MAINTENANCE COMMITTEE

JANUARY 9, 2018

4:30 P.M.

The following persons were present for the meeting: Chairperson Terry Green, Committee members Dave Quarry andJohn Hyde; Councilmembers Sean Steeg, Jim Bair, Mayor David Wessels, Maintenance Supervisor Tom Yarnell, Borough Secretary Melody J. Parsons and Borough Manager William W. Wheeler.

Chairperson Greencalled the meeting to order.

VISITORS: Jennifer Clark and Kay Rossman.

RECOGNIZE GUESTS AND PUBLIC COMMENT:Kay Rossman stated the residentliving at 2500 Collinwood Drive cleared the trees and the underbrush from the front of their property. She asked because of this is all the water will be going downhill.Is there a drainage system built into their lot. She asked if a resident has to get permission from the Borough to remove the trees. Chairperson Green stated you have to get permission to take down any tree in the borough. She will bring this up at the Association meeting on the 28th.

Mrs. Rossman also reminded the committee that about a year ago she was in and spoke to the Council regarding a blind area located Acorn Circle and Arbor Bluff. Some of her neighbors mentioned to her that they were almost killed because you cannot see when you go to pull out to go left on to Arbor Bluff. Mrs. Rossman commented that it is a really sharp turn. Chairperson Green asked Manager Wheeler if a mirror could be put up at that spot. Manager Wheeler explained that if the borough has an appropriate right away. Manager Wheeler will check into this.

MAINTENANCE DEPARTMENT SUPERINTENDENT’S REPORT:Supt. Tom Yarnell asked if there were any questions on the Maintenance Supervisor’s Report. Councilperson Bair asked for an update on the current water breaks. Supt. Yarnell reported that everything is fixed back to normal. Chairperson Green asked Supt. Yarnell if he needed anything.

Mayor Wessel asked Supt. Yarnell how many parking meters are down. Supt. Yarnell responded 2 that are being worked on tomorrow.

Chairperson Green asked Manager Wheeler about needing an easement to work on Jay Brous’s property. Manager Wheeler responded that he needs to write one up to do the work that the Borough needs to do that is on Mr. Brous’s property.

OPEN ISSUES:

PAVING ORDINANCE: Manager Wheeler reported that we need to change the paving ordinance because the way it reads now it states that paving depends on the number of square feet. The gas co, has starting doing borings instead of digging a square hole. If you add it up you do not see the same amount of square footage to trigger the paving. The ordinance should read if you are going to do a “certain” number of penetrations per block you going to have to pave. Council will have to decide what they want.

STORMWATER ISSUE AT 27TH STREET: Chairperson Green asked if someone could be sent up to Catherine Street to look at this. Manager Wheeler stated that he went up and observed that not all the sump pumps are not pumping out the back of the homes. Manager Wheeler stated that we have a problem. We need to do some work up there, we have not gone up and done what is necessary to contain the water. Chairperson Green asked Manager Wheeler to follow up with Ann Reynolds reminding her to bring the prints for this area to the stormwater meeting.

BRINE: Manager Wheeler stated that we obtain our brine at no cost from PennDOT. They use it on the emergency route and the major hills to see how it works.

NEW BUSINESS:

PAINT FOG LINES ON WARM SPRINGS AVENUE BEGINNING AT 14TH STREET AND ON COLDS SPRINGS ROAD OUT TO THE BOROUGH LINES: No painting until warm weather.
