Minutes of Llanbister Community Council Annual General Meeting held on Wednesday 18th May 2016 at 7.00 at Llanbister Community Hall.

Members Present: Ray Lewis (Chairman), Gwyn Morgan, Colin Williams, Roy Williams, Cll Brunt, Darren Rodgers, Peter Thomas and Lisbeth Bowen Clerk

Minutes of the Last Meeting -

Minutes of the Annual General Meeting held 3rd June 2015 were read, confirmed and signed as correct.

Matters Arising from Minutes

1. Llanbister Phone Box –Gareth Rowlands is happy to carry out the work on moving the phone box, Clerk is to find someone to disconnect the electric.

2.Crossways Junction – Meeting was held with Powys at Crossway’s and they have stated that they would not be able to put a mirror at the junction. It was proposed by Darren Rodgers and seconded by Peter Thomas that the Council look in to putting a mirror their themselves, Clerk is to write to Mr Mills to see if he would allow the council to put the mirror in his field and look in to how much it would cost to purchase a mirror.

  1. War memorial Grant –Clerk has sent Derek Bruce quote of £125.00 for the repairs of the memorial to Powys and they have said that they are to fund 90% of the repairs leaving the Council to pay £12.50, everyone has happy to proceed with this it was proposed by Colin Williams and Seconded by Roy Williams.

4. School High Way Issues - Clerk emailed Powys County Council and the gentleman is away on holiday at present so no response. Cllr Brunt has confirmed that the high ways work will take place outside the school in due course.

Planning

P/2016/1253 - Erection of a poultry unit for free range egg production, formation of vehicular access, access road and all associated works at Hill Ground, Llanbister, Llandrindod Wells, Powys. This planning application had been agreed by Councilors at the last meeting before it had gone to Powys County Council.

Correspondence

RES Update -

Councillor's suggested that the Clerk is to write to RES to confirm they are happy with the proposals made and to arrange to meet with them in February this was proposed by Darren Rodgers and seconded by Peter Thomas.

Letter from - Gaynor Spofforth

The Councillor’s thought that a memorial tree with a plaque would be a lovely idea and for it to be planted by the War memorial, Clerk is to reply and help make arrangements.

Glass Bank -

.The letter about the glass bank in Llanbister being removed was read out to the Councilor

Bus Shelter -

An email from Janet Thomas has been received asking about putting a bus shelter on the northbound side of the road as it is currently unsafe when getting on and off northbound. Clerk is to write to the Assembly Members for support in getting a Northbound bus stop.

Any other Business

Precept 17/18:

The budget for 17/18 was discussed by the Councilors and It was proposed by Gwyn Morgan and seconded by Darren Rodgers to set the precept for 17/18 at £3000.00 which is an 1.26% increase on last years.

Lisbeth Bowen Clerk informed the Councilors that she had made a hard decision in having to hand her notice in. Clerk to advice the post.

Cllr Brunt informed the Councillor's that Powys have agreed to take responsibility in repairing Bron-Y-Efail bridge.

School update Llanbister School will be merging with a larger school come September 2018 but will maintain as a Llanbister campus.
