Title: Manager, Venture Capital Fund Initiatives

PROGRAM

Working with technology entrepreneurs, capital providers, stakeholders, industry, and government, the Ministry’s Investment Capital Branch provides programs to increase the quality and quantity of the venture capital market in BC, explores new ways to increase BC businesses’ access to financing, and enhances the visibility of BC as a market for attractive venture capital opportunities in North America and globally.

Job Overview

To manage the development of strategies and implementation of program deliverables such as: attracting investment and venture capital to BC; building the robustness of the venture capital system in BC; and executing oversight of the Province’s venture capital investments, managed by a private sector fund manager (PSFM), to support a foundational pillar of the BC Tech Strategy.

Accountabilities

·  Provides oversight on behalf of government to the PSFM, which includes establishing performance targets; providing analysis and recommendations on program progress (financial returns, robustness of the venture capital system), paying particular attention to strategic issues management and circumstances that could generate risk for government; and managing forecasts and budgets of the fund for executive approval.

·  Leads interaction with the PSFM in relation to priorities and communications, which includes providing direction and advice to the PSFM about issues such as compliance with internal government policy and procedures and the Cabinet reporting process.

·  Researches, analyzes, develops, and implements programs and strategies which address policies and initiatives designed to increase investment and venture capital in technology companies and to build the robustness of the venture capital system in BC.

·  Performs economic analysis, and makes subsequent policy recommendations to increase the supply of local venture capital and draw other investors into BC, and to ensure that proposed policies of other Ministries do not adversely affect the venture capital system and technology sector.

·  Conducts economic analysis and works with business and industry stakeholders in order to make and implement recommendations on venture capital system building initiatives that support business and job growth in the technology sector.

·  Investigates the competitive situation that venture capital funds and technology companies would face when locating within BC.

·  Collaborates with cross-government investment attraction teams to assist prospective venture capital funds with necessary information needed to make project investment decisions, and to promote BC as a technology and venture capital hub.

·  Supports joint-venture agreements between technology companies and partners by working with international business development and economic development staff across various levels of government.

·  Leads projects and uses project management tools to develop and manage processes, research projects, reporting and to build policy objectives.

·  Builds a venture capital research framework to identify and address data and information gaps, and to build strategic relationships with key stakeholders to ensure accurate and timely information.

·  Leads and monitors the performance measurement framework, strategic plans, and program review, including the identification of key risk factors and mitigation efforts, to ensure the PSFM is progressing towards the goals and objectives, as well as to ensure the Minister, Deputy Minister and Executive Director are informed of emerging issues and changing market conditions that can impact government’s venture capital interests.

·  May provide information and requests to central agencies including Treasury Board Staff, Office of the Comptroller General, and Auditor General.

·  May supervise up to 5 FTEs, including development and evaluation of performance plans, approval of leave, response to grievances, and initiation of discipline processes.

Job Requirements

·  University degree in Commerce, Economics, Business Administration, Public Administration or a related field.

·  Professional accounting designation (CPA) or equivalent preferred.

·  Minimum of 3 years of experience establishing collaborative relationships with senior leaders in government and/or business and leading organizational change associated with implementation.

·  Minimum of 3 years of experience in contract management; financial management; and leading multi-party negotiations.

·  Preference may be given to applicants who have venture capital experience.

·  Strong knowledge of the BC economy, its key industries and relevant partners and organizations.

·  Strong knowledge of commerce, business administration, finance and the social, economic and environmental issues related to provincial economic development projects.

·  Knowledge of government, legislation, and approval processes relevant to venture capital funding initiatives.

·  Knowledge of project management tools and techniques.

·  Knowledge of the principles behind effective negotiation, facilitation and arbitration.

·  Excellent communication skills and facility to create and sustain relationships with senior level executives.

·  Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act check, and/or enhanced security screening checks as required by the ministry.
