A. Community Summary

A.1 community and historical background

The East Nanjing Road Sub-District originally was the field of the northern suburb of Shanghai. In Qing dynasty Dao guang 28(1848) , the district was under the management of British Concession. In 1953, it was the fourth office of the Laozha District, and in 1956 it joined the Huangpu District and renamed the East Nanjing Road office in Huangpu district. In 1960, the sub-district joined Guizhou Road office and set up the East Nanjing Road sub-district office of Huangpu district. In August 1988, the East Nanjing Road and Changsha road sub-district were replaced by the East Nanjing Road sub-district. In March 2007, the original People's Square sub-district, the original East Nanjing Road sub-district and the three committees under the original East Jinling Road sub-district were integrated into the East Nanjing Road sub-district office.

East Nanjing Road Sub-District is now located in the northwest of Huangpu district with Middle Fujian Road in the east, East Yan' an Road, South Tibet Road, Jinling road west in the south, North Chengdu Road in the west, Suzhou Creek in the north. The Sub-District covers an area of 2.41 square kilometers with a registered population of 100,000. The Sub-District is the center of Shanghai Administrative and Culture center, and Shanghai government and over 20 departments work here. There are international restaurants and pedestrian mall in the sub-district, and many landmark buildings and national first-class cultural sites such as the pedestrian street in Nanjing Road known as "the first Chinese commercial street", attracting nearly millions of Chinese and foreign tourists every day. At the same time, the sub-district also gathered 63 commercial buildings with nearly 10 million staff and 1 million of daily circulation of population .

In Nanjing Road Sub-District, there are 19 residents' committees, 5 middle schools, 3 primary schools, 5 kindergartens, 1 vocational school, 1 hospital, 1 community health service center, 2 community health service branch centers, 4 community health service stations, 1 community cultural center, 1 nursing homes for the elderly, 22 sites for the elderly, 30 residential fitness sites.

In recent years, East Nanjing Road Sub-District has been awarded 6 national and 66 municipal honors, including the National Civilized Unit, 100 National Harmonious Demonstration Sub-District, National Open Administration Unit, the National Advanced Unit with the Best Support for Military Families, the National Model Sub-District on Community Education, of National Community education demonstration streets, Civilized Community in Shanghai.

A.2 Visions and Objectives on Safety Community

A.2.1 Vision for Building Safe Communities

After being named " the international safe community" in May 2011, the Sub-District works hard to improve people’s awareness about safety and minimize all kinds of accidents and casualties. We keep groping for and improving our work, implementing spirits in the document of the safe community, and actively carrying out work that is beneficial to people.

I To establish and improve organizational structure and working system

The leading group of Sub-District Safety Community is headed by the director of sub-district office, and deputy secretary of Community Party Committee and deputy director of Sub-District office are vice director. The project working groups are under the leadership of related departments of the Sub-District. The community health education institutions, social groups and voluntary organizations should participate in and actively play the role of cross-border organizations. To deepen the mechanism of multiple participation in community governance, the Sub-District should adjust the members of the leading group according to changes of personnel. The Conference on Safety Production and Safe Community would be held in the first quarter of each year to summarize previous year’s work and arrange this year’s work. The group would arrange special meetings on safe community and summarize safety promoting project.

II To focus on Information exchange and participation

The Sub-District has participated in and communicate" Conference on the construction of Safety Community in Shanghai", " Conference on National Safety Community Construction Work ", " Representative Meeting on Asian Safety Community", and conducted extensive communication with members of the safety community at home and abroad. The Sub-District publicized safety community ideas and promote safety education through the " East Nanjing Road Portal Website" and "East Nanjing Road Community Newspaper". The Sub-District also organized more volunteer teams (including volunteers for the elderly, safe production volunteers, volunteers for road traffic safety, volunteers for fire safety) , establish a monitoring hotline for safe production, improved monitoring network for Sub-District, the Committee, the Building Group and hazards discovery mechanism.

IIIRealize accident and injury prevention objectives

On one hand, we worked hard to improve the daily monitoring system. The Sub-District made full use of the community accident and injury monitoring network system to collect data through injury monitoring system of non-medical institutions, injury monitoring system of community health service center, disease prevention and control center of the community. The professional functional departments recorded accidents and injuries in different categories, and the community disease control center collected, classified, counted and analyzed daily injury monitoring data. On the other hand, we organized the identification and analysis of various accidents and injuries in the community. We established effective accident and injury prevention control plan, especially the safety promoting plan for key people and key places.

IV Pay attention to the basic work of safe production

The supervision department of the sub-district strengthened its responsibility. It established enterprise information database, urged enterprises to promote the standard construction of safety production. The sub-district worked to integrate the construction of safety community into daily safety work, deepened hazards screening mechanism (enterprise self-inspection, joint law enforcement inspection, and recheck) . We fully played the role of supervisor for safety production and encouraged the whole community to participate, maintaining a stable and controlled safety production of the sub-district.

A.2.2 general objective of the construction of safety community

The general objective of building a safe community in East Nanjing Road is to promote the concept of " safety, health, happiness and harmony ". Through the integration of community resources, we strengthened community function, created a safe atmosphere and improved people's safety awareness and prevention ability to reduce the injury and accidents in the community. Therefore, we try to achieve the general objective of " improving residents’ living environment and improving residents' safety quality of life ".

A.3 participation of local governments and leaders in the construction of safe community

The East Nanjing Road Sub-District belongs to the Huangpu district of Shanghai. At the beginning of 2010, Huangpu government decided to promote the construction of safe community in the whole district and designated the District Administration of Work Safety to lead the work on behalf of the government. The East Nanjing Road was the first pilot community and its experience would be summed up to introduce in the whole district. As the agency of Huangpu government, the East Nanjing Road Sub-District office set up the leading group of safe community, and the sub-district leaders and relevant departments participated in it and undertook corresponding work. The director of the promoting committee is headed by the director of the sub-district office and the deputy director were charged by deputy directors of the sub-district office and deputy investigators. The relevant functional departments, professional departments and social organizations of Huangpu government, such as transportation, fire protection, education, women's Federation, association for science and technology, gas and building, all of these departments also actively participated in the safety promoting project and guided the work of injury prevention.

A.4 community risk profile

(1) traffic crossing injury risk: The East Nanjing Road is a part of the old city, and the traffic crossing control facilities are not perfect. The statistics provided by the traffic police from 2003 to 2015 shows that there is increasing traffic accidents and personal injury caused by vehicle illegal driving, disorderly stop and retrograde non-motor vehicle.

Control of traffic and management of passenger flow

Project background

The community is located in the bustling commercial and leisure center of Shanghai, and road traffic is complicated. The large traffic volume on each traffic artery and dense human traffic at the crossroads especially large amounts of migrant workers brought great pressure to traffic safety management in the district. The traffic police took measures to improve holidays road order, to cope with passenger flow and to strengthen law enforcement of roads.

Project Objective

1. To direct traffic congestion and relieve road traffic pressure.

2. To strictly investigate all types of traffic violations to ensure road traffic safety.

3. To conduct safety campaigns and education to reduce and prevent accidents

Intervention measures

1. We worked hard to activate the road resources in a suitable way. The third traffic police reasonably adjusted the original road facilities to alleviate road traffic through road design. Through field research and multi-party demonstration, we ban vehicles from traveling from north to east at the rush hours in Yan' an-Zhejiang crossroad. We made full use of the flood discharge capacity of the branch road of East Ninghai Road, effectively relieved the pressure of entering the tunnel from the west East Yan’an Road to the east to ensure the traffic on the main road and elevated thoroughfare. In Huangpi and Chengdu intersections, there are many columns which block the driver’s view. The traffic police installed reflectors on the columns and safety tips of " column block, slow driving" clew. Vehicles drive from the South of Middle Chongqing Road (Jinling - Yan' an) to the north when entering the main driveway from the road, traffic problems always happen because of sights. The traffic police installed handrails to separate driveways in the marking place and guide the vehicle to drive according to the regulations to eliminate safety hazard. The disorderly parking of vehicles in West Nanjing Road (Huanghe Road-Middle Tibet Road) not only seriously affected the road order, but also caused traffic accidents. Regarding this, the traffic police conduct strict control to grope for the " physical isolation" management to curb illegal parking (by placing reflective cone to reduce illegal parking of vehicle) .

2. We strengthened cooperation to ensure traffic order on holidays. We worked together to solve traffic problems on Middle Tibet Road, East Yan' an Road, New world and Raffles City nearby People’s Square when there are lots of promotion activities of the shopping mall and largely increased tourists. Through on-the-spot direction and manual intervention, we improved the traffic speed on the square.

3. We work hard to publicize traffic safety, carry out " five into" activities for traffic safety, namely, traffic safety publicity into the community, into professional transport units, into the unit of vehicles, into ordinary units and schools.

4. The community has formed a traffic safety volunteer team to help the community to maintain the order of at major traffic junctions and to publicize traffic safety regulations and knowledge among people.

5. Strictly investigate all kinds of traffic violations and strengthen road control.

We create the characteristic management of drunken driving. Drunken driving is traffic violation which seriously do harm to people's life and property. The third traffic police called for the police, and formed MAT (Midnight Action Team) . Its main duty was to focus on the illegal drunken driving and illegal acts related to vehicle license. The traffic police chose to checked the traffic concentrated area such as off -ramp of elevated road like Yan' an-Tibet and Yan' an-Henanrather than in the entertainment and dinning venues. We also worked out methods like setting some suddenly checking spots and using the method of“Watch, Smell, Ask, Check. According to statistics, from 2011 to 2015, the traffic police investigated 2,588 drunken driving cases, of which 2136 were investigated by the MAT team, accounting for more than 80 % of the total cases.

Effect of intervention

The implementation of passenger flow management project has eased traffic congestion, and the number of traffic accidents and casualties have decreased, besides, and the traffic safety awareness of residents has improved significantly.

Continuous improvement

We should pay equal attention to traffic service and management, and integrate quality and efficient service into the daily traffic management to ensure safety and convenient travel. We adhered to characteristic management. On March 1st , 2014, the Shanghai Motor Vehicle Management Method was formally implemented, and the traffic police stuck to law enforcement, strict supervision and prestige and " strict control and punishment on violations ".
