Regular Council Meeting

August 15, 2016 6:00 P.M.

Present: Linda Carden, Kurvin Qualls, Maxine Ivey, Shon Owens, Jane Hayes, Chubby Haveard, Donna Bullock, Raymond McDaniel, Cheryl Mulford, Keith Stanton, Joe Rector, Earle Greene, Jack Carden, Joe Thomas

Meeting called to order by Mayor Quallls.

Invocation and pledge

Motion made by Ivey to accept minutes of last meeting. Seconded by Owens. Motion carried.

Clerk discussed Well Rehabilitation bid, Griner Drilling bid $172,780, Engineer explained the monies, contract, Joe is to have meeting with Haveard to go over contract.

Pre-construction meeting Engineer will meet with Haveard. Owens made a motion to allow Haveard to communicate with Engineer and Griner Drilling. Seconded by Hayes. Motion carried.

Haveard discussed Commerce Street and signs for no thru trucks, discussion followed, Micha will let Council know what is allowed. It was brought to Council that may be a problem for Dura Med delivery trucks, Council said they could use Spring Street. Tabled until next meeting.

Council discussed need copy of new plans for Commerce Street. H & T needs so they can continue to work, if not they will leave and return back to work upon receiving plans. Engineer said Office should have plans within 2 days. Joe Rector said Micah is working on plans and should be finished by Wednesday.

Mayor Qualls reported that he suggests Raymond McDaniel to take prisoners to Community Center every morning to clean, been having complaints regarding Community Center needing cleaned better.

Owens made motion for Raymond to take prisoners to clean every morning. Seconded by Hayes. Motion carried.

Donna Bullock reported that Department of Transportation’s Central Traffic Engineering and Operations Office in Tallahassee announced a revision to the Traffic Signal Maintenance Agreement. The revised terms and conditions for the Traffic Signal Maintenance and Compensation Agreement. Owens made a motion to accept the change of date of service to Traffic light. Seconded by Hayes. Motion carried.

Mayor discussed with survey, Joe Rector reported he had a crew come last week to shoot lines on Commerce Street, also Livestock Market, Water loop project.

Owens made a motion to have a Special Meeting for Thursday, August 18th at 6:00 P.M. regarding Commerce Street plans with Engineer Micha to be in attendance to discuss plans. Seconded by Hayes. Motion carried.

Clerk ask Council permission to transfer money from General fund to Sewer fund, $20,000, $25,000 to Natural Gas fund. Also to be able to transfer from Road Use fund and STP savings to different funds as needed. Hayes made motion to give Clerk permission to transfer funds. Seconded by Owens. Motion carried.

Council discussed Commerce Street, its affecting businesses. Street should be finished by the end of September.

Raymond McDaniel asked Engineer about Water Loop project, Joe Rector stated that S & K has to secure the bond, no start date until bond is secured. Joe to contact S & K.

Also discussed meters, CDBG-Robin waiting on DEO. Meters are 6 to 8 weeks out when they are ordered. Clerk to call Robin. Livestock Market waiting on USDA approval.

Mayor Qualls ask for audience comments, and there were none.

Motion made by Hayes to adjourn. Seconded by Owens. Motion carried.
