MINUTES OF A MEETING OF HORSTEAD WITH STANNINGHALL PARISH COUNCIL

HELD IN THE HAYLOFT OF THE TITHE BARN, RECTORY ROAD, ON WEDNESDAY 09 DECEMBER 2015

Present: Mr M Blackburn, Mrs C Fleming, Mrs M Gurney (Chair), Mr B Jennings, Mrs K Lawrance, Mrs D Williams
In Attendance: Philippa Weightman (Parish Clerk) and two members of the public.

1  Apologies
Apologies for absence were received from: Cllr Mr W Randall

2  Declarations of Interest
No interests were declared for this meeting.

3  Minutes of the Meeting of 11 November 2015
The minutes of the last Parish Council Meeting were AGREED AND SIGNED

4  Appointment of Parish Clerk
The recommendation of the Interview Panel that Ms Suzanne Hall be offered the post of Parish Clerk subject to satisfactory references was AGREED
It was further DECIDED that a mobile 'phone and A3 printer be purchased for the new Clerk's use.
The Chairman would write to the Horstead centre to thank them for the use of their premises for the interview.

(3) Budget and Setting of Precept
The Draft Budget was proposed by Mrs Gurney, seconded by Mrs Lawrance and APPROVED
The Precept for 2016 – 17 was left unchanged at £22,000.00

6  Planning
(a) 20151848 Cedar Lodge, Hall Lane, Horstead NR12 7BB: 1. Change of use of Workshop/Office to provide 2 holiday units. 2. Change of use and extension to detached cartshed to provide 1 holiday unit. 3. Construction of outdoor swimming pool. NO OBJECTION
(b) 20151891 1 & 2 Largate Cottages: Change from 2 dwellings to 1, internal renovations and extensions to rear. NO OBJECTION
(c) C/5/2015/5020 (NCC) Mayton Wood Recycling Centre NR12 7JX: Change of use to a mixed use development to allow the acceptance of trade waste in addition to household waste; and to allow the ancillary small scale sale of non-recycled products (compost, green waste sacks, Christmas trees and logs). NO OBJECTION
(d) C/5/2015/5017 (NCC) Stanninghall Quarry, Quarry Road (formerly part of Stanninghall Road): Part retrospective variation of conditions 4 & 10 of Appeal Reference APP/X2600/A/04/1166832 to amend plant site layout, plant and bund design (NB This is part retrospective). Provided certain criteria regarding visibility and noise were met, there was NO OBJECTION

7  Street Lighting
It had been proposed by NCC to turn off street lighting on part of the Norwich Road (B1150) south of the mini roundabout.
As only two responses had been received, one for and one against, and as the Parish Council already had an agreed policy not to support requests for street lighting unless there was an overwhelming need, it was decided that the Parish Council would AGREE to it.
