I. Organizational Context/Background
The SomaliFederal Ministry of Internal Security (MoIS) is a large security institution with a broad spectrum of responsibility. It is responsible for providing the democratic and civilian oversight of the following entities; the Federal police, NISA, immigration services, the coast guard and the Somalia Explosive Management Authority (SEMA). It is equally the Ministry responsible for leading on topics such as weapons and ammunition management, civil defence, and DDR.
The MoIS has embarked on a programme to build its capacity to become a fully functional Ministry, which includes the recruitment of expert advisors within the different institutions/services under its portfolio, who are expected to eventually form part of the senior leadership of the Ministry. The Ministry's primary policy framework reference is the National Security Architecture (NSArch) and subsequent Internal Security Strategy from which it draws its mission mandate, including its active and substantiallead and participation in the various Strands of the "Comprehensive Approach to Security" (CAS).
II. Job description
The Immigration Advisor will fill a senior position within the MoIS. He/she will be primarily responsible for supporting and modernising the Somali Immigration and Naturalisation Directorate with a specific focus on border security in particular.
He/she is expectedto represent the MoIS, the Minister and the FGS in the discharge of his/her duties in accordance with relevant FGS strategies, policies, procedures and legislation.
A summary of duties and responsibilities are:
  • Plan, coordinate and work closely with other departments within the MoIS fostering good working relationships.
  • Manage and coordinate the inter-institutional relations with relevant Ministries and departments associated to immigration/migration: Office of the Prime Minister, Ministry of Interior and Federal Affairs, Ministry of Foreign Affairs and Investment Promotion, Ministry of Justice and Judicial Affairs, Ministry of Planning, Ministry of Women and Human Rights Development, etc.
  • Provide advice and support as required to key coordination meetings including the Council of Security Ministers of Internal Security (CoMIS), the CAS Strand 2B meetings and the sub-working group meeting on border security, and the NSC Technical Committee, as well as the Somali National Coordination Mechanism on migration (High Level Task Force on Migration Management, Technical Task Force on Human Trafficking and Smuggling and Technical Task Force on Return and Readmission)
  • Advise and support the Minister when attending key immigration relatedmeetings and engagements.
  • Represent the FGS on behalf of MoIS at key immigration meetings and forums.
  • Co-chair the ImmigrationSub-Working Group or equivalent alongside other key stakeholders to develop a plan to better support and modernisethe Somali Immigration and Naturalisation Directorate.
  • Present the plan to better support and modernise the Somali Immigration and Naturalisation Directorateto the Minister for approval.
  • Oversee the implementation of the plan to support and modernise the Somali Immigration and Naturalisation Directorate with key FGS, FMS and international stakeholders.
  • Coordinate FGS and donor support to implement the new plan.
  • Keep the DG and Minister informed atall times of significant immigration and related security matters.
  • Contribute to the MoIS reporting in accordance with MoIS administrative procedures.

III. Key Deliverables
  • Monthly Activities Report. A report on activities undertaken for the month in the execution of your duties and responsibilities.
  • Establish a functioning Immigration office within MoIS, in accordance with MoIS administrative office procedures.
  • An approved plan to support and modernise the Somali Immigration and Naturalisation Directorate.

IV. Reporting
The Immigration Advisor reports to the Director General of Ministry of Internal Security.
V. Recruitment Qualifications and Competencies
Education: Bachelor’s Degree or equivalent in and Political Sciences, International Relations, Social Sciences or Strategic Studies. A Master’s a degree is an advantage.
Experience:
  • At least fiveyears at a senior level in the security and or intelligence sector strategy, policy, planning, operations and management is preferable. Experience in and knowledge of intelligence agency work is a distinct advantage.
  • An understanding of international engagements in Somalia.
  • Experience in leading processes (seminars, working groups, etc.)"
  • A full understanding of Somali culture and political complexities, including Somalia’s Federalism model.
  • A good knowledge and understanding of how donor support works and the reporting requirements.
  • Previous experience of working in Somalia would be an asset.
