Addendum #1, Dated May 3, 2012

to

HEALTH BENEFIT PLAN PERFORMANCE EVALUATION–REPORT DEVELOPMENT

MHCC 12-015

This Addendum #1 is being issued to amend and clarify certain information contained in the above named RFP. Information contained herein is binding on all Offerors who respond to this referenced RFP. Specific parts of the RFP have been amended. The following changes/additions are listed below: [Please note: new language has been double underlined and marked in bold (ex. new language) and language deleted has been marked with a strikeout (ex. language deleted).]

1) Under SECTION 3.2 – Scope of Work – Requirements Revise sub-section 3.3.2 Work Plan under item number 3 – 2nd paragraph – as noted:

Paragraph 2, which begins: “Specifically, this section shall include:” needs to be indented to have the same left margin as the text in paragraph 1.

2) Under SECTION 3.2 – Scope of Work – Requirements Revise sub-section 3.2.4.3 as noted:

The Qualified Health Plan (QHP) Performance Report shall be designed and developed by the Contractor as specified by the Commission working in consort with the Maryland Health Benefit Exchange to comply with reporting requirements under the Affordable Care Act (ACA), on the quality and performance of services provided by Qualified Health Plans (QHP), including qualified dental plans and qualified vision plans. The Contractor shall also develop this report as a stylistically creative publication similar to the

Health Benefit Plan Performance Report except that the QHP Report shall focus solely on the performance of QHPs, including qualified dental plans and qualified vision plans, participating in the Maryland Health Benefit Exchange. Although the current approach to health benefit plan performance measurement and reporting will serve as the benchmark for QHP measurement and reporting, the measurement set and reporting format shall be modified by the Contractor to meet the needs of a more diverse audience. The health benefit plan-specific data collection shall not begin prior to January 1, 2014 with the production of the QHP Performance Report in the subsequent year. Due to pending litigation and Supreme Court ruling on the ACA, the scope and timing of the measurement and reporting is subject to change. However, to comply with ACA certification requirements, due by January 1, 2013, a mock-up of the report shall be designed and produced with fictitious data for review and internal use by the MHCC and not for public consumption.

Please note that any and all costs associated with ACA requirements that the contractor may want to propose at this time must be identified and priced separately on Attachment F1 of the Financial Proposal.

Please also note that the development and production of the Qualified Health Plan Performance Report is all contingent on the Commission being designated as the Agency responsible for quality and performance reporting for QHPs, including qualified dental plans and qualified vision plans.

3) Under SECTION 3.3 – Deliverables – Revise sub-section 3.3.2 Work Plan as noted:

No later than 30 days after contract award, the Contractor shall present a proposed Work Plan (See Section 3.2.2). Any changes to approved Work Plan shall require approval by the Contract Monitor. The first activity of the contract is to finalize the proposed Work Plan details and dates. Once the Work Plan is approved by the Contract Monitor and adopted by the Commission, the Contract Monitor will use the dates in the plan to determine contract compliance. The Work Plan proposed review timeframes do not limit the number of draft iterations that will be required for the Contractor to produce a document compliant with the requirements set forth in this RFP and acceptable to the Contract Monitor.
