Apologies for absence were received on behalf of Councillors Collier, Smith and Mrs Wilding.

There were no disclosures of Members interests. Members were reminded that if at any time during the meeting they feel they have an interest in an item being discussed, they should declare it at that point.
6075.PUBLIC PARTICIPATION – QUESTIONS, COMMENTS AND RESPONSES
There were no members of the public present.
MATTERS ARISING
6076.Public participation (see minute 6065-09/05/10)
No satisfactory response has been received to date from the developers of the Mill View estate regarding the fenced storage area. The Assistant Clerk continues to chase, but is being passed on to different offices every time.
CORRESPONDENCE
6077.Central Bedfordshire Council – Tree Preservation Order No. 10/2010 – FairfieldParkOrchards, Fairfield Hall, Hitchin Road, Stotfold
Correspondence has been received to advise that the above Order has been made and comes into effect immediately on 01/07/10. Because of objections to the previous Order 12/2009, they are serving this Order to ensure the protection of the trees within the site and to allow any further discussion to take place.
G1Old Orchard containing 161 Apple trees of various cultivars, 8 Pear trees, 6 Plum trees and 20 Kentish Cob Nut trees – Located to the west of Fairfield Hall, Stotfold, approximately 75m west of the Old Clock Tower
G2Old Orchard containing 44 Apple trees of various cultivars – Located approximately 50m east of the cricket ground on the southern side of Fairfield Hall, Stotfold
Any objections or representations should be forwarded to Central Bedfordshire Council by 29th July 2010. If no objections or representations are made after 28 days, the Order will be confirmed. There were no objections or representations from Members.
6078.Planning Inspectorate – Appeal APP/P02340/A/10/2124915 – Toad Hall, 23A Mill Lane
Correspondence has been received to advise that the above appeal has been refused by the Planning Inspectorate. Members were previously provided with the Inspector’s reasoning for the refused appeal.
Councillor Mrs Turner confirmed she would find out how Central Beds Council will now be enforcing the refusal of the application, and the Committee will monitor the situation.
6079.DECISION NOTICES
Members were previously circulated the list of Planning Decision Notices recently received, and it was:

6080.PLANNING APPLICATIONS
Members considered the planning application before them and it was:
Resolved that the comments made on the planning application as listed and forming part of these minutes be forwarded to Central Bedfordshire Council Planning Department.
Councillor Mrs Hyde declared an interest in application CB/10/02125/FULL GL14, Fairfield Hall, Kingsley Avenue, Stotfold – Retrospective planning for the road barriers and signage for the GL14 and northern residential site car parks, as she is a member of GL14.
6081.TO APPROVE EXECUTIVE ACTION TAKEN BY THE CLERK, IN CONSULTATION WITH THE CHARIMAN AND COMMITTEE MEMBERS IN RETURNING COMMENTS ON THE FOLLOWING APPLICATION:
CB/10/01562/FULL9 Prince Edward Way, SG5 4PU Change of use of landscape buffer zone to residential garden and erection of boundary fence (retrospective)
Object on the following grounds: The change of use would detract from the character and appearance of the area and is vital to the visual amenity of the estate. The areas of buffer zone were designed into the total site layout as an amenity and part of the street scene for the whole development. There will be a loss of a tree which was included in the landscaping of this buffer zone, which will now be encompassed within the property’s boundary fence. It would set a precedent for other amenity strips within the development, which again could compromise the character and appearance in those areas.
Resolved that the executive action taken by the Clerk in forwarding the above comments to Central Bedfordshire Planning be approved.
6082.TO CONSIDER A REPRESENTATIVE OF THIS COMMITTEE ATTENDING THE DEVELOPMENT MANAGEMENT COMMITTEE MEETING AT CENTRAL BEDFORDSHIRE COUNCIL RELATING TO ANY OF THE ABOVE QUOTED PLANNING APPLICATIONS
Resolved that it is not necessary for a representative of this Committee to attend the Development Management Committee Meeting at Central Bedfordshire Council on behalf of the Town Council.
Members were reminded that the recent applications for Fleming Drive and Prince Charles Avenue, which had been called in, are to be considered by the Development Management Committee at their meeting on 21st July 2010. Councillor Mrs Turner is unable to attend the meeting and requested that a representative of the Committee attends to represent the Town Council.
