SUMMARY: Responsible for assisting the Superintendent in all administrative matters that contribute to the fulfillment of the educational philosophy of the district as it relates to providing leadership in achieving and maintaining the best possible educational programs and services.
EDUCATION and/or EXPERIENCE:
Masters Degree and Principal’s Certificate with prior job experience in the principalship. Minimum of seven years experience in teaching.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.
Þ Supervises all principals in all discipline matters that occur in the schools, including
expulsion and suspensions.
Þ Holds appeal hearings on all expulsions and suspensions.
Þ Supervises all in-school suspension programs.
Þ Prepares monthly up-dates to principals on expulsions and suspensions.
Þ Supervise administrative matters in the schools.
Þ Handle complaints from parents not resolved at the school level.
ÞInitiate periodic fire drills and instructs all personnel on building use and maintenance.
Þ Share responsibility with Superintendents for evaluation of principals and the
Principal Incentive Program (PIP).
Þ Assist the Superintendent in general administrative operations.
Þ Compile operational statistics and gather such other data as the Superintendent may require.
Þ Work with the policy committee of the Board to revise, update, and develop appropriate
administrative policies for the district.
Þ Works with such other Board committees as the Superintendent may direct.
Þ Attend and/or conduct meetings assigned by the Superintendent.
Þ Prepare and review such administrative reports assigned by the Superintendent.
Þ Reports regularly to the Superintendent on any developments or problems within the
district that come to his/her attention and require the Superintendent’s awareness and action.
ÞAttends Board meetings and prepare such reports for the Board as the Superintendent may
request.
Þ Coordinates the recruitment, screening, hiring, training, and assigning of instructional personnel.
Þ Coordinates the selection of qualified support staff personnel.
Þ Þ Issues and maintains contracts for professional and support staff employees as appropriates.
Þ Þ Establishes and maintains appropriate personnel records for all staff members.
Þ Þ Orients new employees and conducts exit interviews upon termination.
Þ Þ Keeps abreast of governmental statutes, regulations, and rules relating to personnel administration and advises interested parties of the provisions of the law.
Þ Þ Maintains personnel records and reports as necessary to comply with EEOC and Title IX or other employee regulations as imposed by federal agencies.
Þ Þ Counsels employees referred by their superior and/or who voluntarily request an appointment.
Þ Þ Assists principals in developing a documentary file for employees whose performance level is consistently below acceptable standards.
Þ Þ Consults with administrators on personnel matters when requested.
Þ Þ Assists with research pertaining to personnel, including salary research, studies of staff characteristics, professional standards, and other pertinent projects.
Þ Þ Serves as liaison with colleges for student placement as observers, teaching assistants and student teachers.
Þ Þ Coordinates Teacher Forum meetings.
Þ Þ Coordinates development and publication of annual school calendar.
Þ Þ Develops and maintains personnel handbooks for employees.
Þ Þ Maintains Board of Trustee policies that affect personnel functions.
Þ Þ Organizes and oversees the First year Teacher Program.
Þ Þ Coordinates annual Teacher of the Year Program.
Þ Þ Reviews and approves recertification suggestions.
Þ Þ Serves as salary administrator for the district.
Þ Human Resources.
ÞProvides leadership in planning and conducting curriculum studies including special programs for new courses, funding, staffing requirements, and curriculum impact.
Þ Participates in the selection of textbooks and provides guidance concerning
Þ textbook and other instructional material usage.
Þ Oversees the development and implementation of instructional programs.
Þ Directs creation of and edits for publication all curriculum guides and materials
Þ prepared by and to be distributed among the instructional staff.
Þ Assists in determining the types of programs needed by the schools and makes
Þ appropriate recommendations.
Þ Provides input on professional development activities for the district. Works with
Þ Staff Development to develop and implement programs that address curriculum
Þ needs.
Þ Manages instructional departments including Gifted and Talented, Media,
Þ Bilingual, K-12 Music and Art and Elementary Science programs.
Þ Assists in the research and testing for measuring the effectiveness of the total
Þ educational program throughout the district.
Þ Monitors the latest research, trends and developments in all areas of education
Þ and interprets these matters for staff as necessary.
Þ Observes teachers in their classrooms and provides feedback for the enhancement
Þ of the teacher-learning situation when requested by principals.
Þ Assists in studies and research in the areas of enrollment growth, staffing and
Þ building needs.
Þ Develops District instructional budget.
Þ Assists in the development of district policies and administrative rules.
Þ Coordinate and supervise the Mentors for new and first year teachers.
Þ PK-12 instruction with all attached funds.
Þ Þ Cooperates with the State Department of Education concerning information on dropouts and other related attendance matters.
Þ Þ Cooperates with and seeks assistance from other community agencies such as law enforcement, doctors, clergymen, vocational rehabilitation personnel, juvenile authorities, and substance abuse agencies.
Þ Works with technicians to perform updates sent from the State Department of Education and the program designers.
Þ Þ Includes drafting articles for publications, making presentations to community and business groups, and recording/editing videos of District events for school use. Develop the district’s Public Relations Plan. (i.e. includes)
Þ Þ Prepares the quarterly and annual updates of the District’s strategic plan.
Þ Þ Coordinates preparation and annual update of school renewal plans in conjunction with the Director of Instruction.
SUPERVISORY RESPONSIBILITIES:
Þ Supervises district technology department personnel.
Þ Supervises district instructional and human resources personnel
Þ Responsible for the overall direction, coordination, and evaluation of this unit.
Þ Directly supervises non-supervisory employees in the Administration Department.
Þ Carries out supervisory responsibilities in accordance with the organization’s policies and
applicable laws.
Þ Responsibilities include interviewing employees, planning, assigning, and directing work;
appraising performance, rewarding and disciplining employees; addressing complaints and
resolving problems.

PHYSICAL SKILLS:
While performing the duties of this job, the employee is regularly required to sit. The employee is occasionally required to walk, talk or hear. Specific vision abilities required by this job include close vision, and ability to adjust focus. The employee is regularly required to meet deadlines with severe time constraints and interact with the public and staff in addition to meeting multiple demands from several people. The employee is frequently required to work irregular or extended work hours.
