MINUTES OF A REGULAR MEETING OF THE

BOARD OF PARK COMMISSIONERS OF DECATUR PARK

DISTRICT, MACON COUNTY, ILLINOIS, HELD AT

DECATUR PARK DISTRICT ADMINISTRATION OFFICE

620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS

AT 12:00 NOON ON THE 21st DAY OF SEPTEMBER, 2016

The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 21st day of September, 2016 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:

Chris Riley, Commissioner, via conference phone

Stacey Young, Commissioner

Jack Kenny, Commissioner

A quorum of the members of the Board of Park Commissioners being present, President Brilley called the meeting to order and declared the Board to be in session for the transaction of business.

The Pledge of Allegiance to the Flag of the United States was recited.

NO. 15679 A motion to approve items 1 - 2 on the Consent Agenda was made by Commissioner Harrison and seconded by Commissioner Kenny. Upon call of the roll, all voted aye.

NO. 15680 Cindy Deadrick-Wolfer presented a portrait of this year’s Symetra Tour winner to President Brilley. The portrait will be displayed at Hickory Point with past years’ winners.

Cindy Deadrick-Wolfer also requested a commitment for a 3-5 year contract at Hickory Point. Upon approval, the Symetra Tour will be held on June 11-18, 2017.

Following discussion, a motion was made by Commissioner Riley and seconded by Commissioner Harrison to approve a three-year agreement for Hickory Point Golf Course to host the Symetra Tour beginning in June 2017. Upon call of the roll, Commissioners Kenny and Young voted no. Commissioners Riley, Harrison and President Brilley voted aye. Motion passes.

AIRPORT Ageless Aviation has rescheduled the veterans’ flight for October 14 and 15. The 1941 Boeing biplane which was used to train military personnel in the 1940’s is now in great working order. These free flights for military veterans fly out of Gaitros Aviation.

On September 24 from 8 – 11 a.m., the EAA Aviation Young Eagle flights and pancake breakfast will be held at Decatur Airport. Ages 8-17 can enjoy free airplane rides. There were approximately 90 riders last year.

OPERATIONS Director Raleigh provided an update on upcoming projects and the status of OSLAD grant projects. The high-ropes course is currently out to bid and will be presented for approval at the next Board meeting. Bid documents are being drafted for the batting cages and playground at Overlook Adventure Park. The fitness park and mountain bike trail design will be tied in with the pavilion and restroom facility near the dog park. Plans are being made for ten acres of native plantings and an area for a bio-swale. Future projects include a restroom facility near pavilion #2.

GOLF The DMH 100 year anniversary event was a huge success at Scovill.

Special Olympics at Hickory Point was a good event despite the weather.

Autumn Greens are in effect at all courses.

The courses are in great shape even though we have experienced the hottest and wettest summer season. The superintendents have done a good job.

The focus now is on the IHSA State Golf Tournament scheduled for next month.

Approximately 300 geese have made their home at Red Tail Run. They are protected and attempts to get rid of them have been unsuccessful.

RECREATION Lights Out at mini-golf was a great event, with over 125 tickets sold. On September 24, patrons wearing their favorite sports team attire can play for $5. Zombie Golf for families will be held October 15. Mini-golf will close after Halloween.

Friday night is the family campout at Scovill Zoo. The Zoo will close for the season on October 30.

CFO BUHR Staff continues working on 10-year capitals, facility fees, tax levy and debt certificate models.

EXECUTIVE DIRECTOR There is a need for an executive session to discuss the lease of property.

Commissioner Young made and Commissioner Kenny seconded a motion to adjourn and move into closed session to discuss the lease of property. All voted aye and the meeting moved into closed session at approximately 12:55 p.m.

After the Board returned to open session, there was a motion to adjourn the meeting by Commissioner Harrison, seconded by Commissioner Riley and the meeting was adjourned following the time that the Board returned to open session.
