Managing the OIG LEIE Registry

Overview

The Office of Inspector General (OIG) maintains a database called the List of Excluded Individuals and Entities (LEIE). The OIG LEIE database provides information to the health care industry, patients, and the public regarding individuals and entities currently excluded from participation in Medicare, Medicaid, and all other Federal health care programs.

Once a month, the OIG posts an updated LEIE file to its website. States that use the OIG LEIE for registry checking in the Background Check System (BCS) must download the updated LEIE file from the OIG website and upload it into the BCS each month. Once uploaded, the BCS will use the updated data when performing automatic checks of the OIG LEIE during the registry checking process.

State administrators can register on the OIG website to be automatically notified when an updated LEIE file has been posted.

Download the LEIE File from the OIG Website

  1. Go to the OIG website( On the navigation bar, click Exclusions > LEIE Downloadable Databases.


  1. Under the LEIE Databaseheading (highlighted in the image below),locate the item that reads: “Updated LEIE Database:EXE|ZIP”. Right click ZIP and click Save Target asin order to pick the location to which you want to save the file. Make note of this location as you will need to retrieve the file from this location in order to import it into the BCS.

  1. Once you have downloaded the file, extract the LEIE (.DBF) file from the ZIP folder. You will upload the .DBF file (not the ZIP file) into the BCS.

Note

You will complete these steps once a month—each time the OIG updates the LEIE file on their website. You can register on the OIG website to be automatically notified when an updated LEIE is available.

Import the LEIE File into the BCS

  1. In the BCS, go to:Admin > Site Data > Registry Importon the navigation bar.

  1. Click New Registry Import.

  1. Select “OIG List of Excluded Individuals/Entities” from the Registry dropdown.Click Browse and select the LEIE .DBF file from the location to which you saved it. To upload the file, click Import.


  1. Once the file has been uploaded into the BCS, a green confirmation banner will appear at the top of the page to confirm successful upload and pending import.This message indicates that the import file has beenqueued to import into the BCS.

Note

If your file does not upload, ensure that you chose the .DBF file rather than the ZIP file for upload. You must extract the LEIE file from the ZIP file that is downloaded from the OIG website in order to upload the data into the BCS

  1. The BCS server task for importing files runs periodically and, when it does, your LEIE file will be imported. Check the Admin > Site Data > Registry Import screen periodically to determine the status of the import. Once complete, the import table will indicate if the import was successful or if any errors occurred.


Register for Notifications from OIG of an LEIE Update

  1. Go to:the OIG website ( the navigation bar, click:ExclusionsLEIE Downloadable Databases.
  1. At the top of the screen under LEIE Downloadable Databases, click E-mail me.
  1. Complete the information requested on the forms that display. In the Subscription Topics list, check the box next to “List of Excluded Individuals and Entities.”
