The item for European railway metering was added tot the agenda. The agenda was approved.

Because of the planned update of the ebIX website and partly because we expect more from direct distribution we will distribute the model documents to other organizations: ETSO, EFET, Eurelectric, UCTE, EASEE-gas (and ERGEG after comments) instead of publication on the ebIX website.(see also item 7)

- Vlatka reported about the kick-off meeting for EMVR. EMVR is going to discuss an update of the role model and especially areplacement ofthe MeteringPoint by an AccountingPoint(note: in the meantime EMD has received a proposal that has already been discussed in ebIX ETC and that will be discussed during the next EMVR on the 5th and 6th of October). Another important open issue will bethe use of the EAR-document versus ebIX metered data formats.
A possible risk for the project is the (lack of) clarity about the scope of the project.
5.2.2.Role model: In a brief discussion we have taken stock of pro’s and con’s of “AccountingPoint” instead of MeteringPoint. The conclusions of the discussion have been included in the proposal (see note above). ebIX EMD sees no serious harm in renaming the MeteringPoint into AccountingPoint and differentiating this from a kind of Physical Connection Point.
- European railway metering
We have looked at the information Ove Nesvik has sent about the Railway project and discussed their request to participate in EMD. We see no real problem in the railway sector participating in ebIX EMD. But we would like to see clarity about scope and objectives first and we would like to see some formal arrangement between electricity and railway sector first. We will ask Ove to contact Konstantin/Hugo to contact railway sector before we (as ebIX EMD) do anything.

- We will send the final documents (Measure Introduction; Measure, Metered data for Imbalance Settlement and Measure, Metered data for Reconciliation) to ebIX Forum for approval. (action: Kees)
- Status report: in the meeting we have drafted a status report.
- Plan 2007: no new plan.

We discussed to split off the part of collected data from the introduction. We have decided that we probably will do this later after receiving the comments to the model and before publishing the documents as final. (action: Kees)
8.2.Measure: Metered data for Imbalance Settlement: model approved for publication for comments.
8.3.Measure: Metered data for Reconciliation: model approved for publication for comments.
8.4.Settle: Reconciliation: model approved for publication for comments. After the commenting round we will put the prices fromthe “detailed observation” back again in “observation”. (action: Kees)
8.5.Measure: Metered data for Billing: model discussed and updated and approved for publication for comments. One of the elements that has been discussed is who delivers (and therefore invoices) reactive energy? The answer is: the Grid Access Provider. The model (Class Diagrams) has been updated accordingly.
Remark: all paragraph headings for class diagrams have to be like in document imbalance settlement (E66, 23, reason, role, function + additional text also explaining to whom). (action: Kees)
8.6.Determine switch stand. The model has been discussed and completed. Kees will prepare a final draft on this basis. (action: Kees)
Based on the modelling of the determination switch stand, the UseCase for Validation has to be modified. (action: Kees)

The questions were discussed and Ingo has noted the answers.
- Work plan for next meetings
We discussed the options for the next meeting in Stockholm. Lars proposed to organise the meeting on board of the ferry to Tallin. The original dates posed a problem for Vlatka. Other options had to be checked later after the meeting. At the meeting we reserved October 18th and 19th for a meeting on board the ferry. Vlatka will inform the group as soon as possible about the new dates based on information from Lars. (action: Vlatka)
