I.  TACORA WATER TREATMENT PLANT:

1.  Running Alum as Coagulant and as Filter Aide

2.  Investigating future automated dewatering sludge removal equipment.

3.  Siemens – Streaming current control system:

a.  Adjusts PH based Streaming Current values

b.  Automatic adjusts doses acid and caustic to optimize treatment

c.  Coagulant and polymer remain manual adjust

4.  Plant on ACH, excellent turbidities, excellent TOC removal (~70% removal).

5.  Began Stage 2 DBPR testing first week of October. Discontinued Stage 1 DBPR testing hence forth in the Tacora System. Test Result Excellent.

6.  Haynes Equipment will be at Tacora Plant the 3Rd and 4Th week of October testing:

a.  Testing three different cationic polymers.

b.  Setup on run the Siemens Streaming Current Monitor – Adjust PH Only

c.  Bringing a Chemtrac bench testing unit for ACH dosing and adjustment

d.  Setting up a pilot filter unit for test purposes

e.  Shipping a tote of a new filter aide – bench tested with excellent results

7.  Testing and Optimization with Haynes Equipment continuing during the month of November.

II. STONE CANYON WATER TOWER:

1.  Proposed 1.0 million gallon water storage tank estimated cost of $1.75 Million or

1.5 million gallon water storage tank estimated cost of $2.65 Million

2.  Final location and easement execution by end of August 2012

3.  Final Construction Schedule Pending

III. LIPES PUMP STATION IMPROVEMENTS:

1.  Project ~100% Complete

2.  Old ABB VFD move and installed at Tacora Water Plant – Backwash Pump

3.  Currently serving ~100 homes in Keetonville Area.

IV. 2013 OLD STATE HIGHWAY 88 WATER LINE PROJECT:

1.  Proposed 8,450 LF of 12” HDPE – E. 445 Rd. to Verdigris River

2.  Estimated cost of ~$371,590

3.  CDBG Grant Awarded in the amount of $199,950

4.  ODEQ construction permit issued June 15, 2013

5.  Surveying scheduled to completed Mid-November 2013

6.  Engineering scheduled to begin End of November 2013

7.  Anticipated bidding scheduled December 2013

8.  Anticipated completion of construction May 2013

V. DEVELOPMENT PROJECTS UPDATE:

1. Park at Preston Lakes – Owasso Area – 94 Lots:

a. Project 80% Complete

b. Water line installed and final acceptance pending final plat

2. The Ridge – Owasso Area – 51 Lots:

a. Project 100% Complete

b. Water line installed and acceptance pending Board Approval - Motion

3. Twin Creeks IV at Stone Canyon – Owasso Area – 28 Lots:

a. Project 100% Complete

b. Water line installed and acceptance pending Board Approval - Motion

4. Bluffs II at Stone Canyon – Owasso Area – 17 Lots:

a. Project 100% Complete

b. Water line installed and acceptance pending Board Approval - Motion

5. Twin Creeks V at Stone Canyon – Owasso Area – 46 Lots:

a. Preliminary Approval – Motion

b. All water lines to HDPE, six-inch and two-inch

c. Kellogg Engineering is the project engineer working for CABO the Developer.

VI. FAA WATER LINE REPLACEMENT PROJECT:

1.  Replace 600 lf of existing 2” water line with 2” HDPE - Motion

2.  Estimated cost of $12,000 to $15,000

3.  Obtain quotes from three contractors.

VI. MONTHLY OPERATIONAL REPORT

MOTION – Accept water line infrastructure within The Ridge subdivision.

MOTION – Accept water line infrastructure within Twin Creeks IV at Stone Canyon subdivision.

MOTION – Accept water line infrastructure within Bluffs II at Stone Canyon subdivision.

MOTION – Preliminary Approval CABO Dev Co LLC for a development, Twin Creeks V,

of 46 lots in a part o f the NE NE NW & NW NE & SW NE of section1, township 20N, Range 14E and a

part of the SW SW of section 36, township 21N, range 14 E of Rogers County; subject to the Engineer’s

approval and standard District requirements.

MOTION – FAA line repair/upgrade

MOTION - Discussion and possible action to fine benefit unit owner Jason Peugh, and or terminate

Benefit unit number 3709, and/or estimate usage and require reimbursement for estimated water used, costs and expenses for misappropriation of water and tampering with water meter corresponding benefit unit number 3709.
