Minutes of Navan Electoral Area Committee Meeting held on Wednesday 12th December 2007at 9.30am in the Council Chamber , Town Hall, Watergate St, Navan, Co Meath

Confirmation of Minutes

On the proposal of Cllr J Reilly seconded by Cllr Shane Cassells the Minutes of the November Monthly Meeting of Navan Electoral Area Committee held on the 14th November 2007 at 9.30am were adopted by the Members.

Correspondence & Matters raised by the Area Manager

The Area Administrator advised the Members that there was no correspondence or matters to be raised by the Area Manager.

To receive an update on the Review of the Navan Development Plan 2003 – 2009

The Members received and noted a presentation from Ms Wendy Moffett Senior Planner in relation to the Review of the Navan Development Plan 2003-2009 which had commenced.

During the discussion, the Members raised the following issues:

-Need receive an update on what progress has been made under the current Navan Development Plan.

-Lack of progress on SDZ at Clonmagaddan.

-The Members called for the use of architectural services to assist Planners in relation to the review process.

-The Members requested that the New Development Plan would contain a mechanism for delivery.

-The Members welcomed the extensive consultation process that would be entered into as part of the Review process.

The Members received the following reply from the Senior Planner:

-The Members will be receiving a progress report on the current Navan Development Plan under the review process.

-A further update will be given to the Members as part of the Review process at the March/April Meetings.

To receive a timeframe/programme for the preparation of LAP’s for Navan Electoral Area

The Members received and noted information in relation to the timeframe/programme for the preparation of LAP’s for the Navan Electoral which was presented to them by the Senior Planner.

The Senior Planner advised the Members that the Kentstown and Slane LAP’s would be carried out together and that it was intended to commence works in June 2008.

The Members also received an update from the Senior Planner in relation to progress of the Local Area Plan’s contained within the current Navan Development Plan.

The Members raised the following issues

The Members requested that discussions take place with the Department of Education in relation to increasing the size of Kentstown National School as a result of the increase in population of the area.

The Members requested to know if there was sufficient water and sewerage capacity in the Kentstown Area.

In response the Senior Planner advised the Members that there will be consultation with the Dept of Education as part of the process and the water and sewerage capacity in Kentstown would also be examined as part of same.

To receive an update on the progress of developing recreational facilities at Windtown including the regeneration of St Francis Park

The Area Administrator advised the Members that the Housing Construction Section of Meath Co Council had requested that this item be deferred until the January Monthly Meeting of Navan Electoral Area Committee.

On the proposal of Cllr J Mangan, seconded by Cllr J Reilly, the Members agreed to the Area Administrators request.

Notices of Motion

Notice of Motion – Cllr J Holloway

“That Meath County Council restore footpath and road surface at Silverlawns, Navan along the Rathaldron Road most urgently in area from entrance to Silverlawns Estate itself at No 20 outwards towards Windtown, an area that is the subject of severe flooding”.

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr T Reilly.

The Members noted the undertaking of the Area Engineer to arrange an inspection of the area referred to in the motion.

Any other Business

Clady Meadows – no progress

The Area Administrator advised the Members that an update would be sought in relation to Planning Enforcement.

An Cluain Estate, Windtown, Navan, Co Meath – no public lighting installed

The Area Administrator advised the Members that this would be raised again with the Housing Construction Section.

Navan Inner Relief Rd 2B – when will works be completed.

The Area Manager advised the Members that a detailed update would be given to them at the January Monthly Meeting Navan Electoral Area Committee.

Sequencing of Traffic Lights in Navan.

The Area Engineer advised the Members that the Council were in discussions with the DTO in relation to the matter, who were giving consideration to same as part of their 2008 programme.

Land at Woodview owned by the VEC

The Area Engineer undertook to check on the planning status of the temporary road constructed at this location to access the Limekilnwood housing development.

Ducting in place at Oberstown but lighting not erected.

No street cleaning in Kentstown since it developed.

The Members were advised that this would be addressed

Flooding at Garlow Cross.

The Area Engineer responded that this was being carried out at present.

Flooding on Kilmoon to Riverstown Cross road

This matter will be investigated.

Disabled Parking Bays at Blackcastle Shopping Centre. Could a sign be put up referring to it.

The Members were advised that this matter is being investigation.

Flooding at entrance to Navan Racecourse (nearest entrance to Navan).

The Chairman wished the Members and Staff a Happy Christmas.
