GENERAL REQUIREMENTS

The unit shall be new and unused, and current production model, of the latest design, and equipped as specified herein. The unit shall be furnished with all applicable and necessary equipment and accessories as required by the Occupational Safety and Health Act. The design and construction of the unit shall be such that the unit will withstand the extremely hard usage encountered working day to day at the County Solid Waste Facility.

In this environment, the unit will be stored and operated in all weather conditions. Components, particularly of the electrical, fuel, exhaust, and air intake systems, shall be designed, as to resist any harmful effects from dust or water. The design shall be so designed, as shall allow ready accessibility for servicing, replacement, and adjustment of component parts and accessories with minimum disturbance of other elements.

INSTRUCTIONS

GENERAL: Any exceptions to the specifications must be clearly marked and explained; otherwise it is understood that the equipment is bid exactly as specified. The vender must additionally submit literature and detailed specifications on the equipment proposed.

The County reserves the right to allow or disallow minor deviations from the specifications if deemed in its best interest. Such deviations shall not depart from the intent of the requested specifications and must be considered in the best interest of the user department as interpreted by the County.

All bids will be considered valid for sixty (60) days.

AWARD OF CONTRACT: The award will be made to the lowest responsible bidder taking into consideration quality, performance and the time specified in the bid for the performance of the contract. The County reserves the right to exclude specific items or accessories to meet assigned appropriations.

The County reserves the right to reject any or all bids should it be deemed to be in the best interest of the County and to re-advertise if necessary.

BID DEPOSIT: Each bid must be accompanied by a bid deposit comprised of a certified check, cashier’s check or bid bond, in an amount not less than five percent (5%) of the total bid.

As required by GS 44A-26, this bid deposit shall be retained by the County if the successful vendor fails to execute the contract within ten days of the award of said contract.

DELIVERY: The equipment shall be delivered prepaid, completed, undamaged, serviced, and ready for operations to the McDowell County Transfer Station, Marion, North Carolina, within sixty (60) days unless the vendor submits a written extension request and the County gives its written consent.

WARRANTY: The manufacturer shall warrant to the owner that all equipment furnished will be new and agrees to replace promptly any part, which due to defective material or construction, shall fail under normal use, (free of negligence or accident), for a minimum period of one year from the date put in operation. Such replacement shall include all parts, labor, and any transportation costs, including to the location where the equipment may be down. All warranty information must be completely detailed; including extended warranty information and service agreements available at warranty termination. A five to seven-year power train, hydraulic and electronic extended warranty is desirable. A separate section is on the bid sheet for this additional warranty if available. If Tier IV engine is bid, we will require extended warranty also.

TRAINING, SERVICE, PARTS AND MANUALS: The successful vendor shall furnish a qualified representative to instruct the owner/operators in the operation and maintenance of the equipment for a minimum of eight hours. Two sets of operator’s manuals, shop manuals, and parts books shall be furnished. A directory of service and parts organizations that service the County’s geographic area is required.

ACCEPTANCE, EVALUATION AND QUALITY ASSURANCE: Upon receipt of the equipment the County’s authorized representative shall inspect the equipment for compliance with the specifications and will give initial consent for invoice approval.

ADVERTISEMENT FOR BID

Pursuant to NCGS 143-129, McDowell County will accept sealed bids for the purchase of a new Wheel Loader. Instructions for submitting bids and specifications may be obtained from the Personnel/Purchasing Office, Karen Morgan, Administration Building, Room 142 60 East Court Street Marion, North Carolina between the hours of 8:00 AM and 5:00 PM, M-F.

Bids will be accepted at the above location until 2:00 PM, Tuesday, May 8, 2018 at which time they will be opened in the County Commissioner’s Boardroom.

McDowell County reserves the right to reject, in whole or in part, any or all bids and to re-advertise if necessary.
