REGULAR MEETING

March 20, 2013

CALL TO ORDER: 8:23 p.m.

ROLL CALL:

PLEDGE OF ALLEGIANCE:

Staff and members recited the Pledge of Allegiance.

ADDITIONS AND/OR CORRECTIONS TO THE AGENDA:

Motion Bonander, second Stadin to approve the agenda. Motion carried 5-0.

SPECIAL ITEMS OF BUSINESS:

Deputy Josh Matson gave the sheriff’s report. There were 104 calls. There were zero domestic calls for this month. He stated he was pleased with that. He also stated that calls and property crimes were down.

PETITIONS OR COMPLAINTS BY RESIDENTS AND/OR COUNCIL MEMBERS:

John Kern stated that he would like to see the bathroom in the warming shack useable. He also inquired about the horseshoe pits and picnic shelter that were to be put in the park. He was told that it should be brought to the Park and Recreation Commission.

Bonander reported that there were a lot of dogs barking lately.

Stadin brought a concern about a trailer or mobile home parked on Park Ave. by his residence. There is an extension cord running to it. Staff said the matter would be investigated.

APPROVAL OF MEETING MINUTES:

Motion Devlin, second Bonander to approve the meeting minutes for March 6, 2013. Motion carried 5-0.

PUBLIC HEARINGS:

There were none.

CONSENT AGENDA:

Motion Stadin, second Kester to approve consent agenda: Appoint Bryce Butcher as probationary firefighter;

Approve special event permit for Rapid Riders; Adopt Resolution 2013-05 accepting donations from Ace Hardware & Quality Home Center; Adopt Resolution 2013-06 accepting donation from Attaboy’s Taxi. Motion carried 5-0.

FINANCIAL REPORTS:

Devlin inquired about the $360.00 that is allocated to the Economic Development.

Motion Devlin, second Bonander to approve and pay the Claims with an adjustment tothe allocation of the $ 360 to the proper account. Motion carried 5-0.

OLD & CONTINUING BUSINESS:

Consider contract for camera work in sewer lines

Three quotes were received for televising the sanitary lines. PeopleService recommends Council contract with Westco Environmental.

Motion Stadin, second Bonander to contract with Westco Environmental for sanitary line televising. Motion carried 5-0.

Flea Market-consider license agreement

The city attorney has suggested that each vendor sign a license agreement outlining requirements. As the prior cost was $4 per vendor person per day; thereforefor 2013 they should stay the same amount with the Mayor agreeing to be the supervisor. The cost of a port-a-potty would be $148 per month.

Motion Bonander, second Devlin to approve the vendor license agreement with a statement included under the access regarding the fire hall not being blocked by parking; approve fee of $4 per vendor person per day and authorize a contract for a port-a-potty for the site and that City participation be reviewed on an annual basis.

Motion carried 5-0.

NEW BUSINESS:

Consider establishing second full time street position

Current employee Paul Peters, Public Works Worker, has been in this position since July of 2002. Currently the position is 30 hours per week and does not qualify for union membership and attendant benefits. It pays $13.70 per hour. The impact of making him full-time would be an additional $393.09 per week in costs.

Another impact might be changes to his and the Public Works Supervisor job descriptions. Changes to the job descriptions could impact Pay Equity which could impact pay for them or other employees.

Motion Bonander, second Atterbury to make the Public Works Worker position a full time position at the same pay. Roll call was Atterbury-yes, Stadin-yes, Bonander-yes, Kester-no, Devlin-no.Motion approved 3-2.

Motion Bonander, second Devlin for personnel committee to work with public works to review job descriptions for Public Works and bring to a Council workshop which should include a review and possible revisionsto all job descriptions. Motion carried 5-0.

Motion Devlin, second Bonander to have the change to full-time hours for Public Works Worker position effective beginning of first full pay period in April 2013. Motion carried 5-0.

Consider establishing of city clean up days

To encourage people to clean-up their properties in the spring, the Quality of Life Task Force is requesting that the City sponsor clean-up days wherein there would be a coordinated effort to encourage people to clean up. They also request the city do a mailing to notify as many property owners as possible about the cleanup.

Motion Bonander, second Devlin to establish clean-up days as needed; to do a city wide mailing for the clean-up and to arrange for extra hours at the compost pile during the clean-up. Motion carried 5-0.

REPORTS:

Motion Bonander, second Devlin to approve Paid claims, PeopleService operations reports. Motion carried 5-0.

Reminders of Board of Review – April 23 – 7 p.m.; Workshop-April 13- Fire Department 6:00 p.m.; Workshop-date to be set-Quality of Life; County Economic Development Meeting-March 26-3pm-Courthouse; County Economic Futures Workshop-March 28-10 a.m.-Courthouse; Public Hearing-April 4, Cambridge-NLX environmental study;

March 21-LMC Legislative conference-St. Paul; April 12-Partners in Workforce Development-Monticello

An update on the Thriving Communities-Task Forces was provided with Photo contest-Youth and Future Workforce; Buy Local program-Economic Growth Task Force; Paint-a-thon-Quality of Life- they have found a home to paint Valspar gave money to do this.

There was a quick legislative update from GCMC.

There was a copy of the letter sent out to property owners regarding sidewalk and snow removal. A person was sent a bill for pushing snow into street/alley where city has to haul away. Payment of bill will be monitored.
