited on the notice boards.

The Chairman thanked P. C. Humphries for attending our Meetings.

111/11 - THE DIAMOND JUBILEE

The Chairman suggested to mark this occasion that the Milbourne Phone Box could be repainted. The requested tree could be planted on the triangle of land at Common Road - and suggested perhaps this could be done by Councillor Pym MBE.

112/11 - LITTER BIN AT MILBOURNE

The Chairman is persuing this request and reported that it is under consideration.

113/11 - DATES OF FUTURE MEETINGS

The Clerk is to form a list of Meeting dates and details for the Notice Boards..

114/11 - PAYE - CLERK’S SALARY

Councillor Thomson has informed the Council that as the Clerk’s salary is less

than the required PAYE taxable amount - there is no necessity to adopt the PAYE

system and to continue as before - with the Clerk declaring her salary on the self employed Income Tax Return The Chairman and Clerk extend grateful thanks to Councillor Thomson for clarifying this.

115/11 - NEW PRINTER

The Clerk’s printer has worn out and not repairable - a new ‘second hand’ printer has been purchase on E-Bay at a cost of £20.40 and the old printer has been disposed of.

116/11 - MINUTES OF THE LAST MEETING

The Minutes of the last Meeting were signed as a true and correct record after the amendment of the date of the next Area Board meeting should have read is on

7th September 2011. A further amendment is item 102/11 which should have read

Neighbourhood Pilot Project. Both these items were amended by the Chairman by hand.

117/11 - MAINTAINANCE OF THE TRANGLE OF LAND AT COMMON ROAD

Councillor Pym inquired in this matter and Councillor Hatherell replied that the grass has now been cut by the Parish Steward - a request will be forwarded for this to be re-cut when necessary. Councillor Pym thanked the Council on behalf of the residents.

The purchase of a bench to be positioned at the Common Road triangle has been agreed and will be actioned by the Chairman. Councillor Pym offered to ask local residents the best place for siting. The Chairman and Councillor Pym will liaise on this.

118/11 - READING ROOM TRUSTEES MEETING

Councillor Hatherell reported that this meeting was postponed and will be re-arranged.

119/11 - PARISH WEBSITE

Councillor Budgen said he was happy to re-consider this for the future and also to wait on the Neighbourhood Pilot Project scheme - Councillor Pym said she thoroughly supported e-mail contact.

120/11 - VACANCY ON OUR COUNCIL

We have received confirmation from Wiltshire Council that no election will be called and we are permitted to co-opt a parish Councillor. A poster will be placed in the Notice Boards, Councillor Budgen kindly offered to design a poster.

121/11 - RODBOURNE RAIL EMBANKMENT

It was reported that assessments had been made prior to the works being undertaken - the Contractors have accepted they must repair damage caused to the road - although it is considered that not all of the problems are due to the Contracors.

A letter will be written stating the road is in a defective condition - it is hoped that when the Contractors return to repair damage caused to the Farm drive - they will also make repair the road.

122/11 - THE WAR MEMORIAL AT CORSTON

The Chairman is awaiting a reply from Mr. Tilney - Councillor Hatherell has taken some photos of the memorial plaque and will try and determine the names inscribed.

123/11 - SUSTRANS - PROPOSED CYCLEWAY

Councilor Budgen reported that he understood that Councillor Thomson and Councillor Killane have agreed that the original scheme is defunct - but that a walkway could be created and agreement is to be sought from our Parish Council and Malmesbury Town Council. It is hoped that at a later date a cycleway may be created, the stumbling block is maintenance costs which could be £1,000 a year.

Councillor Pym will pursue this matter.

124/11 - USE OF OLD NOTICE BOARDS

It was decided that some old Notice Boards could be left in situ so that local residents could use them for their own use. It was agreed the one at Common Road could be removed and that the one at Milbourne could be considered.

Councillor Ingham suggested we have a Policy on notices installed on our Boards and this will be raised as an Agenda item.

125/11 - TREASURER’S REPORT - COUNCILLOR INGHAM

Councillor Ingham reported that the Accounts have been lodged with the Auditors and

gave details of our account balances.

Mr. Rice has requested details of the financial situation regarding the funds being transferred from the Milbourne Residents Association to our Parish Council.

This will be forwarded.

126/11 - CHEQUES

Mr. T. Inwards - Siting of the New Notice Boards £177.60

127/11 - CORRESPONDENCE

A letter has been received from a resident at Foxley Road expressing concern about

water coming from Common Road and settling on Foxley Road - and not draining. Councillor Hathrell will mention this to Highways.

128/11 - HIGHWAYS

Councillor Hatherell said he was pleased to report that all jobs reported are being actively undertaken - The Corston Phone box area has been tidied. The Chestnut tree by the War Memorial has been cut back. The triangle of grass at Common Road has been mowed. The Milbourne culvert has been looked at. The Blicks Hill gate has been referred to Highways and various potholes have been referred to Matt Perrett.

Councillor Hatherell will ask for the Bus Shelters to be cleaned and at Burton Hill the bollards on the footpath need tidying. The Bus Stop sign at Milbourne is mouldy.

These items will be reported and we will also thank and compliment the much improved pedestrian crossing at Burton Hill.

The Chairman said the milestone from Cowbridge is still being pursued.

129/11 - AREA BOARD - COUNCILLOR LEE

Councillor Lee recently attended the Area Board Meeting and reported that the speed bumps in Malmesbury will now be retained as the cost to remove them is very expensive. Road markings are to be improved.

Councillor Lee said that he would very much like to see more local issues being raised.

Councillor Lee also reported that there is extra funding available for street light reductions.

130/11 - PLANNING - As per detailed list kindly supplied by Councillor Budgen.

131/12 - CORE STRATEGY CONSULTATION

Councillor Budgen reported that this was a low key presentation with no definition of Malmesbury on the document and also no specification on the amount of homes to be built. It was widely agreed we require both clarification and definition.

Councillor Budgen said the Residents Association will be asked on their comments.

The Chairman thanked Councillor Budgen for his help.

The Chairman said that Burton Hill and Cowbridge has been left out of the document and that a reply would be sent prior to the due date of 8th August 2011.

132/11 - BURTON HILL HOUSE SCHOOL

Councillor Merriman asked why local Contractors were working on Burton Hill School - when as yet no permission have been granted - Councillor Budgen said he would look into this - but thought that maybe the old 60’s style canopy was being removed.

133/11 - ACTIVE ACRE - CORSTON PLAY FIELD

Councillor Gaye attended the recent Meeting and asked if the group could be re-imbursed if they used wood preservative to tidy up the wooden play equipment - It was decided this would infringe Health and Safety Issues and although we

are sympathetic - we have to be careful - Councillor Gaye will look into this further.

The rotten wood on the goalposts it to be replaced.

134/11 - PATIENTS PARTICIPATION GROUP

Councillor Vincent will attend this Meeting on Monday - the Chairman asked

whether Councillor Vincent could inquire from the Practice Manager as to how the

Primary Care Trust felt about future developments there. Councillor Budgen

details on how up to capacity is the Surgery is now. Councillor Vincent said she would raise these matters and report back.

135/11 - THE POND AT CORSTON

Councillor Payne said there have been many sightings of Glow Worms.

The Meeting closed at 8.35pm and the Chairman wished all a very happy Summer holiday.

The date of the next Meeting is on 15th September 2011.

The Meeting closed at 8.30 pm.
