MANDATORY PROCEDURE RE ISSUE OF VEHICLE LICENCES INCLUDING:
- CONFIRMATION OF IDENTITY, DATE OF BIRTH & NI NUMBER & PHOTO)
In order to counter any possible allegations of fraud or malpractice the following procedure must be followed in order to ensure a robust licensing system from now.
- As of immediate effect the only persons who can sign applications on behalf of another person (OR Ltd Company OR LLP or Partnership) is someone listed at 13 overleaf;
- The vehicle application forms are being amended to include an entry for Dates of Birth and NI numbers. If the date of birth is already entered in Uniform it will appear on the application form;
- As is already the case with driver applicants, the vehicle licence applicant(s) photos, Date of Birth and National Insurance Number (NINO) must be uploaded into Uniform into each vehicle application;
- Ensure if the full name in drivers is John James Swift then in the vehicle screen it should be John James Swift and not a shortened version;
- Before any officer allows the person attending to complete the declarations and sign they must confirm the person applying is (one of) the applicants to be named on the licence application. IF NOT SEE section 13overleaf;
- The logbook should show the same details as at least one of the applicants named (DVLA usually allow 1 name per logbook). If not a letter giving four weeks to produce must be issued and an IVA started, allocated to Dan Mannion and saved with a due date 4 weeks+ so this can be followed up by Enforcement and attach a copy letter to the papers;
- If an application form is signed and submitted the receiving officer must check the tick boxes and declarations- if any are incorrectly done DO NOT proceed to issue until corrected or referred to CHRS as stated on the form [especially important with hackney vehicles];
- NO EXPIRED HACKNEY VEHICLE is to be re-licensed without prior authorisation from a Principal Officer/ Consumer Protection Manager or most usually a CHAIRS Hearing;
- The correct type of proof of insurance cover must be proposed by at one of the declared co-owners. Do not accept “Bloggs Cars” unless “Bloggs Cars” is a Limited Company (Ltd) or Limited Liability Partnership (LLP);
- If papers showing additional owners are provided then the licence must be issued in all names notified to the Council, (either informally or formally);’
- The insurance, logbook and signed application should be forwarded to the Back Office with only 1 staple through each application bundle;
- Any agent’s authorisation will be scanned into share point’sTaxi and Private Hire folder in a sub folder “Authorised Agent Scan Reference Copies”.
