Minutes of a special meeting of the Orem City Council held March 11, 1948 at 3:40 P.M. in the Orem City Hall. Present were Mayor J. W. Gillman, Councilmen Edwards, Jensen, Durham, Richards, Johnson, and Clerk Pyne. Mayor Gillman was in charge of the meeting.

Minutes of meeting of February 24, 1948, were read and approved on motion of Councilman Vic Durham, seconded by Council E. H. Johnson and passed.

The Police Report as prepared by Chief Sterling Harding for the month of February was read to the Council. The need of an additional patrol car was discussed with several models being priced.

Mayor Gillman reported that he and Councilman Jensen had attended the Alta Ditch Company stockholders meeting at Provo on Wednesday. The bringing of Lost Creek water through the Alta Ditch was discussed.

A financial report was given for the two months of 1948 by the Recorder with the Public Safety, Roads, Water and Fire Departments being listed.

Sealed bids were opened by the Mayor on the Construction of the Scera Well Pump house. Taylor and Carter Construction Co. bid $782.40, excluding excavation and backfill, Christiansen Construction Co. bid $792.60, excluding excavation and backfill.

It was moved by Councilman Vic Durham, seconded by Councilman Woodruff Jensen and passed that Taylor and Carter Construction Co. be awarded the bid for the construction of the Pump House at Scera Well. The amount of the bid is $782.40. The construction is to be completed on or before April 15, 1948.

It was moved by Councilman Philo T. Edwards, seconded by Councilman Woodruff Jensen and passed that the Utah Power & Light Co. be instructed to install a street light on the corner of 9thSouth and Lincoln Avenue in Christeele Acres.

The water rates were discussed with a suggestion by Mayor J. W. Gillman that the Water Department bring in a recommendation next meeting as to what the minimum rate charge and amount to be allowed should be.
