REQUEST FOR EXPRESSIONS OF INTEREST FOR

POSITIONOF A PROCUREMENT ASSISTANT UNDER THE UGANDA SKILLS DEVELOPMENT PROJECT

1.0Background.

The Government of Uganda has received US$100,000,000 financing from the World Bank for the Skills Development Project (SDP) whose objective is to enhance the capacity of institutions to deliver high quality and demand driven training programs in the Agriculture, Construction and Manufacturing sectors.

The purpose of SDP is to create a scalable model for high quality vocational and technical training which is linked to labor market needs for specific sectors. The model comprises of establishing Centers of Excellence (CoE) with a network of vocational institutions (with well-prepared students; well-trained faculty; high quality, relevant curricula; adequate facilities and equipment; teaching resources and assessment systems), and an institutional framework that encompasses development sector skill councils.

The project will work with four colleges, 12 network institutes and will focus on three sectors of manufacturing, construction and agriculture. The Uganda SDP under Component 2 shall support Improving Quality and Relevance of Skills Development through upgrading three Uganda Technical Colleges (UTC) at (Lira, Elgon, and Bushenyi) and Agricultural College (Bukalasa) to CoEs, offering competency-based training of high quality in low-level (artisans), medium-level (craftsman) and higher-level (technicians) skills demanded in selected trades/occupations in the manufacturing, construction, and agriculture sectors of the Ugandan economy.

Under this project the following positionsare available to be filled by qualified, and experienced professional Ugandans. Details of person specifications are as below;

2.0RESPONSIBILITIES AND PERSON SPECIFICATIONS

2.1 POST OF PROCUREMENT ASSISTANT

2.1.1 Job Purpose

The objective of this assignment is toprovide support for timely implementation of the procurement process in accordance with the procurement strategy and plan which will drive timely acquisition of goods, works, and consultancy and non-consultancy services essential for project implementation and operations.

2.1.2 Duties and Responsibilities:

  1. Support and deputize the Procurement Specialist in the Coordination Function for all the procurement activities under the USDP and ARSDP Projects.
  2. Manage issue, receipt and opening of bids, expressions of interest and proposals from potential service providers, contractors and suppliers.
  3. Participate in the evaluation exercises (Expression of Interest, Quotations, bids and Proposals) and ensure adherence to procedures and guidelines.
  4. Book advertising space for Specific Procurement and other notices аnԁ distribute Tenders / Bid documents to interested bidders.
  5. Ensure proper keeping of procurement records аnԁ information οn procurements.
  6. Maintain complete procurement files and records including all correspondence related to procurement activities and ensure that the records are safeguarded and properly kept for future reference.
  7. Organize pre-bid or pre-proposal meetings and negotiation meetings.
  8. Verify that Procurement requests are in accordance to the approved Procurement Plan.
  9. Preparation of general and specific procurement notices/ invitation for bids
  10. Facilitate the Post Procurement Reviews (PPR) exercise, and follow up implementation of PPR recommendations
  11. Prepare and update the Contract Register and ensure completeness of the procurement files and maintain the Contracts Register
  12. Any other lawful duties as may be assigned by the supervisor from time to time.

2.1.3 Qualifications and Work Experience

  1. Applicant shall be a holder of either Bachelors degree іn Procurement аnԁ Logistics or Procurement аnԁ Supply Chain Management or Bachelor of Business Administration, Engineering, Law, Commerce, Finance or the equivalent from a recognized University / Institution.
  2. Work experience of at least 2 years in a similar or related assignment with a busy organization/ Institution.
  3. Work experience with IDA funded projects or other Multi lateral Development Banks will be an added advantage
  4. Good oral and written communication skills. Should be fluent in English.
  5. Proven integrity and confidentiality in handling public resources.
  6. Basic procurement knowledge of the application of the PPDA Act & Regulations or donor procurement guidelines will be an added advantage
  7. A high level of interpersonal and management skills and ability to work with teams in the organization.
  8. Must be able to work under pressure and to tight deadlines.
  9. Computer skills in basic Microsoft Office Packages (Excel, Word, Powerpoint).

2.1.4 Performance Indicators:

  1. Timely processing of procurement reports.
  2. Well monitored Annual Procurement Plans and monthly updates in place
  3. Properly filled Procurement Requisition Forms
  4. Provide clarifications to bidding documents to bidders
  5. Well prepared bid documents/EOI/Request for Proposals
  6. Issue bidding documents.
  7. Preparation of evaluation reports
  8. Preparation of Contract documents
  9. Preparation of monthly procurement reports.
  10. Consolidation of Procurement plans from the various departments and projects of the Ministry.
  11. Well maintained Procurement and Contract Register

2.1.5 Duration of Engagement; The assignment shall be for an initial period of twelve (12) months and renewable thereafter subject to satisfactory performance.

2.1.6 Reporting; The officer will be reporting to the Procurement Specialist for the Uganda Skills Development Project and Albertine Region Sustainable Development Project.
