1.Adoption of the agenda

The draft agenda of the meeting was adopted without changes.

2.Adoption of the minutes of the meeting held on 26th October 2005

The minutes of the meeting wereadopted with one change concerning the reservations of DE to keep the 2008 deadline for therebasing 2005=100.

3.Economic Accounts for Agriculture (EAA)
3.1.Data availability and transmission

The MS concerned provided information on their intentions to send missing data (domains covered: EAA at current prices, ALI, unit values). CY announced provision of missing EAA/ALI data by the end of December 2005. EL was unfortunately not present at the meeting.

Concerning unit values, technical questions were solved bilaterally with BE and NO. The other countries gave information on the dates when they intended to send missing UV data:

CY: end of January 2006, ES: data for 2004 by the end of 2005, IE was unfortunately not present at the meeting, LV: data had been already sent, MT: was unable to give information, NL: end of December 2005, SI: data on cereals for 1995-2003 by the end of March 2006, SK: data had been already sent before the meeting.

The tables on data availability would in future include also NO and CH.

Eurostat confirmed that STADIUM is the preferred tool for the transmission of data at the moment. Replacement of STADIUM by E-Collect is foreseen in the future.

3.2.EAA: first estimates 2005

Six Member States had not provided such estimates by the first day of the meeting: DE, EL, IE, CY, MT, SI. CY proposed to send the data before the end of the year. SI proposed to send it by the end of the next week (9th Dec).

Eurostat reminded (insisted) that the deadline was 30 November and that there was no further deadline.This exercise wasone of the most important in agricultural accounts and MS had therefore to make provisions to deal with the problems mentioned. A further delay of more than one weekwould make it very difficult for Eurostat to publish the first agricultural income estimates 2005 before the end of the year.

DG AGRI supported the Eurostat position and underlined that their DG needed such information urgently.

The available first income estimates for 2005 were presented on the second day of the meeting. It was underlined that the data were under embargo until15 December 2005 at 11.00 a.m.

3.3.Methodological issues

3.3.1.Allocation of financial intermediation services indirectly measured (FISIM)

From September 2006 onward FISIM will be implemented in the EAA. EAA data adjusted by FISIM should be provided at least from 1995 onwards (in line with the National Accounts).

There was a clear majority of the Member States in favour of reflecting FISIM also in income indicators.

DG AGRI welcomed the proposals and the agreement. Coherencebetween EAA and NA is regarded as important as data needs arising in the field of rural development made it necessary to consult the NA.

Eurostat took note of the concerns expressed by a few Member States in relation with some practical problems, especially in getting provisional FISIM data at the time of the first EAA forecasts.Eurostat strongly proposed the use of preliminary NA data also for the first EAA forecast. The MS were asked to provide, by mid-December 2005, a brief summary of practical problems they encountered and the potential solutions to these. Before the end January 2006, Eurostat would summarise this and provide feedback to the countries.

Eurostat in turn will draft an amendment toEAA Regulation concerning FISIM. This draft would be sent to the Working Group members and presented to CPSA at its first meeting in 2006.

3.3.2.Calculation of Gross Fixed Capital Formation (GFCF) in livestock

MS, in particularly those who have negative values for their GFCF in livestock, were asked to provide, by the end of February 2006, detailed numerical and textual information (in the form of updated inventories) about the way they derived these figures.Eurostat would then analyse this information (Spring 2006), clarify questions / problems bilaterally and with national accountants, in order to come up with a summary analysis and conclusions before summer 2006.

Particular attention should be given to the various options for dealing with the non-calculation consumption of fixed capital in livestock.The objective would be to establish detailed recommendations for a common methodology for the calculation of GFCF in livestock so that problems of comparability of agricultural income measures across Member States would be minimized.

DE presented an overview of the different options for recording GFCF in the National Accounts.

3.3.3.Implementation of NACE Rev. 2

Eurostat gave Information on the current status of the draft NACE Regulation. It was explained that a number of questions were still discussed internally in the Commission (maintenance of land, production of wine and olive oil).

A number of olive and/or wine producing Member States expressed their concern about the recording of these productions outside agriculture (FR, IT, PT). Eurostat asked the main olive oil and wine producing Member States to provide information on gross value added shares of the production of raw agricultural and the processed products by forms of production units by the middle of the week after the meeting (7th December).

There was a clear consensus that the implementation of the new NACE, in the EAA, should take place in parallel with the NA, i.e. in 2011.

Several Member States expressed their preference for the EAA, coming as close as possible to the NA (and thus to NACE), except regarding the wine and the olive oil if these products had to be regarded as non agricultural products by the NACE Rev.2.

At the request of DK, Eurostat gave brief information about the coordination with the work on the revision of farm typology.

3.3.4.Provision of EAA data at constant prices

DK, CY, IT would switch to n-1 prices in time for the transmission of September 2006. DE would also be able to switch to n-1, but requested the assistance of Eurostat. LT confirmed that n-1 data had in the meantime been sent. MT could not answer.

In reaction to questions concerning the dissemination of the EAA data at constant prices, Eurostat invited the Member States to check their data in the free dissemination database and to give feedback.

3.4.Quality issues

3.4.1.EAA inventories and ALI data checks for the new Member States (PHARE 2003)

Eurostat reported on the situation and the results of the project.UK welcomed the exercise and suggested to have inventories made available also to other countries (as was done with the EAA inventories of the "old" MS).Eurostat replied that it was intended to upload these inventories also to CIRCA (oncethe Member Statesconcerned agreed).

3.4.2.Validation of EAA data

Eurostat presented the work carried out and the future plans about the validation of EAA data, especially the first estimate for 2004.

FR asked whether AgrIS was still used. Eurostat confirmed that yes, it was an important tool in this context.BE said that they had received error reports (in a form of an EXCEL table) where there were apparently mistakes in the pre-validation routine. The raised problems were discussed bilaterally during the meeting.UK suggested to include comparisons across Member States in the exercise. They also suggested resuming work on the Total-Factor-Productivity-Indicators as this work allowed to draw interesting conclusions and to check on the plausibility of the data.

4.Environmental and forestry accounts

4.1.Data availability

Availability of EAF data was presented.

4.2.Environmental accounts and forestry accounts

Member States were informed about the integration of EAF into IEEAF.Few delegates expressed their concerns or mentioned that they were not experts in this field but would ask the opinion of the responsible persons after the meeting. Eurostat will prepare a detailed plan for the integration by February 2006. The proposal will also be presented to the Working Group on Forestry statistics in February 2006. Experts of IEEAF will also be contacted in January 2006.

5.Any other business

Member states which had not provided with API forecast for 2005 yet were asked to send it as soon as possible.

Eurostat gave brief information about the current status of the feasibility study on IAHS statistics and the setting up of a Task Force on agricultural land prices and rents.
