Councillor J. Batty explained the non-statutory public hearing process.

R. Clifford, CEO, Cash Canada; D. Casebeer, Franchisee-owner, Cash Convertors; K. Buryniuk, Operator, Pioneer Exchange;D. Woolsson, A1 Trading; K. Collins, Southside Sound; W. Boyko, Play It Again Sports; and G. Fleissner, Loan Star Exchange Ltd., made presentations. Copies of the presentations made by R.Clifford; D. Casebeer and K.Buryniuk were distributed to Members of the Committee and filed with the Office of the City Clerk. Copies of a letter and date-stamped envelope from the Planning and Development Department, received by W.Boyko, informing him of the November 24, 2004, non-statutory public hearing on Bylaw 13821, were distributed to Members of the Committee and a copy was filed with the Office of the City Clerk.

MOVED E.Gibbons:
That Community Services Committee recommend to City Council:
- That Bylaw 13821 be amended such that:
- Pawn Shops and Second Hand Stores reporting fees in each category outlined in Section 6, subsections 32.1 and 40.16, be reduced by 50% for one year.
- That the wording of Section 12 be deleted and replaced with the following:
“This bylaw comes into force on the day of signing.”
2.That Bylaw 13821 be given the appropriate readings.
3.That Administration report to Community Services Committee on the effectiveness of Bylaw 13821 one year from the date it comes into force.
