Mr. Steve Kulick made a motion to accept the minutes of the October 28, 2013 meeting of the City Planning Commission. Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

Ms. Carol Zenzal, at 2507 James Street, spoke to the Commission about the proposal, which consists of demolishing an existing building and constructing afive-story, mixed-use building on property situated at 710 and 712-714 East Fayette Street.

No one spoke in favor of or in opposition to the proposal.

After further discussion and review, whereupon the Commission reviewed a revised site plan submitted on November15, 2013, Ms. Linda Henley made a motion to approve the request with a negative SEQR declaration and granting parking and density waivers. Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

Special Permit Modification-Restaurant

Neither the applicant nor a designated representative appeared to speak to the Commission about the proposal, which consists of modifying the site plan to a Special Permit for a Restaurant in order to establish a 30-foot wide, right-in-right-out driveway on James Street on property situated at 3001-3023 James Street and 114 North Midler Avenue.

One person spoke in favor of the proposal. One person spoke in opposition to the proposal.

After further discussion and review, the Commission agreed to continue the Public Hearing at its next regularly scheduled meeting on December 9, 2013.

Mr. Jeff DeRoberts, at 333 East Onondaga Street, spoke to the Commission about the proposal, which consists of establishing a restaurant on property situated at 1617-1619 Grant Boulevard.

One person spoke in favor of the proposal. No one spoke in opposition to the proposal.

After further discussion and review, whereupon the Commission reviewed a revised site plan which reduced the number of deviations by five, Ms. Rebecca Livengood made a motion to approve the request with a negative SEQR declaration, granting six waivers with regard to the parking, driveway location, and arterial setback, lot width, and lot size requirements. Mr. Steve Kulick seconded the motion. The motion passed unanimously.

Ms. Heather Lamendola, Zoning Administrator for the City of Syracuse, provided an update to the Commission about the proposal, which consists of establishing a take-out pizzeria on property situated at 415 West Onondaga Street, in which the applicant requested another extension to the Public Hearing in order to provide requested documentation from a traffic safety engineer.

No one person spoke in favor of the proposal. One person spoke in opposition to the proposal.

After further discussion and review, the Commission agreed to continue the Public Hearing at its next regularly scheduled meeting on December 9, 2013.

Mr. Troy Alexander, at 1906 South State Street, spoke to the Commission about the proposal, which consists of establishing a restaurant with live and/or electronically amplified entertainment on property situated at 1220-1222 South Avenue.

No one spoke in favor of the proposal. Eight people spoke in opposition to the proposal, with over forty additional people in opposition to the proposal in attendance.

After further discussion and review, whereupon the Commission considered the nature, size, and intensity of the proposed use and the impact to the neighborhood, Ms. Rebecca Livengood made a motion to deny the request. Mr. Steve Kulick seconded the motion. The motion passed unanimously.

Mr. John Angarano, at 210 Wolf Street, spoke to the Commission about the proposal, which consists of establishing a bottle and can redemption center on property situated at 2719 James Street.

No one spoke in favor of or in opposition to the proposal.

After further discussion and review, whereupon the Commission reviewed the existing conditions on site, Ms. Rebecca Livengood made a motion to approve the request with a negative SEQR declaration, with conditions that the applicant reestablish the sidewalk, curbing and driveway on Collingwood Avenue. Mr. Steve Kulick seconded the motion. The motion passed unanimously.

Mr. Francis Hunt, of Hunt and O’Rourke at 250 Harrison Street, spoke to the Commission about the proposal, which consists of establishing a restaurant within a convenience store on property situated at 900 Butternut Street.

Two people spoke in favor of the proposal. No one spoke in opposition to the proposal.

After further discussion and review, whereupon the Commission reviewed the existing conditions on site, Ms. Linda Henley made a motion to approve the request with a negative SEQR declaration, with conditions that the applicant reestablish the sidewalk along Park Street and install potted landscaping, Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

No one spoke in favor of or in opposition to the proposal.

After further discussion and review, whereupon the Commission reviewed comments submitted by the Onondaga County Planning Board pursuant to GML 239 l and m, the Commission agreed to defer acting on the request until their next regularly scheduled meeting on December 9, 2013, pending a review of available alternatives to the proposed fencing.

After further discussion and review, whereupon the Commission reviewed the proposed elevations and building materials, Mr. Steve Kulickmade a motion to approve the request with a negative SEQR declaration, with conditions that the applicant consult with the Syracuse Landmark Preservation Board regarding the exterior building materials. Ms. Linda Henley seconded the motion. The motion passed unanimously.

Ms. Heather Lamendola, Zoning Administrator for the City of Syracuse, spoke to the Commission about the proposed CPC Meeting Schedule for 2014.

After discussion and review, Mr. Steve Kulick made a motion to approve the 2014 City Planning Commission Meeting Schedule. Ms. Linda Henley seconded the motion. The motion passed unanimously.

Mr. Steve Kulick made a motion to authorize those cases listed for Public Hearings on Monday, November 18, 2013, in addition to those cases held open during tonight’s meeting and one verbally presented by Ms. Heather Lamendola. Ms. Linda Henley seconded the motion. The motion passed unanimously.
