MINUTES OF LYMPNE PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL COMMITTEE ROOM AT 7pm WEDNESDAY 6th July 2016

The minutes of the Parish Council meeting held on 1st June 2016 were presented to the Council, accepted as a true and accurate record of the meeting and were duly signed and dated by the Chairman, Cllr Mrs Sally Edwards.

I then sent a letter to the land owner to ask them to get in touch with me within 28 days to discuss the issue with the trees but that timeframe expired yesterday and nobody had got in touch. I have now sent your enquiry to my colleague who will send out a formal notice asking for the trees to be looked at or KCC will have the works carried out and recharge accordingly.

Cllr Edwards visited the site and the problem appears to be at the Eastern end of. Appears that rubbish is old and this may indicate that the problem is reducing. They have been asked to provide further bins and other receptacles.
This however is an ongoing issue.

6.  CORRESPONDENCE AND COMMUNICATIONS

a.  Correspondence for Noting

E- Mail from SHAL- Received 18th June

Dear Cllr Mrs Edwards

SHAL (Studying the History and Archaeology in Lympne) recently undertook to ascertain the location of, restore and arrange to reinstate the school memorial which, before the fire, used to hang in the school hall. Dave Jones undertook this project and agreed with the school that this would be at no cost to them. This restoration has now been carried out and the memorial is safely back in the school, to be hung in the reception area during the school holidays once any necessary maintenance work to that area has been carried out (photo attached).

However, the bill for this, at £242, has been higher than we were anticipating and has taken a substantial percentage of our funds. I wonder whether Lympne Parish Council would be prepared to contribute towards (or even pay for) the cost of the restoration of this important village memorial?

Council Decision- The council agreed unanimously to offer full payment for this important memorial

Dear Jeff,

Would you please arrange to have the question of the condition of the Aldington Road footpath discussed at the next parish council meeting on the 6th July.

I have walked it again today on my regular litter patrol, and find it so frustrating has to why this path is still being neglected, with heavy vegetation not only on a long stretch of the Path, but also along the majority of the verges.

Perhaps it is now time to check, if and when this path will be sprayed, as I suspect it has been forgotten.

Council decision- The council fully agreed with the observations made by Mr Cowell and as a result the council will make contact with the KCC Highways with a copy sent to Cllr Susan Carey to get action to clear the identified pathway.

Email received from Gail Keeble – 27th June

Good morning Jeff,

We haven't met as far as I can remember but I was a parish councillor in the past and also was on the LVIS committee. In case you don't know about that we did the planting of the bulbs around the village and had the seat outside the shop installed.

I have over the past few years, with the permission of the P.C. contacted Harmers about getting the verge cut back down Stone St., and a couple of other places when it gets too bad. As it is now so bad down there I have this morning asked Vic Harmer to get this done a.s.a.p. but if you would prefer me to stop doing this I am quite happy to hand it over to yourself; this would probably stop any confusion but I would be happy to continue. I just used to send Ann an e-mail to let her know that I have requested the 'extra' cut so that she would know to expect an invoice.

COUNCIL DECISION- The council agreed that this arrangement should continue while Gail Keeble is happy to assist.

b.  Correspondence for noting (currently in circulation)

Mrs Topham reminded the council of the e mail that had been circulated asking for comments regarding the proposed extension to the village hall. The email had not been circulated.

Council Decision- Clerk to ensure that the email is circulated to the council for comments to be recorded at the next council meeting.

Letter received from Residents of Harman Avenue 3rd June 2016

Raising concerns over the recent problems with large lorries causing traffic problems and in particular causing damage recently to a drive way in Harman Avenue:

Council Decision- The council noted this correspondence and also highlighted some issues they had noted. The council will write to KCC Highways and also the Industrial Estate to highlight the ongoing problems. The Clerk will reply to the residents in Harman Avenue.

8.  REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES

a.  District Councillors’ Report:

Cllr Paul Peacock reported that the decision to decision to create the lorry park at Stanford had been made today. He stated that there was still a lot of work to be done before the work commences and felt it was strange that with the strong objections being made by many groups of people that the plans are still going ahead.

Concerns that the environmental impact around Diesel emissions had not been taken into account were raised. Cllr Peacock stated that one of the next stages was an Environmental Impact Assessment along with consultation and would be going to the SDC Cabinet for further action.

It was raised that if this lorry park is to be in place by next year this would not leave a lot of time for a proper consultation.

Council Decision- The council will write to the Secretary of State to again raise their objections to this development, with copies to the MP, SDC and surrounding Parish Councils.

Cllr Peacock also reported that the boundaries commission have decided to alter the KCC boundaries meaning that Lympne will come under Hythe West. This will mean the number of District Councillors will be reduced. The elections for these new areas will take place on 4th April 2017.

Cllr Peacock highlighted that the Community Chest is still available for bids for local projects- This can be for amount up to £50000. He raised concerns that the larger amounts tend to go to larger towns which he feels is unfair to rural communities. He now sits on this board.

He has also donated £500.00 from the ward budget for lighting for the Village Hall.

b.  County Councillor’s Report:

Cllr Carey was unable to attend. The below is a copy of the report she submitted,

There's been an announcement about the lorry holding area. I have given you the linkto the announcement above. The minister has selected Stanford West.
There's a lot to take in and we can expect Highways England to hold exhibitions. Both Shepway and KCC will be pressing for as much screening and other mitigation as possible.
I shan't be at your meeting tonight as I have promised to be with Stelling Minnis (this will be the first meeting of theirs this year that I have been able to attend).
I hope you will be pleased to learn that the Join Transportation Board endorsed the traffic calming scheme for Hythe West and Lympne. I did ask that Highways look again at the request from a local resident to have a 30mph limit on Lympne Hill and we were assured this will not hold up the scheme.”

c.  Community Warden’s Report

1-  There have been no crimes reported this month in the Lympne area

2-  KCC wardens are currently working through a “Suckers” list. This is a list of people identified as vulnerable to scammers. There are none identified for Lympne but this is worth highlighting for information of residents.

3-  An apparently abandoned vehicle was dealt with at the bottom of Lympne Hill

4-  A joint operation has been carried out with the Environment Agency targeting fly tipping

5-  Property marking has been carried out through the local play group.

d.  PCSO’s Report:

No report has been received.
