With reference to the captioned vacancy announcement in The NEWS, please find enclosed my detailed CV.

It is submitted that I have vast and varied experience of fleet/ transport/ logistics management. Besides that, I also have extensive experience of preparation / review and monitoring / presentation of research studies/ feasibility studies.

My experience relevant to the advertised position is spread over:

ð  1 Year as Project Manager, National Trucking Policy, with Ministry of Industries and Production/ Planning Commission.

ð  About 5 years with United Nations Development Programme as Manager Special Studies for Fuel Efficiency in Road Transport Sector (FERTS Project). The assignment aimed to reduce tail pipe emissions and improve environment.

o  I was tasked to conduct 15 studies through national/ international consultants for recommending interventions/ action plans/ pilot projects for improvements in certain aspects/ fields as agreed with federal/ provincial governments, Asian Development Bank/ World Bank and other stakeholders.

o  Launched 21 studies through UNDP/ Government of Pakistan competitive bidding process. Completed 17 studies and the remaining were in final stages of completion.

o  The parameters/ deliverables of the studies were finalized/ accepted in consultation with federal/ provincial governments, Asian Development Bank/ World Bank, stakeholders.

o  Organized and conducted workshops, conferences and peers’ reviews to obtain inputs at various stages of the study, and then to disseminate the findings, recommendations and action plans.

o  Findings/ recommendations of most of these studies have been accepted/ implemented by stakeholders.

o  Coordination with various organizations/ departments for implementation.

ð  Over 5 years as Project Analyst with Fauji Foundation, the largest industrial conglomerate in the country. Handled mostly infrastructure projects. These also included projects related to CNG, LPG, LNG, Karachi Mass Transit System. The responsibilities also covered:

·  Worked with the national and international consultants for preparation of feasibility studies, financial models, environmental studies, site studies, contracts and agreements.

·  Evaluation and selection of partners, consultants and contractors, preparation and negotiation of agreements and contracts.

·  Coordination of financial and technical aspects with partners, consultants, contractors, international and national lending agencies, government ministries and departments, and the project offices.

·  Monitoring and appraisal of projects once being run by operational staff.

ð  About 20 years with Pakistan Army in Corps of Electrical & Mechanical Engineering. This corps is responsible for the operational preparedness of the entire fleet and equipment of the Army.

Served on various command, staff and teaching assignments, and retired as Lt. Col. Salient appointments were:

Ø  Ministry of Defense. Two years, for mobility related, transfer of technology projects.

Ø  Inspection & Technical Development Directorate of General Headquarters. Five years for policy formulation; selection, contracting and contract management; progressive indigenisation, and development of national industrial base for enhanced indigenous involvement.

Ø  Electrical & Mechanical Engineering Directorate of General Headquarters. Two years, for formulation of inventory policies for the Army, and its management.

Ø  Central and Base Workshops. Four years, for production management.

Ø  Command of three battalions.

With above in view, I would request you to kindly consider me for the captioned assignment.

It is submitted that the TOR on web clearly specifies the remuneration, schedule of payment, activities to be performed and their sequential relationship, and all what is desired/ expected in each activity. In view of this, it is felt that a specific research proposal may not be needed, and is therefore not being attached.

I will here like to assure you that the assignment will be completed to the entire satisfaction of the client, and that activities will be completed in time. It may please, however, be appreciated that activities are all sequential, and the next activity can only start after due approval by the client of the previous activity. The overall time schedule will thus depend upon the time consumed in needed approvals.

Project Developer/ Director Finance

·  Responsible for all finance and accounts matters.

·  Responsible for introduction/ enhancement of utilization in the country of two renewable sources of energy, Bio-diesel and Geo-thermal. This included identification of projects, preparation/ processing of proposals for government/ international funding agencies, implementation of projects, preparation of monitoring/ impact reports.

·  Provided electricity to a remote village in Sindh through a generator run on locally produced Bio diesel. Organized and trained a village committee to run the system on self-sustainable basis.

2001 -- 2005 United Nations Development Programme

Manager Special Studies

ð  Formulating guidelines/ interventions and action plans for the Government through special/ research studies. The areas included strengthening of institutions, enhancement of fuel efficiency and mitigation of tailpipe emissions, and improvement of environment.

1999 -- 2001 Vocational Training Institute, Chakwal.

Principal

·  A welfare project of Government of Punjab for poverty alleviation in rural/ under developed areas. It aimed at making needy/ deserving/ school drop-out youth the earning members for their families, through short but intensive and quality vocational courses followed by ‘on job training’, and then facilitating their employment on jobs or self-employment through provision of loans/ tool kits.

·  The project was handled from conception to implementation.

·  Institute was an outstanding success and became a talk of the town.

·  On the basis of its success, the Board and the District Administration desired many fold expansion. Formulated plans and undertook preparatory work for its three fold expansion and also for starting similar institute for female students.

Fauji Foundation Project Analyst

q  Identification of investment opportunities through market research.

q  Preparation of techno- financial proposals, financial models and pre- feasibility studies.

ð  Policy paper for participation in privatisation of Sui Northern Gas Pipelines Limited.

ð  60,000 barrels per day Oil Refinery. Preparation of concept clearance paper and supervising preparation of pre- feasibility study by Petrotec of USA.

ð  Liquefied Petroleum Gas. Preparation of policy paper for enhanced exposure in LPG market through construction of LPG terminal on the existing Fauji Oil Terminal, storage facilities near the terminal, formation of a distribution company, enhancing the potential of existing marketing company, and reengineering existing cylinder manufacturing facilities for enhanced production and product lines. Prepared initial feasibility studies for various components of this policy.

ð  Compressed Natural Gas. Concept clearance paper for possibility of expansion into CNG.

ð  Karachi Light Rail Mass Transit System. Evaluation of progress and appraisal of financial analysis for 17.5 km, $633 million mass rapid transit system in Karachi.

ð  Tourism. Preparation of policy paper for expansion in to Tourism through developing a five star hotel in Islamabad and a chain of resorts at tourist sites, supported with a traveling agency and a training institute for tourism support facilities. Pre-feasibility studies were prepared for some components of this project.

ð  Paper Mill. Concept clearance paper including market research for a bagasse based paper mill in Sind, partly utilizing bagasse from its three sugar mills.

ð  Integrated Farming. Re- assessment of financial projections of a pre-feasibility study prepared by an Iranian Consortium for $1.5 billion project in Baluchistan.

ð  Float Glass. Re- evaluation of feasibility study prepared by a Chinese firm and desiring our major shareholding.

ð  Desalination Plant. Pre-feasibility study including market study for a $10 million reverse osmosis plant in Karachi, in association with a Saudi firm.

ð  Hydel Power Generation Projects: A number of projects/ sites, ranging from 10 MW to 600 MW.

ð  Thermal Power Projects: 600 MW LPG fired and 210 MW low BTU gas fired.

United Nations Development Programme Manager Special Studies

·  Identification of area of interest, collection of preliminary data, formulation of parameters.

·  Design and development of studies through induction of stakeholders’ inputs obtained in workshops/ discussion forums.

·  Invite and evaluate proposals from consultants, and prepare documentation for award of contracts.

ð  Liquefied Natural Gas. Prepared for Newzeland investor and Efkay (Pakistan) initial feasibility study including market study for central storage and distribution network for remote rural centres and tourist sites.

ð  Oral Rehydration Salt (ORS). Feasibility study for National Institute of Health for establishing $250,000 facility at Islamabad.

ð  600 MW Thermal Power Plant. Concept clearance paper including projected supply/ demand scenario for Saudi Group and Efkay (Pakistan).

ð  Bottle Cap Manufacturing. Re-engineering of the existing facility, including the marketing strategy.
