A.6. CALL FOR PERSONS TO SPEAK

J. Wright, Office of the City Clerk, asked whether there were any persons present to speak to the following bylaws:

L. BYLAWS

L.1.a. Bylaw 13635 – To close a portion of Stony Plain Road abutting Lot A, Plan 6336KS and a portion of SE-5-53-25-4, between 184 Street and Anthony Henday Drive, Sunwapta Industrial Ø

PURPOSE

Once closed, the area will be consolidated with the abutting property to the north.

G. White, Princeton Developments Ltd., was in attendance to answer questions in favour of the passing of Bylaw 13635.

Councillor E. Gibbons entered the meeting.

L.1.b. Bylaw 13645 – To amend the Zoning Bylaw from (RF5)Row Housing Zone to (RF6) Medium Density Multiple Family Zone; located south of Haddow Drive and west of 156 Street, Haddow Ø

PURPOSE

To allow the development of stacked row housing in addition to row housing on the site.

K. Kirkland, Daytona Homes; and J. Pennell, Genstar Development Company Ltd., were in attendance to answer questions in favour of the passing of Bylaw 13645.

L.1.c. Bylaw 13649 – To amend The Zoning Bylaw from (AG) Agricultural Zone, (RSL) Residential Small Lot Zone and (RA7) Low Rise Apartment Zone to (RSL) Residential Small Lot Zone, (RF4) Semi-detached Residential Zone, (PU) Public Utility Zone and (AP) Public Parks Zone; located west of 119 Street and north of Ellerslie Road, MacEwan Ø

PURPOSE

To accommodate low-density residential development, a neighbourhood viewpoint park, a stormwater management facility, an ATCO Gas Regulating Station and a minor realignment of MacEwan Road.

There were no persons present to speak to the passing of Bylaw 13649.

Mayor B. Smith asked if there was any objection to Bylaws 13576 and 13577 being read together. No one objected.

L.1.k. Bylaw 13576 – To amend Bylaw 7361, as amended, being the Castle Downs Extension Area Structure Plan through an amendment to the Chambery Neighbourhood Structure Plan Ø

PURPOSE

To remove a medium density multiple family area and replace it with single family residential in the northwest part of the plan; to remove a medium density multiple family area and replace it with single family residential in the southwest part of the plan; and to remove the proposed transit route and bus turn-around south of 176 Avenue and add two additional pedestrian access points. One is to provide pedestrian access to a future walkway adjacent to the Transportation/Utility Corridor and the other would provide pedestrian access from the neighbourhood to 112 Street to access transit service.

L.1.l. Bylaw 13577 – To amend the Zoning Bylaw from (RA7) Low Rise Apartment Zone and (RF5) Row Housing Zone to (AJ) Alternative Jurisdiction Zone and (RSL) Residential Small Lot Zone; located east of 112 Street, north and south of 176 Avenue, Chambery Ø

PURPOSE

To allow the development of single detached housing and recognize the use and ownership of a NAV CANADA Beacon site.

P. Barker, Stantec Consulting Ltd., was in attendance to answer questions in favour of the passing of Bylaws 13576 and 13577.

L.1.d. Bylaw 13640 – To amend the Zoning Bylaw from (AGU) Urban Reserve Zone to (RF1) Single Detached Residential Zone and (A) Metropolitan Recreation Zone; located south of 53 Avenue and west of 154 Street, Ramsay Heights Ø

PURPOSE

To allow for the development of a single detached residence on the upland portion of the subject property. The proposed A zoning would restrict development within the North Saskatchewan River Valley.

R. Cummings was in attendance to answer questions in favour of the passing of Bylaw 13640.

L.1.e. Bylaw 13622 - To amend the Zoning Bylaw from (RF1) Single Detached Residential Zone to (RF4) Semi-detached Residential Zone; located at 5503 – 134 Avenue, Belvedere Ø

PURPOSE

To render the existing semi-detached residential use on the site a legal conforming use, and allow improvements to and/or replacement of the existing structure.

N. Marsh, D. Sotnikow and S. Lavigne were in attendance to speak in opposition to the passing of Bylaw 13622.

L.1.f. Bylaw 13637 – To amend Bylaw 10251, as amended, being the Riverdale Area Redevelopment Plan Ø

PURPOSE

To amend the Riverdale Area Redevelopment Plan by increasing the maximum number of units allowed in the DC1 regulations for The Brickyard site for Site B from 150 Units to 152 Units.

D. Hamilton, David Hamilton Architect Ltd., was in attendance to answer questions in favour of the passing of Bylaw 13637.

Councillor K. Leibovici entered the meeting.

L.1.g. Bylaw 13650 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (A) Metropolitan Recreation Zone; located south of 167 Avenue and east of Meridian Street, Rural North East South
Sturgeon Ø

PURPOSE

To allow for the reclamation of this formerly quarried site through the development of a golf course and rezone a City of Edmonton environmental reserve parcel adjacent to the current application from AG to A.

K. Mackenzie, Mackenzie Associates; W. Bokenfohr, Quarry Properties; and L. Ferber were in attendance to answer questions in favour of the passing of Bylaw 13650.

L.1.h. Bylaw 13163 – To amend the Zoning Bylaw from (CHY) Highway Corridor Zone to (CB2) General Commercial Zone, located south of Stony Plain Road between 184 Street and Anthony Henday Drive, Place La Rue Ø

PURPOSE

To allow for a wide range of commercial uses. The stated intent is to develop an automobile dealership fronting Stony Plain Road.

B. Middleton and K. Maier, Hama Investments Ltd.; and F. Laux, Shores Belzil Jardine, (in favour); R. Noce, Duncan and Craig; and G. Norman (in opposition) were in attendance to speak to the passing of Bylaw 13163.
