Subject: Increase in registration form for Jawahar Navodaya Vidyalaya Selection Test for the academic year 2014 – reg.

Sir / Madam,

Time activity schedule and prospectus-cum-application form for Jawahar Navodaya Vidyalaya Selection Test 2014 for admission to Class-VI have already been sent to your vide our letter dated 31st May 2013. As per time activity schedule distribution of application forms and publicity for the JNV Selection Test is to start from 1st July 2013 and last date for receipt of application form is 31st October 2013. Thus about four months has been allotted for publicity, distribution and collection of application forms.

From the above registration data of various JNVs, it is observed that in many cases registration of candidates is either stagnant or declining.

The target of the Samiti is to increase overall registration by 10% and registration of Girls / SC / ST/ Minority category students by at least 15% for JNVST 2014. For these concentrated efforts will have to be made by all Regional Offices and all Vidyalayas by devising suitable methods for enhancing publicity for the Selection Test, creating awareness about the quality of education in the Navodaya Vidyalayas and reaching the remotest parts of the districts. For this purpose, you are advised to initiate immediate action as under: -

1)  Printing and distribution of prospectus-cum-application form should start as per schedule.

2)  Districts where registration of students in the past has been declining should be identified.

3)  Districts where the registration of SC / ST / Girls and Minority candidates has not increased in the past should be identified and special efforts in these districts be made to increase registration of candidates from these categories. Personal contacts should also be made by the Principal and Teachers of the Vidyalaya with Head Masters of Primary Schools, Gram Panchayat and parents etc.

4)  Special efforts may be made in socially and economically backward districts / blocks and minority concentrated districts to increase enrollment of students and specially the girls from these areas.

5)  District Collector / Magistrate and Chairman, Vidyalaya Management Committee should be personally approached by the Principal with the request to write letters to all District Education Officer / Head Master of Primary Schools for increasing registration.

6)  District Education Officer / DIOS should be requested to fix targets for Block Education Officers / Head Master of Primary Schools for enrolment of candidates.

7)  Principals of Jawahar Navodaya Vidyalayas should send individual letters and make personal contacts with Head Master of all Primary Schools in the district to motivate the students to apply for Jawahar Navodaya Vidyalaya Selection Test.

8)  Parents of students, local Gram Panchayat and other NGOs working in the propagation of education in the district should be approached to create awareness and help in distribution of prospectus-cum-application forms to the prospective candidates.

9)  Advertisement in leading newspapers should also be published by Regional Office concerned at DAVP rates for giving due publicity for JNVST. Regional Language newspapers should be adequately covered in such publicity programme.

10)  Distribute copies of the Pamphlets to all Primary Schools in the district by personal visit of teachers and Gram Panchayats, PTC Members, Parents etc.

11)  Publicity through Local Media, Press Conference, repeated broadcast on local Radio Stations, Local Doordarshan Channels and Cable TV (wherever possible) etc.

12)  All other local means as may be considered appropriate like display during local weekly market in the villages.

13)  Arrange for publicity through District Administration Machinery i.e. District Magistrate / District Collector, DEOs / BEOs, District Information / Publicity Officer.

The above are only suggestive and not exhaustive guidelines for improving registration of candidates for Jawahar Navodaya Vidyalaya Selection Test. All Regional Offices of NVS and Principals of JNVs should develop and implement specific strategies to ensure that registration of Girls / SC / ST and Minorities increases as per targets fixed by the Samiti for JNVST 2014.

It may also be ensured that registration of candidates and submission of application forms is completed in all respect before 31st October 2013 as no further extension at all will be allowed keeping in view various other activities which are required to be performed before conduct of Selection Test.

Regions / State-wise meetings with DEOs / DIOs and Principals should be conducted in September – October 2013 for a midterm assessment of the registration process, identifying the areas which need to be concentrated and for solving any issue which may hinder achievement of above targets.
