Kevin stated that their club is affiliated with the National Alliance for Youth Sports ( and their recreation coaches take the online National Youth Sports Coaches Association (NYSCA) course. Christine said that RVSL would look into this training to validate it as currently Rutgers SAFETY and NJYS F License are pre-requisites to Coach.

Treasurer – Bert not present.Christine noted that the RVSL account stood at $6132.05 dollars at this time. A check was issued to Rich Herbison for Referee supplies. Wharton was noted as still owing fee money. The Parsippany bill still is up in the air going back approximately a year.

Referee Report –Rich was present and said only two Youths attended the Refresher training on Tuesday. For Saturday, March 23, 25 new Referees attended the course. All 25 accessory kits that were ordered were all used for the Spring. Rich mentioned that at the Recertification of Grade 8 License, it was mentioned that the state does not allow any carded Coach to Coach another team, but this may change for the Fall. This raised the liability issue of having Coaches listed on the team Roster. It was proposed that every Division in RVSL should incorporate a team Roster, driven by NJYS due to claims. This is because a player needs to be legally associated to the team and this is done via the Roster. In the Lower Divisions it was proposed to have the Coach create a roster and bring to each game. Rich said that at a meeting of the Upper Division Refs it was stated that last Fall Coaches didn’t have paper copies of the team Rosters for the Refs to keep. Christine and Brian stated that the Board had decided not to use the Paper copies. Rich said he would take care of making these so they were present at the games. Rich presented the new Referee commitment to deal with problematic Coaches: warn/ask (Rich told his Refs to Embarrass the Coach to get their attention), tell (yellow card), and dismiss (red card).

Old Business – Green Sheets were requested for a final time. Christine had new AA cards made. The cards some Towns/Clubs got from NJYS were only partial sheets. Got Soccer would eliminate each Towns separate Excel files, but players once entered would be permanently on this spreadsheet. Rockaway Township confirmed no games would be played at Picatinny for the Spring season.

New Business – At this time, the floor was given Alan Liuzza to address the Board. Alan stated that he desired to enter a team into the RVSL for the Spring Season and had found fields that he was allowed to use under the ownership of the NJ Dynamo Club. These could be used for the Lower Division. He also wanted more information about why his request to put a team into RVSL was initially denied. A question and answer dialogue continued between Alan and Vice President of the Board Brian Finn with President Christine Jaeger adding comments. Reasons given for denial were chronic absence from RVSL meetings, no team offered to play in the RVSL for the past two years, and the affiliation with the Dynamo which is a Travel Club the Board considers to have ulterior motives. Alan countered that he had never received a phone call or been sent an email prior to being denied and that he should have seen such from the Board as a League Member listed in the By-Laws. Brian offered that it was Alan’s responsibility to come to meetings and that the NJ Dynamo were seeking to prey on small towns to exploit their best players. Alan claimed that his treatment was making him a Member without a voice, and that no one called to ask details on his team and fields. Vince Cattano was offered as an RVSL Member who does not make every meeting, but still communicates with the League. Alan stated that being denied a spot in the Spring Season made him feel like his Club was being kicked out. Christine stated that the Dynamo offered Free Training in Dover to find the most talented players and entice them to join them. Rich Herbison offered that this practice was no different than Travel teams contacting players on Rec teams. Bill Amberg spoke at this time saying he had no knowledge of Alan or his teams, because of the absences, which made it difficult to vote for JASG. Christine mentioned that attendance was critical and had forced meetings to be canceled as Voting was affected. Brian added that penalties for Clubs with poor attendance had been discussed but with nothing agreed upon. Bill Amberg stated that the JASGs ability to come back next Fall would be based on their affiliation, or lack thereof, with the New Jersey Dynamo.

Upcoming Training–The meeting listed for March 27 on the RVSL website was officially canceled. Everyone was asked to make sure all their Coaches information is online and correct. Rich Herbison asked that only Town Reps contact him for cancelations and reschedules.

A Motion to adjourn was made at 09:10 pm by Dover, and seconded byRockaway Borough.

The Next Meeting will be 3/30/13 8pm at the Mine Hill Civic Center, 10 Baker Street.
