RVSL January28, 2013 Board Meeting

Referee Report –Rich Herbison present. Correction to November notes that there were 4 yellow cards issues and one of those was rescinded. Referee Refresher course will be located in Jefferson on a Saturday in the morning, time and place TBD. New Referee Course is dependent on how many Youth Referees are needed by the individual clubs. Each town/club is to determine this number by February’s meeting. State uses Grade 9 Referee to cover Recreation and Insurance through the towns.
Mark Jaeger Benefit Tournament was suggested for Opening Day or April 5th, Spring Season to run from April 12th to June 14th. No games are to be played on Easter weekend or Memorial Day weekend. The Tournament will be for C Division and up cost $75 to $100 dollars. All Referee Fees will be donated back. C Division will play two 15 minute halves while B Division and up will play two 20 minutes halves. The proposed site is the Lakeside Fireman’s Field Complex in Jefferson which has grass and Turf fields available. A donation was asked for startup from RVSL in the amount of $1000.00 dollars. Wharton, Mine Hill, Rockaway Township, Mt Arlington, Dover, Jefferson, and Rockaway Borough all voted yes to provide the funds. Participating Towns/Clubs would contribute to the Concessions while Board members would take turns running them.
Rich Herbison asked if Rosters would be available for opening day. Rosters would just need name and jersey number, and could be handwritten.
Go Bonzi and Got Soccer were compared and discussed. MCYSA does scheduling, rosters, and carding through Got Soccer for Travel. Go Bonzi would be for Rosters and Carding only for Recreation Soccer.
Old Business – Christine Jaeger found that legally, there is no problem with Recreation and Travel soccer teams/players playing on the same field.
New Business – Travel Players on Recreation Teams was discussed. Rockway Township has no issue with it. However, Jefferson does not allow this in their ByLaws, and Dover does not either. Roxbury had communicated from Vince via Christine that they were conflicted. Wharton originally said there was no issue as long as it was properly documented. Mt Arlington said they did not support this.
First Issue discussed was to allow John Olsen’s son to play up from U14 to AA Dvision. The second issues was to allow Alex Nestor to play Goalie, coming from a Premier Soccer Team.
The problem brought up was special needs players being in danger due to handicaps. It was mentioned that some High School players participated in AA Division for the Spring Season which was similar to a Travel quality player.
A Vote was take to allow the 2 Travel players to play for Rockaway Township via a RVSL ByLaw Change.

Yes from Mine Hill, Rockaway Township, Rockaway Borough.
No from Mt Arlington, Dover, and Jefferson
The resulting tie vote was left with emails to be sent for inputs from Roxbury, Parsippany, Long Valley, and Lenape Valley.

Originally it was thought the Travel issue would only apply to AA Division. It was also decided to go back to the Rockaway Township Coach, explain the conflicts with a ByLaw change and reexamine the same issue as an administrative change with set guidelines. Joe Gajda said he would communicate back to John Olsen the issues.
Rutgers, New Referees, Coaches and other courses were discussed for dates and times.
Green Sheets are due March 1st. Opening day was finalized as April 12th and the day of the Tournament. The 8th game of the Season would be built into a weekday to make up for that weekend.
AA teams participating so far are Dover Boys and Girls, Rockway Township with Boys, maybe Girls, and Mt Arlington with Girls only.
Mt Arlington sought approval for a 6th grader to be carded to a B Divison team at 12 years old.
