Minutes

The minutes of the April monthly meeting, held on 19th April 2010, were confirmed on the proposal of Cllr. B. Reilly, seconded by Cllr. B. Collins.

To receive briefing on Housing

The Council received a briefing on housing from Mr. Larry Whelan, Senior Executive Officer.

Correspondence

§  Correspondence from DoEHLG in relations to Water Services Investment Programme 2010-2012.

It was noted that the Kells Sewerage Scheme was at planning stage.

§  Letter from Kells Community Allotments Group thanking the Council for their assistance in establishing the allotments at Loyd.

§  Letter from Irish Planning Institute welcoming the Council’s motion supporting their unemployed professional members.

§  Letter from Meath Association of London thanking the Cathaoirleach for attending the London St. Patrick’s Day Parade.

Monthly Reports

Following a query from Cllr. S. Drew members were informed that new Parking Bye-Laws would come into effect on 1st July. Members were also informed that the Church Car Park would be complete within the following two weeks.

Cllr. Drew requested that the road closure signage for the Slane Road be moved further up the street.

Cllr. C. Ferguson requested that the Navan Road footpath be cleaned.

Manager’s Orders

The Manager’s Orders, as circulated, were noted.

To agree date for 2010 Annual Meeting

It was unanimously agreed that the annual meeting would be held on 21st June 2010 at 7pm.

To receive update on Kells Town Boundary Extension

The Town Clerk gave members a brief update on work to date on the boundary extension. It is proposed to make a presentation at the July monthly meeting.

Notice of Motion

Cllr T. Grimes

“That we the Elected Members of Kells Town Council request the Minister of Finance and the Minister of the Environment provide funding to purchase living accommodation lying idle in our elected area to alleviate the housing problem which does exist on our waiting list at present.”

“That Kells Town Council will provide a bicycle rack in the Town Hall Car Park.”

Other Business

Cllr. T. Grimes raised the matter of lack of outlets in the town to pay toll charges.

Following a query from Cllr. S. Reilly members were informed that some defects had been found in the structure holding the canopy over the Cross, resulting in the Cross having to be encased until the matter is resolved.

Members were informed that the Developers of the backlands were currently carrying out financial appraisals.

Cllr. B. Reilly was informed that a meeting had taken place last week in relation to the Community House. The Council was awaiting correspondence from Solicitor to clear way to proceed with the project.

Cllr. O. Sweeney was informed that substantial expenditure is required to make the Heritage Centre water proof. Failte Ireland would provide capital funding to re-brand the Centre.

Cllr. S. Drew requested that the Town Engineer liaise with Residents of Cherryhill Road estate in relation to finality of the estate.

Cllr. B. Collins raised the matter of rubbish on lane to Peoples Park.

Cllr. B. Curran stated that the walls around St. John’s Cemetery were in need of repair.

Cllr. C. Ferguson requested that the Loyd Walk be tidied up.

Members were informed by the Manager that under a European Directive VAT was being introduced on local authority charges from 1st July, which would affect off street parking charges.

The Manager informed members that the Council was acquiring a street sweeper on a rental basis.

The Town Clerk informed members that:

Ø  Tidy Towns presentation was taking place on 20th May.

Ø  Community Grants Scheme awards were taking place on 28th May.

Ø  Launch of Meath County Council enhancement scheme was on 31st May.
