City of Kingsley minutes

Mayor Beld called the meeting to order at 7:00 PM.
August minutes were read by each commissioner. Chris made a motion to accept the minutes with changes as discussed. Paulseconded and the motion was passed.
Officer Carterissued a report for Strathmoor Police
Lt. Cabrera issued a report for Neighborhood Security
Treasurer’s report:
- Municipal Road Aid Savings acct XXXX4646 showed a balance of $44,170.39.
- Money Mkt General Savings acct XX264 showed an 8/31/12 balance of $66,326.59.
- Checking acct XX-XXX-487 showed a balance of $63,525.22.
- First Capital Bank MRA Checking acct XXX593 showed a balance of $3,516.85.
- Republic Bank CD XXXXXXX9-24 was $24,381.91
- Republic Bank CD XXXXXXX3-36 was $52,622.37.
Chris made a motion to pay the regular monthly bills and these also:

Atty Emery discussed:
- Reviewed nuisance ordinances
One tree removal permit application was submitted from:

Atty Emery reviewed the application and found it to be in compliance with city ordinances. Chris made a motion to accept the application. Jayne seconded and the motion was passed.
Two building permit applications were received from:

Atty Emery reviewed the applications and found them to be in compliance with city ordinances. Beryl made a motion to accept the applications. Chris seconded and the motion was passed.
Commissioner’s concerns:
- Paul-presented a disclaimer concerning his position at PPL. In his words:
I am currently an employee of PPL. However, as a member of this Commission, I do not represent PPL in any manner. The views and positions which I express or advocate are my own and are not reviewed or endorsed by PPL. To ensure my objectivity in all matters that come before this commission and to avoid even the appearance of impropriety, I will abstain from discussing or voting on any matter which could present a possible conflict of interest between my role as a Commissioner and my role as a PPL employee; and I will ask that the reason for my abstention be noted on the record.
- Beryl-suggested an idea to deed trees to themselves so that trees own themselves and cannot be cut down. She patterned this idea off a tree in Athens, GA that was deeded to itself.
- Chris-No concerns
- Jayne-Next clean-up is October 27th at 9AM.
Ed Fallon announced his intention to attend the picnic with popcorn and cornhole game sets.
Kirt Jacobs reminded the attendees of his intention to run for Metro Council District 8opposite Tom Owen this fall and distributed flyers showing his goals for the next 4 years.
Paul made a motion to spend up to $100 on Halloween parade candy and glowsticks. Chris seconded and the motion was passed.
