MINUTES OF THE MEETING OF CHATTISHAM AND HINTLESHAM PARISH COUNCIL HELD AT THE COMMUNITY HALL MEETING ROOM AT 7.30pm on THURSDAY 12h February 2015

  1. APOLOGIES FOR ABSENCE:

Apologies for absence had been received from Jamie Bostock. Ian Bryce was in attendance until 8pm

2.TO APPROVE THE MINUTES OF 8th JANUARY 2015

Copies of the minutes had been circulated to all councillors and were proposed as an accurate record of the meeting by Ted Wright and seconded by Peter Eaton with all in agreement. The minutes were duly signed by Stephanie Coupland.

  1. DECLARATION OF INTEREST OF ANY ITEM ON THE AGENDA:

Chris Leney signed the interest book in relation to planning

  1. MATTERS ARISING FROM THE MINUTES :

Section S106 Money – Ian Bryce had contacted Babergh regarding spending some of the money on bark for the play area in Hintlesham and stone to improve the Community Hall car park. It would still appear that criteria for what the funds can be spent on is still somewhat vague and that maybe to enable more bark to be purchased for the play area a small piece of new equipment would have to be bought. After much discussion it was decided that the clerk would contact Nick Elliot at Babergh with a formal request from the Parish Council for access to S106 funds together with a quote of prices for both stone and bark

Highways – Councillors met with Suffolk County Clr Graham Newman,Dave Busby and Highways Steve Merry on the 22nd Jan and the following items were discussed.

Public consultation begins in April for lines outside Hintlesham School with the work hopefully being completed by September.

The hedge at Hurdle Makers Hill has been cut back and discussions are being held about a possible advisory 30mph limit and moving the bus stop.

Holiday Inn development, the issues of increased traffic, congestion and problems getting in to Ipswich were all raised and will need to be considered thoroughly when a formal planning application is made.

Ditches in the village were also discussed and will be subject to a further meeting with landowners and highways.

Burstall Bridge is due to be strengthened in September with a weekend road closure necessary.

Policeman’s Corner has had the kerbs replaced however it was mentioned that these had already been hit several times by lorries.

It was discussed that the meetings are proving to be worthwhile.

Signage for the A1071 to warn motorists about children playing was mentioned to Cllr Busby.

Benches – The damaged bench in Timperleys has now been removed

A question had been raised at the January meeting as to why Chattisham was now included with Hintlesham as a hinterland village. The clerk had contacted Babergh and was informed that as part of the Core Strategy consultation and in particular in relation to Policy CS11 Hintlesham had been paired with Chattisham as they share the same facilities such as affordable housing ,school ,parish council ,community hall etc. and the parish council could have put forward any objections during the consultation process. The fact that Hintlesham currently has a ‘built up area’ which affords some protection from development whereas Chattisham has no such definition was deemed a cause for concern however as there is currently consultation surrounding Babergh/Mid Suffolk planning policy this could also be subject to change.

  1. ADJOURNMENT FOR REPORTS FROM COUNTY, DISTRICT COUNCILLORS AND POLICE AND COMMENTS FROM RESIDENTS:

County – Cllr Dave Busby reported that Suffolk CC will not be increasing Council Tax, £38million of savings need to be made with decisions against using some of the councils £165million of reserves to cover the shortfall . Lower Barn Road is due to be resurfaced. An adult autism survey is currently taking place (details on the SCC website). Suffolk master composters are holding an event at Lackford Lakes in March.

District – Cllr Nick Ridley reported that there will be no increase to Council Tax, council house rents will have a slight increase. The dependency of balancing the budget using the ‘New Homes Bonus’ is a cause for concern. The local plan is currently being consulted upon. Closure of the Dame Vera Lynn Trust School in Sproughton was mentioned. A question was asked about why Babergh was planning on adopting the Community Infrastructure Levy and how that would affect development and the New Homes Bonus.

Police – Unfortunately PCSO Denise Ford was unable to attend the meeting but reported that there had been no crimes in Hintlesham and Chattisham in the past month.

Residents – No comments

  1. REPORTS FROM PARISH COUNCILLORS :

Footpaths – There had been complaints about the footpath next to the affordable housing (No 28), SCC have investigated and deemed that the developer had planted shrubbery correctly however the path was somewhat overgrown.

Flooding of the footpath to the rear of the Forge Garage in Hintlesham was discussed and has been reported several times. At present there does not seem to be a solution to the problem.

A resident had contacted Cllr Robert Taylor about traffic along the A1071 and the recent accident at Silver Hill.

Community Council – The AGM will be held on the 4th March

Speed watch – The camera is currently being calibrated

Energy for Waste Tour – Cllr Busby was thanked for arranging the recent Energy for Waste Tours at Great Blakenham which had been attended by a number of Councillors. Stephanie Coupland has arranged a tour for 20 people on the 26th of May

  1. PLANNING:

The following planning decisions were noted:

B/14/01514/FUL/AS – Birch Farm, Silver Hill, Hintlesham - Permission Granted

B/14/01428/FUL – 2 Victoria Cottages,Duke St, Hintlesham – Planning Application Withdrawn

At the planning meeting held on the 29th of January the applications below were discussed by the council and the following decisions recorded and forwarded to Babergh

B/14/01609/FUL – Hintlesham Hall – No Objections

B/14/01486/ROC – The Barn, Hall Farm, Chattisham – No Objections.

A further application for Chapel Cottage – B/15/00083/FUL erection of two dwellings with associated cartlodges and vehicular access had been received and was discussed by the Council at length.

It was decided to object to the application on the grounds of overdevelopment of the site. Specifically the development does not meet Babergh Planning policy HS28, items 2 -4 of paragraph 4.3.

Councillors voted with 7 in favour of the objection and two abstaining.

  1. UPDATE OF PHASE 5 SUPERFAST BROADBAND:

Clr Peter Eaton asked whether anyone was accessing superfast broadband as had been promised at the end of Dec 2014. It appeared no-one is and it was discussed that accessing the website betterbroadbandsuffolk.com would show a map with facility for inputing a postcode to show when and if superfast broadband would be coming to a particular area. It was mentioned by Clr Busby that the aim was to reach all of Suffolk by 2018

  1. NEIGHBOURHOOD PLAN - UPDATE:

A Steering Committee of six has now been formed and each of the six have approached three or four people to gain interest in attending a meeting with East Bergholt Parish Council, once a suitable date can be arranged. East Bergholt are currently in the process of putting together a Neighbourhood Plan.

  1. TO ARRANGE DATES FOR ANNUAL PARISH MEETING AND ANNUAL LITTER PICK:

It was decided to hold the Annual Parish Meeting followed by the Parish Council Meeting on Thursday the 16th of April in the Community Hall.

The Annual Parish Meeting for Chattisham will be held on Thursday 23rd April in the Parish Church

Annual Litter Pick.: Many people in both villages currently litter pick on a regular basis throughout the year. Thanks were recorded to those residents. Unfortunately it has been difficult to get a date for the Litter Pick this year due to Babergh being so booked up with hire of equipment. Thereforeit was suggested that an article would also be placed in The Link. Asking people to think March as Litter Pick month, therefore take bag when they go for walk and pick up when safe to do so.

  1. TO ALTER DATE OF APRIL PARISH COUNCIL MEETING:

The April Parish Council Meeting will now be held on Thursday 16th April after the APM
