The Area Administrator circulated a report from the Planning Department with regard to unauthorized development on the N2.

The contents of the report were discussed by the Members and it was agreed that enforcement proceedings should continue until all unauthorized developments are regularised.

5.0 Other Statutory Business

5.1.1.To consider the 2010 Roadworks Programme

Martin Rogers Senior Executive Officer Infrastructure Sectionpresented a verbal report on the 2010 Roadworks programme and advised members of the following:

  • Roadworks Programme would have to be adopted at meeting of full Council on 12th April 2010
  • Funding reduced from €68.5million in 2009 to €49.6million in 2010.
  • Damage to the local network as a result of a severe winter
  • Discretion to use funds for pothole repairs and restoration works
  • Restoration Grant and Discretionary Grant has been amalgamated for 2010
  • An increase of €100,000 to the Dunshaughlin Area due to revision of area boundaries since 1st January 2010.
  • Need to make an additional allocation to the Navan Area (due to the condition of the network as evidenced in the Pavement Conditions Assessment Report)

The Members raised a number of issues which were dealt with by the Officials including:-

  • The possibility of extending the footpath from Leshamstown Lane to KilleenCastle
  • The number of outdoor staff employed in the Dunshaughlin Area

Emannuel Mwadiwa Acting Area Engineer with the aid of power point display outlined the locations of the roads in the most need of restoration and repair in the Area.

It was agreed to hold a Special Area Meeting on Wednesday 24th March 2010 in Ashbourne Civic Offices at 10am. It was also agreed to circulate the Map and a list of Roads in need of repair and restoration to the Members prior to the meeting.

5.1.2To receive a report regarding the proposed “R157- Realignment and Moygaddy Junction Improvement Project 2010”and if thought fit seek the Members approval to proceed to the Part 8 process

Adrian Hobbs Senior Executive Engineer Infrastructure advised the meeting that the road adjacent to Carton Demense the R157 needed to be upgraded. The Council had appointed Ryan Hanley WSP Consulting Engineers to come up with a proposal and recommendations to improve the road due to the number of accidents at the location. The officials were seeking the Area Members approval based on the proposals being put before them to proceed to the Part 8 process.Ettienne Pope of Ryan Hanley WSP Consulting Engineers circulated a map and outlined the proposed road improvements at the location. On the proposal of Councillor Fitzgerald seconded by Councillor Killian it was agreed to proceed to the Part 8 process under the Planning & Development Act 2000.

5.1.3To Consider and prioritize inspections in 8 Estates for taking in charge in 2010.

The Area Administrator circulated the following:-

  1. Extract from the Councils policy document on taking in charge of housing estates
  2. Update on the 2009 list of estates which were prioritised for inspection as part of the Taking in Charge process
  3. List of 16 Estates for consideration in 2010 of which 8 Estates should be prioritized for inspection in 2010.

Members raised issues including:-

  • The status of a number of older estates
  • Use of cash deposits and bonds

It was agreed that the Members would take away and consider the list circulated for 2010 and discuss the matter at the April meeting of the committee.

6.0. Matters raised with the permission of the Cathoirleach

Members raised a number of issues including:-

  • The need to provide Local Authority application forms at alocation in Ashbourne when the Civic Offices were closed

The Area Manager advised the meeting that the Department of Family and Social Affairs were no longer interested in opening a social welfare office in the Civic Offices in Ashbourne. He stated that further discussions were taking place with Fás, the VEC and Meath Youth federation.

  • The need to provide double yellow lines in Dunboyne in advance of the opening of the rail station
  • The rent review proposed for Rental Assistant Scheme recipients
  • The process involved in naming streets
  • Update on the proposed traffic calming measures between Garden Cityand Alderbook estate in Ashbourne

  • Road Signs – Fairyhouse Roundabout & new Section of M3 recently opened - Incorrect Irish Spelling
  • Illegal dumping at Clonee/Ongar Road & Sterling Road
  • Potholes: Piercetown Road up from Kilsaran; Caulstown near junction with Fairyhouse Road; Back Road/Kennedy Road, Dunboyne
  • Flashing Lights needed at MulhusseyN.S.
  • 6 Additional Speed Limit Signs on Maynooth Road in vicinity of Dunboyne Castle.

  • Yellow Lines – extension needed from Corks to back of Ashbourne House
  • Signage – needed at Playground, Castle Street, Ashbourne
  • Traffic Calming – needed at Castle Street.
  • Lighting – Main Street & Garden City
  • Surface water drainage - Deerpark
  • River Walk – re-instatement by Ward & Burke Contractors
  • Manhole Covers – replacements needed at Garden City

  • Newtownmoyaghy (Moyglare/Kilcock Road) – Barrier along river that runs parallel with the road is a major hazard
  • Kilcloon/Maynooth Road – Eircom manhole causing flooding
  • Moyglare Cross – Hedge causing traffic hazard for motorists turning left from Moygaddy Road
  • Dollys Grove Cross – Yield Signage required – All roads leading to cross shown as having equal status
  • KilcloonSchool – Flashing lights needed. Yellow lines necessary when road re-surfaced to control parking. Funding requested for carpark.
  • Milltown Boreen beside Kitlans Gap – are there grants available for such Class 3 Roads which are not taken in charge?
  • Provide new footpath from Junction of Leshamstown Lane to KilleenCastle
  • Potholes: Curraghtown Road/Hayestown

  • 24 Killegland Crescent – Back wall damaged during construction of apartment building
  • Dumping – rubbish dumped at rear of Hawthorns Estate, Ashbourne
  • Littering/Fly tipping – Summerseat Road, Clonee – continuously affected
  • Could bus stop be incorporated with redevelopment of Frontage of St Olivers Estate, Ratoath
  • Lighting needed at small park area at Brookville, Ashbourne and extend to back of bridge
  • Cleaning schedule of roundabouts and grass verges on Ashbourne approach roads

  • What is strategy re removal of graffiti – increasing problem in Ashbourne
  • Road surface badly damaged outside Kilcloon Credit Union
  • Major defects on road works at Newtown Moygaddy – Mount Prospect

7.0 Items / Correspondence raised by the Area Manager

1 The Area Administrator circulated Notice of a proposed road closure in Kiltale from 6th April 2010 to 10th April 2010 to carry out road restoration works. This was noted by the Members.

2 The Area Administrator circulated Notice of a proposed road closure in Ashbourne to facilitate the St. Patrick’s Day parade. This was noted by the Members.
