That approval be given to sub-lease approximately 68.08m2 on the main floor of the General Hospital from the Caritas Health Group, subject to the essential terms and conditions outlined in Attachment 1 of the February 3, 1999 Asset Management & Public Works Department report. / Asset Mgmt. & Public Works

G.1.b.Purchase of Land and an Access Easement at Approximately 130 Avenue West of 9 Street NE from Her Majesty the Queen in Right of Alberta.

1.That the purchase of a portion of SW 21-53-23-W4, containing 23.4 acres, more or less, from Her Majesty the Queen in Right of Alberta for $159,495 plus GST be approved.
2.That the purchase of an access easement through that portion of the Transportation and Utility Corridor, located in the SW 21-53-23-W4, from Her Majesty the Queen in Right of Alberta for $1.00 be approved. / Asset Mgmt. & Public Works

D.1.a.Court Decision on City of Brampton Bylaw (R. Noce).

"I recently read a Court decision [Beaumier v. Brampton (City)(1998) 46 M.P.L.R. (2d) 32(Ont. C.J., General Division)] which dealt with a City of Brampton bylaw (i.e., controlling free-standing signs on road right-of-ways by candidates in elections).
I would ask the City Manager to provide an analysis of the Court decision and respond to the Utilities and Public Works Committee on April 13, 1999, the same date the report on Campaign Signs is expected." / Corporate Svcs.

D.1.b.Signage on Yellowhead Trail (R. Noce).

"About two (2) years ago, the City of Edmonton redistricted certain lands at the City Centre Airport to allow for the development of a Via Rail Train Station. To date, however, there is no signage on the Yellowhead Trail, for example, advising motorists that they must turn at 121 Street and Yellowhead Trail to access the train station. I would ask the Transportation and Streets Department to answer the following questions:
1.Would it be possible to install signage on the Yellowhead Trail and Kingsway Avenue, for example, to assist motorists and visitors as to the location of the train station?
2.If the answer to question 1 is "yes", then I would ask the Department to provide the Utilities and Public Works Committee with further information with respect to the cost of same." / Transportation & Streets

D.1.c.Bus Lane on 102 Avenue (R. Noce).

"It was my understanding that at the time the one-way streets (102 Avenue and 103 Avenue) in downtown Edmonton were converted to two-way traffic, the bus lane on 102 Avenue, for example, would be removed. On 102 Avenue, for example, there is signage indicating a bus-lane from 7:00 a.m. - 9:00 a.m. and 3:30 p.m. - 5:30 p.m.; as well, there are certain segments on 102 Avenue where there is simply one lane to travel in because the other lane, as indicated, is a bus lane during the peak times.
I would ask the Transportation and Streets Department to answer the following questions:
1.Is my understanding (i.e., the bus lane would be removed) correct?
2.If my understanding is incorrect, does it make any sense to maintain the bus lane?" / Transportation & Streets

D.1.d.Future Direction of the Yellowhead Trail (R. Noce).

“The future direction of the Yellowhead Trail continues to be a point of discussion and I suspect the debate on issues such as free-flow, speed limits, interchanges, etc. will continue in the future.
I would ask the Transportation and Streets Department to answer the following questions:
1.What would it cost to complete the north-east and north-west legs of the outer-ring road?
2.Are there any inherent cost savings to proceed with the north-east and north-west legs of the outer-ring road instead of making the Yellowhead Trail free-flow?" / Transportation & Streets

D.1.e.Traffic Volume Counts for 137 Avenue and Victoria Trail (R. Noce).

"With the increased commercial activity at the Belmont Centre (Victoria Trail and 137 Avenue), residents feel that a fully directional traffic light should be installed at 135 Avenue and Victoria Trail.
My questions to the Transportation and Streets Department are as follows:
1.Can the Department provide the Utilities and Public Works Committee with traffic volume counts for 137 Avenue and Victoria Trail for the years 1995, 1996, 1997 and 1998.
2.What steps can be taken at 135 Avenue and Victoria Trail to deal with residents' concerns with respect to vehicular and pedestrian safety?
3.Are there any opportunities to partner with the developer with respect to costs re: payment of traffic light?" / Transportation & Streets

3.That the Transportation and Streets Department carry out additional vehicular and pedestrian counts at the 151 Avenue and Victoria Trail location and report back to the June 29, 1999 Utilities and Public Works Committee meeting. / Transportation & Streets
