MINUTES OF REGULAR MEETING HELD

AT SCOTT CITY HALL THURSDAY, JUNE 2, 2016 AT 6:00 PM

The Mayor and City Council Members met in Regular Session on Thursday, June 2, 2016 at 6:00 PM, Council Member Bergeron was absent.

Council Member Richard led the Prayer and Pledge of Allegiance.

Council Member Hollier motioned to accept Regular Minutes of May 5, 2016 as written. Seconded by Council Member Montoucet, motion carried unanimously.

No Mayor’s Report

Council Member Richard motioned to adopt Ordinance #2016-4, an Ordinance amending the Scott Municipal Code to provide for special Event Permits. Seconded by Council Member Montoucet, motion carried unanimously.

Council Member Richard introduced Ordinance #2016-7, an Ordinance amending Budget Ordinance for year ending 6/30/16. Ordinance will be up for adoption at the Special Budget meeting Thursday June 30, 2016.

Council Member Montoucet introduced Ordinance #2016-8, Budget Ordinance for year ending 6/30/17. Ordinance will be up for adoption at the Special Budget meeting Thursday June 30, 2016.

Mr. Pat Logan requested approval of a variance to Section 31-2 of the City of Scott Code of Ordinances pertaining to fences for Gerald Trahan Welding, located at 530 Pecan Grove Road. Council Member Hollier motioned to table for one (1) month to allow more time to contact neighboring property owners. Seconded by Council Member Richard, motion carried unanimously.

Council Member Carola motioned to adopt The Advertiser as Official Municipal Journal of the City of Scott for period beginning July 2016 and ending June 2017 as required by the Secretary of State. Seconded by Council Member Montoucet, motion carried unanimously.

Mr. Michael Domingue and Ms. Brandy Robin requested a variance to Ordinance #2015-9, prohibiting recreational park trailers as a permanent residence at 124 Des Jacques Rd., Lot #19. Council Member Richard motioned to allow Ms. Robin to live in her trailer until December 31, 2016, in order that she can recover from her injuries received from an accident, provided all other requirements are met. Seconded by Council Member Montoucet, motion carried unanimously. The Council did not give Mr. Pat Giraud who lives in camper trailer on lot #122 DesJacques a variance and the trailer Mr. Giraud must remove it from the property. No other action taken

Council Member Richard motioned to adopt Resolution #2016-9, a Resolution of the City Council for the City of Scott, Louisiana, and expressing support for federal railroad administration’s proposed rulemaking (Docket No. Fra-2014-0033) dated March 15, 2016, as it relates to provisions that establish a minimum of two crewmembers for certain railroad operations. Seconded by Council Member Montoucet, motion carried unanimously.

Council Member Hollier motioned to adopt Resolution #2016-10, Transfer of a portion of state route LA 93 known as Westgate Road from its southern junction with state route LA 93 known as Dulles proceeding north approximately 1.53 miles to its junction with state route US 90 known as Cameron Street. This Right Sizing program is offer by Department of Transportation. Motion was seconded by Council Member Richard, motion carried unanimously.
