(ITEM MM13/13) Metropolitan Mayors' Association

Summary
Council on 23 April 2013 agreed to support the formation and membership of the Metropolitan Mayors’ Association (MMA) and advise City of Canterbury Council of its decision. It also agreed to contribute $5,000 to the formation costs.
On 26 June 2013 a meeting of the MMA was called involving 21 Mayors and Councils to discuss the Draft Terms of Reference, structure and role of the host administration for this Association.
At the conclusion of this facilitated meeting, it was unanimously agreed that the Draft Terms of Reference, including the Memorandum of Understanding (MoU), as changed by that meeting of Mayors, be formalised and approved subject to legal drafting.
The first meeting of the MMA will be held at the City of Canterbury Council on 17 July 2013 and it was agreed that the City of Canterbury Council be the host Council for the first 12 months, including the provision of administrative support to the Association at no cost. However, it was agreed that each Council contribute $10,000 towards the formation and future consultancies when required for specific matters discussed.

1.Council agree to the incorporated association status of the Metropolitan Mayors’ Association.
2.Council contribute an amount of $10,000 to the Association for the purposes of formation and any future consultancy costs.
3.The Mayor be the member of the Metropolitan Mayors’ Association with the Deputy Mayor as the alternate.
4.The General Manager be authorised to finalise the Terms of Reference, the Memorandum of Understanding and any other administration required for membership of this Association and execute these documents under Power of Attorney.
(ITEM MM14/13) Additional Condition for Development Applications in the Town Centre - Roads Works

Council investigate the option, by way of conditioning Development Applications, that all road works in the Town Centre only be issued with road opening permits for non peak times (road works to be allowed during the evening form 7.00pm to 7.00am).

Pedestrian Crossing – Shaftesbury Road and Waimea Street, Burwood
Council conduct a safety audit of the pedestrian crossing on Shaftesbury Road and Waimea Street, Burwood and report back to Council.
“No Stopping” – Luke Avenue and Parramatta Road, Burwood
Council investigate the current “no stopping” restriction on the western side of Luke Avenue, Burwood near the workshop in front of Luke Avenue and Parramatta Road, Burwood with a view to reducing the current 20m restriction to 10m as it is a closed road.
Fencing – St NectariosChurch, Burwood
Council to provide fencing on Railway Parade, Burwood in front of the St Nectarios Church from the front steps to Burleigh Street, Burwood.

1.A safety audit is conducted on the pedestrian crossing on Shaftesbury Road and Waimea Street, Burwood and reported back to Council.
2.Council investigate the option to change the section of “No Stopping” on the western side of Luke Avenue, Burwood to 10 metres.
3.Council provide fencing from the corner of Railway Parade and Burleigh Street, Burwood to the front steps of the St Nectarios Church.

90/13 / RESOLVEDThat the meeting move into closed session in order to consider:
(ITEM TE2/13) Tender - Report recommending preferred contractor for the construction of the Wangal Park wetlands

That above item be considered in Closed Session to the exclusion of the press and public in accordance with Section 10A(2) (d) of the Local Government Act, 1993, as the matter involves commercial information of a confidential nature that would, if disclosed (i) prejudice the commercial position of the person who supplied it; or (ii) confer a commercial advantage on a competitor of the Council; or (iii) reveal a trade secret.

There were no representatives from the public to address the council before the resolution to move into closed session was carried.

The Meeting moved into Closed Session at 5.45 pm the public and press excluded from the meeting.

Councillor Justin Taunton arrived at the meeting at 5.55PM

The meeting resumed in Open Session at 6.05 pm

(ITEM TE2/13) Tender - Report recommending preferred contractor for the construction of the Wangal Park wetlands

Summary
To inform Council of the Tender process for the construction of the Wangal Park Wetlands Tender No 03/13 and recommend that the Tender lodged by the Glascott Group Pty Ltd be accepted to construct the Wangal Park Wetlands.
To authorise the General Manager to execute the contract and any related documentation.
91/13 / RESOLVED(Carried Unanimously)
1.That Council accept the tender from Glascott Group Pty Ltd (subject to a satisfactory financial heath check) for the construction of the WangalPark wetlands at a total cost of $1,362,538 (excluding GST).
2.That authority be granted to the General Manager to execute the contract and any related documentation.

This concluded the business of the meeting and Council rose at 6.10pm.
