Ken Simonson Reports on ConstructionUnemployment

Ken Simonson, Chief Economist for the AGC, recently published in the AGC’s “Data Digest” that construction unemployment hit 27.1% in February. Below are a few industry related stats that were reported.

  • The Bureau of Labor Statistics (BLS) reported that the unemployment rate for construction workers jumped to 27.1% in February from 21.4% a year earlier.
  • Job losses were concentrated in nonresidential building and among nonresidential specialty trade contractors.
  • Since peaking at 7,725,000 in June 2006, construction employment has fallen by 2.2 million (28%) to 5,555,000 in February, a 14-year low. All five construction categories lost jobs for the 1- and 12-month periods: heavy and civil engineering construction, -1.1% and -13%;
  • Employment in architectural and engineering services, an indicator of current design activity for future construction, fell 0.2% and 6.8%. Average hourly earnings in construction rose to $25.30, up 68 cents (2.8%) from a year earlier. The all-industry gain was 41 cents (1.9%).
  • The Construction Labor Research Council reported “The annual rate of [construction] wage and fringe increases in 2009 was 3.9%, down from 4.4% in the prior year.” Based upon increases already negotiated in contracts for the next two years, wage and fringe increases will continue at a rate similar to 2009.

House Amends Jobs Bill Sends It Back to the Senate

Last week the House approved the Senate passed “jobs” bill. Before adoption, the bill was amended to address the budgetary concerns of the fiscally conservative “Blue Dog” Democrats who wanted to assure that the bill was deficit neutral. Also included in the amendment is language extending, but not altering, authority for the Department of Transportation’s Disadvantaged Business Enterprise (DBE) program. The bill has gone back to the Senate for its consideration butthere is no indication as to when the Senate will address the amended bill.

The bill provides an extension of highway program authorization until December 31, 2010. It also provides additional revenue to the HTF to keep it solvent through the first quarter of 2011, and remedies an $8.7 billion rescission of highway spending authority included in the SAFETEA-LU law. Other construction friendly provisions in the bill include an extension of Build America Bonds and accelerated equipment expensing.

The program is operating under authorization provided in a 30 day extension that was passed by the Senate and signed by the President last week.

Laborers’ District Council 11th Annual Charity Golf Classic

The Laborer’s District Council (LDC) will hold their 11th Annual Charity Golf Classic in honor of Samuel Staten, Jr. for his long standing commitment and dedication to the LDC’s Charity fund. Safety News

Enclosed is CAEP Safety Bulletin #S-4, 2010 regarding flagging traffic and keeping the work zone safe for workers and motorists. Included in this bulletin is a list of the basic rules which a flagger should follow, such as proper dress, the correct way to signal traffic, and the correct size flag that must be used.

Members Receiving Unsolicited Fax Invoices

AGC Members have again reported receiving unwanted solicitation faxes from the “NATIONAL ASSOCIATION OF GENERAL CONTRACTORS AND SUBCONTRACTORS, INC.” (NAGC). This time with a newly designed fax solicitation under the guise of an “Annual Dues Application,” NAGC faxes have been reported by members across the country.Please Note: NAGC is Not Affiliated with AGC or any of its chapters.

If you feel that you have received an unwanted and unsolicited fax to your home or business, you can file a complaint with the Federal Communications Commission (FCC). To file an FCC complaint specific to this unwanted and unsolicited fax, go to and follow the instructions for a junk fax complaint.

The OSHA 300 Log Summary Sheets should have been posted in a conspicuous location on February 1, 2010. The Summary Sheets need to be kept posted until April 30, 2010.
