Southwest Kansas Regional Emergency Planning Council

The SWKREPC met in Garden City on December 10, 2014. Vaughn Lorenson called the meeting to order at 10:01 a.m. Members present were: Don Robertson, Dave Redger, Ken Seirer, Vaughn Lorenson, Rodney Kelling, Cathy Hernandez, Darcy Golliher, Richard Everett, Bill Fortune, Mike Burke, Millie Fudge, Bill Taldo, Gilbert Valerio, Ed Elam, Dusty Brillhart, Melissa Drake, and Rex Beemer. Also present were Lisa Peters-Fiscal Agent; Craig Divoll with the Office of Communications; Swapan Saha with the Kansas Division of Emergency Management; and Gerald Gibson with the Kansas Department of Agriculture.

Don R. made a motion to approve the minutes from the October 8, 2014 meeting. Ed E. seconded the motion; motion carried.

Swapan Saha – KDEM - Swapan visited with us on the HMEP Grant. He stated the application process is shorter and easier to fill out compared to previous years.

·  Darcy suggested applying for this grant to perform a regional commodity flow study. Bill T. and Melissa D. volunteered to assist Darcy on the application process

Craig Divoll – Office of Communications – Craig updated us on the Public Safety Broadband Network.

·  There has been more guidance with FirstNet. The Request for Proposal (RFP) will go out to identify network partners (i.e. Verizon, ATT, etc.), how much it will cost to put FirstNet equipment on their towers.

·  Looking at April for an update with FirstNet

·  A request will also go out for Broadband mapping; where is your current coverage for your county

Dr. Gibson – KDA

·  Dr. Gibson reminded us on the Foreign Animal Disease (FAD) exercise to be held in Cimarron and Ulysses

o  January 28th 10:00 – 2:30 – Gray County 4H Building; lunch will be provided

o  January 29th 10:00 – 2:30 – Grant County Civic Center; lunch will be provided

o  Register on KS TRAIN, Course Number 1047799.

·  There will also be a Holding Area Workshop on the following dates, locations to be determined later:

o  January 21st – Stanton County 9:00a – 12:00p

o  January 21st – Morton County 2:00p – 5:00p

o  January 22nd – Stevens County 9:00a – 12:00p

o  January 22nd – Seward County 2:00p – 5:00p

o  January 23rd – Clark County 9:00a – 12:00p

NEW Business:

Lisa Peters, Fiscal Agent – Lisa went over the FY13 items that still had money to spend. Need to have these items closed by May 31, 2015.

Gilbert V. showed us the Emergency Preparedness Guide. He will be sending an electronic copy out to everyone, it is very important that you review it and send back any corrections back to him.

Since there was no more business, Ed E. made a motion to adjourn Dave R. seconded the motion; motion carried. The meeting was adjourned at 11:08 am.
