Planning Board Meeting

The Shallotte Planning Board met for their regularly scheduled meeting on July 8, 2014 at the Shallotte Town Hall Meeting Chambers with Chairman Justin Whiteside presiding.

Members Present: Derrick Danford, Evelyn Madison, Elwood Cheers, Justin Whiteside, Dennis Winters and alternate Tim Gore.

Members Absent: Karyn Hart and Gregg Rupp,

Staff Present: Robert Lewis and Debra White

Aldermen Liaison: Jimmy Bellamy

1. Call to Order: Justin Whiteside called the meeting to order.

2. Agenda Amendments: None

3. Public Comments: None

4. Approval of Minutes: Elwood Cheers motioned to approve the June 10, 2014 minutes as read; seconded by Dennis Winters. The motion passed 6 yes 0 no.

5. (Planning and Zoning # 14-0012) 4607 Main Street-O’Reilly’s Auto Parts Site & Landscape Plan Approval - Shallotte Developers, LLC has submitted site and landscape development plans for approval of a 6980 SF building at 4607 Main Street. The building will be for the use of the O’Reilly’s Auto Parts Store (PID 198AA002). The property is zoned HB and auto parts store are a permitted use at this location.

a) Recommend approval of the Site & Landscape Plan to the Board of Aldermen.

Agent, Jason Swain was present at the meeting and requested approval of the Plans.

Action Taken:

Evelyn Madison motioned that the Shallotte Planning Board recommend approval to the Board of Aldermen for the O’Reilly’s Auto Parts Site & Landscape Plan with the conditions listed below:

  • Water and sewer service are required, must be installed to the Town’s satisfaction, and installation must be coordinated with the Public Works Director.
  • The project must comply with all requirements of the Fire Marshal.
  • Proposed lighting details must comply with UDO Article 19.
  • A stormwater permit must be approved by the Town.
  • A copy of the following approved permits must be provided to the Town: Sedimentation and Erosion Control Permit issued by the NC Div. of Land Resources; Stormwater Permit issued by the NC Div. of Water Quality; Driveway Permit issued by the NC Dept. of Transportation.
  • All proposed signs require a separate sign permit.
  • The proposed building will require a separate certificate of zoning compliance.
  • All water and sewer fees must be paid prior to issuance of a certificate of zoning compliance.
  • Place sidewalks or pay in lieu of, if required
  • Provide the Town a copy of a Development Agreement for the shared driveway and shared stormwater for the adjacent lot.

Motion seconded by Derrick Danford. The motion passed 6 yes 0 no.

6. (Planning & Zoning # 14-0004) 5030 Ocean HWY. West-Sasser Companies, INC. - Sasser Companies, Inc. has submitted site and landscape development plans for approval of a 28,093 SF building at 5030 Ocean Hwy. W (PID 1970007404). A Conditional Use was approved at an earlier meeting regarding the square footage of the building. The land use of the property is for Special Trades, Contractor, with no outside storage. The property is zoned HB and the aforementioned use is permitted in the HB zone

Agent, Jason Swain was present at the meeting and requested approval of the Plans.

Action Taken:

Tim Gore motioned that the Shallotte Planning Board recommend approval to the Board of Aldermen for the Sasser Companies, INC. Site & Landscape Plan with the conditions listed below:

  • Water and sewer service are required, must be installed to the Town’s satisfaction, and installation must be coordinated with the Public Works Director.

7. (Planning & Zoning 4-0013) Bridgers Road Rezoning - Ms. Virginia Alma Williamson has submitted a petition to rezone approximately ±22.74 acres off Bridgers Road (PID 19700040) from Single Family Residential (R-10) to Highway Business (HB).

a) Recommend approval of the Rezoning of property to the Board of Aldermen.

Action Taken:

Dennis Winters motioned that the Shallotte Planning Board recommend approval of the Zoning Statement. Motion seconded by Evelyn Madison. The motion passed 6 yes 0 no.

Dennis Winters motioned that the Shallotte Planning Board recommend approval to the Board of Aldermen to rezone approximately ±22.74 acres off Bridgers Road (PID 19700040) from R-10 to HB. Motion seconded by Elwood Cheers. The motion passed 6 yes 0 no.
