Minutes of 13th Meeting of Pakistan University Sports Board

Held on 04.11.11 at Lecture Hall, HEC Islamabad

13th Meeting of Pakistan University Sports Board (PUSB) was held on 04.11.11 at Lecture Hall HEC, Islamabad. Dr. Javad R. Laghari,Chairperson, PUSB/HEC presided over the meeting.The agenda items and decisions are as follows:-

Item. No. 1Consideration and Adoption of the Report of Sports Activities during2010-11

Decision:House approved the Activities of Sports Division untaken during 2010-11. Comprehensive reporton PUSB activities during 2010-11 is to be produced and circulated to all the Universities.

Item No. 2Allocation of Events to the Universities

Decision:Events will be held all over the country, however HEC will take

proactive measures to ensure unbiased execution of events. Unallocated events to be played outside Islamabad, will be circulated and will be allocated by the D.G. Sports HEC.

Item. No. 3:Induction/Removal of Events in the Intervarsity Sports Championships

Decision:All the proposed events are included in the Intervarsity Championship

from Year 2011-12 including Squash in Women events detail is at Annex-A. For promotion of new events, condition of minimum number of teams for new events has been relaxed forMen to 6 and for Women to 4teams in the Intervarsity Championships for two years.Shooting ball, Tug of war and Rovering (Rovering, Hiking & Trekking) have been dropped while Mountaineering will continueto be held every year.

Item No. 4Participation of Foreign Students in Intervarsity Championship

Decision:Foreign students can represent the University and can participate in the Intervarsity Championship withoutany discrimination.

Item No. 5Revision of Financial Rules

Decision:Action taken by Chairman HEC/PUSB on account of revised prize money at Sr.# 4was approved, Proposed Financial rates standapproved with the condition that increase in Daily/Refreshment rates and Prize Money at section 1.27 and 3.2 will be implemented from next Financial year or revision of Austerity measures directive whichever is earlier. Other proposed changes will be effective forth with.

Item No. 6Prize Money for Directors Sports and Staff of Top Three Ranked Universities in Sports

Decision:50% of the total prize money will be the personal share of the Director Physical Education/Sports of the respective university, while 50% will be distributed amongst the supporting/field staff. Prize money will be for the overall Top three ranked Universities in Sportsduring the Intervarsity Championship in men and women events independently. Prize Money will be paid along with award of General trophies to the Top Three Winning Universities. Decision will be applicable from sports year 2011-12. Rates for prize money are:

2nd / Rs.200000/- (Two Hundred Thousand)
3rd / Rs.10000/- (One Hundred Thousand)

Item No. 7:Allocation of Zone other Than Place of Charter

Decision:Requests will be considered on Case to Case basis by the PUSB for final decision. Muhammad Ali Jinnah University (MAJU) is allowed to take part in Islamabad region (Zone C).and Federal Uudu University of Arts, Science & Technology can participate from Karachi Zone.

Supplementary Agenda Item

Item No 8: Clarification of definition of Employee for participation in PUSB Activities

Decision:Employee student sportsmen whose departments do not have the playing rights with the federation of the respective sport and whose departmentsdo not take part in the Inter Departmental or National championship of the respective sport or National Games can take part in the PUSB activity of that sport and if selected, can represent HEC at any level.

Item No 9: Any Other Point with the permission of the Chair

iAdmission on Sports Quota

Decision:It is Cabinet decision, it has to be implemented,however it depends on

theuniversities,how they implement it.

iiSharing of Sports Facilities among the Universities

Decision:It was decided unanimously that all universities will share their facilities with other universities for the promotion of Sports.
